Governments are organizations that are closest to what he called “pure power” (because they integrate information, legal authority and military/police power). They can mine email, text and all other digital data to learn anyone’s social graph.  Unlike corporations, government is not incentives to care for citizens; he implied it is less accountable.  He introduced an interesting wrinkle to this: data is data, and the Web is global, so citizens can be outed and exposed by governments that are not bound by their laws. For example, if (U.S.) Americans pass legislation that controls how their government can use data, nothing prevents another government from using the data.  Ask yourself what kind of Web3.0 world we should make. Our decisions may determine whether we find ourselves in a “Genuine New World” or a “Brave New World.”  Hoffman offered two guiding principles to mitigate risk: 1) companies should make sure they never “ambush their users” by exposing them and thus betraying their trust (for safeguarding their data). 2) Realize

Web4.0 is supposedly an always on world, human synergy with technology, almost early stages of what I call “cybornatictism” , the ability to project worlds from lets say Marvel Universe into the real world using AR & 3-D holographs to create ever stimulating entertainments. Every physical organic and structure could have embed RF tags/ beacons/ sensors / NFC / RFID that allows the growth of IofT industry to flourish beyond reality. Simply means every object like a carpet or rock can emit information. Web 4.0 services will be autonomous, proactive, content-exploring, self-learning, collaborative, and content-generating agents based on fully matured semantic and reasoning technologies as well as AI. They will support adaptive content presentation that will use the Web database via an intelligent agent. A software like an assistant could be mining the physical and digital world for opportunity for collaboration because it’s predicted your next need or challenges. According to experts, It’s web engaging the real world. If there were a matrix, I think this stage will be pre-matrix.
