THE SPEECH
In an unprecedented move, Christy Clark
and the BC Liberals put forth a Speech from
the Throne “submitted with humility and
openness to change” that was anything but
conventional. Opening the Legislative Assembly’s
41st
Parliament on July 22nd, the Lieutenant
Governor read aloud a Throne Speech replete
with BC NDP and BC Green campaign promises
that the BC Liberals said just weeks prior were
ill-advised or unaffordable.
Though the move forced the opposition parties to
vote against many of their own ideas, in proposing
an NDP/Green influenced Throne Speech, the
BC Liberals are now in a tough spot across the
aisle as the Official Opposition to an NDP/Green
government that will quickly implement much
of what the BC Liberals promised to do just one
week ago.
The odd dynamic is further complicated by
the tenuous nature of a Legislature that is now
effectively a 43 (NDP/Green) to 43 (BC Liberal)
tie with the Speaker likely coming from the NDP/
Green side and being forced to play the role of
referee and tiebreaker.
As a new political landscape takes shape, one
thing is certain: this weekend’s Canada 150
celebrations mark both an end and a beginning
in British Columbia.

After 16 years in power, the BC Liberal
government was defeated in a non-confidence
vote of 44 to 42.

A Bitter Sweet 16
With a narrow but clear margin, the newly
cemented BC NDP/Green alliance voted 44 to
42 against the BC Liberals’ Throne Speech in a
non-confidence vote, marking the official demise
of the ruling BC Liberals after sixteen years in
government under Premiers Christy Clark and
Gordon Campbell.
Following the vote, Christy Clark immediately
met with Lieutenant Governor Judith Guichon
where the two spoke for nearly 90 minutes
before Clark emerged. Shortly after, John Horgan
was summoned to Government House where he
was asked to test his BC Green Party-backed
NDP minority government.
For the first time since 2001, British Columbia will
have an NDP government (backed by the BC Green
Party), despite the fact the BC Liberals won the
most seats and the popular vote in the election –
something they will be sure to raise from the
Opposition side of the Legislature. The swearing in
of a new NDP government and announcement of a
new cabinet under Premier-designate John Horgan
will likely occur in the next few weeks.
The announcement this week by former Finance
Minister Mike de Jong that British Columbia ended
the most recent fiscal year with an unexpected
$2.8-billion surplus did little to sway the confidence
of the house in supporting the BC Liberals’ Throne
Speech, but it will leave the next government with a
comfortable purse to implement campaign promises.
Shortly after the government’s defeat, BC Liberal
Speaker Steve Thompson resigned from the
Speaker’s Chair, capping the shortest stint in the
prestigious role in BC history at just 8 days. The
previous record was 67.
