This document provides guidance on designing a Youth Guarantee program for Ireland based on experiences from other countries. It recommends a phased approach with two initial phases. The first phase would begin at 3 months of unemployment and last 6 months, involving low-cost interventions to enhance skills and rapid job entry. The second, more intensive phase would include training with work experience, work experience programs, and intermediate labor market jobs. This escalating approach aims to help as many youth as possible at lower costs first before moving to more intensive, expensive supports. A full implementation covering all unemployed youth would require about 70,000 places, which is not currently feasible. The phased model allows an effective initial response within available resources.
