  2. 2. 2Purpose of the Online ConsultationMetrolinx has proposed to change the location of the eastern Tunnel BoringMachine (TBM) launch site to a site at the southwest corner of the EglintonAvenue East and Don Mills Road intersection. That relocation results in anextension of the underground LRT from the Brentcliffe Road area to Don MillsRoad, and the removal of a planned LRT stop at Leslie Street.To mitigate the loss of the Leslie LRT Stop, Metrolinx is proposing to relocatethe Laird Station to the intersection of Brentcliffe Road and Eglinton AvenueEast and provide improved pedestrian and cycling facilities from the LRTStations at Brentcliffe Road and Don Mills Roads with the Parks in the WestDon River Valley.The purpose of the online consultation is to present the latest preferredoption for the alignment.More details on the change are presented in the following panels.

Key comments can be summarizedas follows:• Support for the reintroduction of the proposed Ferrand LRT Stop;• Concern regarding the removal of the proposed Leslie LRT Stop;• Concern regarding the impacts of bus activity at the proposedLaird LRT Station; and• Suggested alternative alignments for the Eglinton LRT throughthe study area.3What We Heard in January, 2013
  4. 4. 4Compared to the approved 2010 Environmental Project Report (EPR) for theEglinton Crosstown LRT Project, the LRT project will have the followingfeatures between Laird Drive and the Don Valley Parkway:• Laird Station relocated to Brentcliffe Road (new);• Improved pedestrian and cycling connections from Brentliffe Station and Don MillsStation to the Park System (new);• Surface LRT from Brentcliffe Road to Don Mills Road reconfigured as undergroundLRT;• Tunnel section to include a Traction Power Substation, two emergency exit buildingsand launch at Don Mills Road (new);• Elimination of the surface stop at Leslie Street (new);• Modified bus routes from Leslie Street and LRT Station in Leaside (retained fromEPR); and• Underground station at Don Mills Road and surface stop at Ferrand Drive (retainedfrom EPR).An addendum to the EPR is required to assess the potential impactsassociated with these changes.Updated Project Description

  8. 8. 8• The walk-in ridership catchment area for the Leslie LRT Station – typically a 500mradius from the station – contains a low density of trip-generating developments,with little potential for new development due to the presence of protected parklands.• This results in a station with one of the lowest forecast passenger activity rates forthe entire Eglinton Crosstown LRT.• Given low ridershipforecasts and limitedopportunity for futuredevelopment, the costsassociated with anunderground LRT Station atthis location (est. $80M) arenot justified.Effects of the Change: Leslie LRT Stop
  9. 9. 9Modified TTC Bus Routes• Consistent with the approved plan forthe Eglinton LRT, the TTC will bemodifying bus routes 51 and 56through the Leslie Street / EglintonAvenue area, as shown in theadjacent figure.• These routes will provide transitconnectivity between the BrentcliffeLRT Station, the existing and futuredevelopment along Leslie Street, andthe park lands to the north and southof Eglinton Avenue.Effects of the Change: Leslie LRT Stop
  10. 10. 10• Pedestrian and cycling connectionsfrom the proposed Brentcliffe and DonMills LRT Stations to the park lands atthe intersection of Eglinton Avenueand Leslie Street exist today.• Metrolinx will improve the pedestrianand cyclist environment along EglintonAvenue between Brentcliffe and DonMills Stations through this projectthrough the introduction of new pathconnectionsImproved Park Access for Pedestrians andCyclists

Following the Public Information Centre, the Project Team will:• Finalize the Environmental Project Report (EPR) Addendum, summarizingthe study findings and recommendations;• File the EPR Addendum for a 30-day public and agency review andcomment period;• Following the 30-day review period, the EPR Addendum and responses toany comments submitted during the review period will be submitted to theMinister of the Environment for approval.12Next Steps

Metrolinx is proceeding with the delivery of the Eglinton LRT through Public PrivatePartnership and Alternative Financing + Procurement (AFP)Through this process Metrolinx is committed to:• Continuing Public Consultation: Consult with the public, property owners andstakeholder agencies during the design of the LRT alignment, stops/ stations, busterminals and ancillary facilities.• Incorporate City of Toronto urban design criteria into the design of the LRT facilities.• Construction Issues: Conduct further research, analysis and develop plans including :―Noise, vibration and air emissions monitoring and mitigation―Traffic, transit and pedestrian management strategies―Utility and municipal services relocation plans―Emergency response plans (Fire, Police and Emergency Medical Services)―Vegetation restoration, edge management and streetscape plans―Soil and groundwater management strategy―Erosion and sedimentation control plan13Commitments to Future Work
