  3. 3. Western Economic Diversification: Environment Renewable Sustainable Energy Transportation A Xiamen University professor alleges that there is a large basalt reef under cover of sand in the centre of the Taiwan Strait. “Its great meaning lies in the basalt reef and can be built as an artificial island which is bigger than Xiamen Island. It makes the Taiwan Strait Tunnel Project more realistic,” said Mr. Cai Aizhi, professor of College of Oceanography and Environmental Science of Xiamen University. It has been thought that the Changyuan Shallows, which is located in the centre of the Taiwan Strait, was a huge undersea desert. But Professor Cai said that there is a large basalt reef under the sand. The Taiwan Strait Tunnel Project is an undersea tunnel proposed in Taiwan Strait Tunnel sketch 1996. At nearly 150 km, the proposed tunnel would be nearly 3 which was initially proposed times the length of the Channel Tunnel across the English Channel. in 1996 However, the project has never been considered realistic because of its staggering cost and technical difficulties. According to Professor Cai, the basalt reef can be built as an artificial island covering an area of 200 - 300 square kilometres It can link nearby shallows to form a large new land. 6. 6. Message from Leona Aglukkaq, Minister of Health National Non-Smoking WeekMessage from Leona Aglukkaq, Minister of Health National Non-SmokingWeek January 20-26, 2013 This is National Non-Smoking Week, a week where wepay extra attention to educating Canadians about the dangers of smoking, discouragepeople from starting to smoke, and support those who wish to quit. I would like to thankthe Canadian Council for Tobacco Control (CCTC) for their continued leadership ofNational Non-Smoking Week. The theme for this year is "Live, work, play... even bettersmoke-free".Canada is a world leader in tobacco control. Smoking is at an all-time low in Canada --dropping to 17%. The rate of Canadians who smoke on a daily basis is even lower at14%. Despite this achievement, tobacco use continues to be the most important cause ofpremature death in Canada. It is a leading cause of preventable lung disease, includinglung cancer, and is also a major risk factor for cardiovascular disease. It has negativeeffects on nearly every organ of the body and is responsible for more than 37,000premature deaths every year in Canada. To encourage Canadians to quit and stay smoke-free, federal, provincial/territorial and municipal governments have taken a number ofapproaches over the past 10 years, including restricting where people can smoke;restricting access to tobacco products, especially for youth; participating in tobaccocessation programs; and raising awareness of the health hazards associated with tobaccouse and the benefits of quitting. With second-hand smoke bans in place, Canadians aremore protected than ever from exposure to second-hand smoke in public places, withclose to 100% of enclosed public space being smoke-free. Most recently, our Governmentintroduced new warning labels on cigarette packages, which feature a national quitlinephone number for people who want help quitting. We have also banned flavoured littlecigars, which were clearly targeted towards youth. Our Government remains concernedabout the high smoking rates within Aboriginal communities, some as high as 50%, and isnow refocusing its smoking cessation and prevention programming towards populationswith the highest smoking rates. Health Canada will continue its work on tobacco controlinitiatives that aim to preserve the gains made over the past 10 years and to continue thedownward trend in smoking prevalence. That way, no matter where Canadians live, work,or play, it will be better smoke-free. For more information about National Non-SmokingWeek visit National Non-Smoking Week and for information on smoking and how to quitvisit: Healthy Canadians - Smoking and tobacco.
