Agenda Item 5.1 is the Presentation, discussion, and possible action on an ordinance approving a five (5) year residential recycling collection franchise agreement and general service agreement with Brannon Industrial Group, LLC, DBA BVR Waste and Recycling.
Both Brazos Valley Recycling and BVSWMA – Twin Oaks Landfill hosted tours of their facilities on March 10. Thank you to the council members in attendance, we hope it was an informational and positive experience.
The City of College Station began our residential recycling operations in 1991 after a successful pilot program. The City then moved to a sorted bag program where citizens were asked to sort their collected recyclables and place them in specific bags at the curb line.
The residential recycling program then progressed into what we have today, our single-stream program. Citizens have the opportunity to place all recyclables into one bin without the inconveniences of the previous program. Our current (5) year single-stream franchise agreement and general service agreement expires on September 31, 2020.
The list of the accepted recyclables have not changed from the previous (5) year contract. This (5) year franchise agreement and general service agreement will continue to receive the following commodities through single-stream:
-Aluminum, tin, and steel cans
-Glass of all colors
-Types 1 and 2 plastics
-Various paper products; with shredded paper needing to be bagged in clear plastic bags
I would like to reiterate, there are no proposed reductions in services or accepted recyclables.
On December 17, 2019, two (2) proposals were received and opened for RFP # 20-008. Brannon Industrial Group, LLC, DBA BVR Waste and Recycling submitted the lowest responsible proposal cost, with a monthly rate per household of $3.15.
Here is the cost comparison for the proposed (5) year franchise agreement versus the previous (5) year agreement.
Staff recommends the approval of the (5) year single stream franchise agreement and general service agreement with BVR as their proposal illustrated the lowest cost for our citizens paired with quality customer service.
At this time, myself, my Public Works colleagues – Director Donald Harmon and Assistant Director Pete Caler, as well as representatives of Brazos Valley Recycling Blake Brannon and Brandon Roznovsky are available for any questions the mayor or council may have regarding the proposal as well as any technical or processing questions.
