PROJECT STATUS / GMP  PGAL – Design Phase - Design Development 100%  Next Phase: Construction Documents  Vaughn Construction – Pre-Construction Services  Working with PGAL on design review, constructability, material selection and developing the Guaranteed Maximum Price (GMP)  GMP – The maximum amount the construction portion of the project will cost per Vaughn Construction  They assume liability for construction cost overruns (except for any Owner requested changes)

GMP DEVELOPMENT  Vaughn Construction – Develop GMP  Comprehensive review of drawings and specs  Supplemental info from User Group (City Departments and Police Department Staff)  Material and labor take-off / estimating  Trades / Subcontractors provided budget analysis  Constructability and schedule review  Review of material and products

GMP  At the time of the Request For Proposals, the amount available for construction was specified as $25,000,000  Vaughn Construction Developed a GMP of $24,833,300  Delta of $166,700  Will be used to cover other Owner related project costs  GMP is within the specified construction budget  Project Budget has 2 parts  Construction Costs (GMP of $24,833,300)  Owner / Below the line Costs  includes design fees  Any item or service not covered by the GMP  The sum of these parts equals the Total Project Cost

TOTAL PROJECT COST  2016 Facility Program  $28,000,000  The proposed project budget, as submitted in the FY 2019 budget, is $29,500,000  FY 2016 dollars  Design changes  Project Delay Cost Escalation  Steel Tariffs and increased labor / material costs  Owner related costs not previously accounted for  As we have moved through the budget process, we anticipated the cost would increase and we are accounting for this in the FY 2019 budget.

ANTICIPATED PROJECT SCHEDULE  Oct. 8, 2018 – GMP presented for approval (notice to proceed to follow)  Nov. 12, 2018 – Vaughn mobilization / Construction begins  Nov. 16, 2018 – Ground Breaking Ceremony  10am on-site  Feb. 28, 2020 – Vaughn Substantial Completion  March 2, 2020 – Police Department Move-in  March 30, 2020 – Vaughn Final Completion
  9. 9. RECOMMENDATIONS  Approve the amendment to Vaughn Construction’s contract to include the GMP of $24,833,300 which is within the previously defined construction budget.
