Inspired by ThoughtWorks radar, but aims to be community driven and simpler
(one radar per quarter on a specific topic, instead of annually covering all topics).

Methodology
Each quarter:
1. Randomly select a group of volunteers from the CNCF End User Community to
form a Radar Team
2. The Radar Team choose a topic of interest
3. CNCF surveys the group on their usage of various tools.
4. From the results, the Radar Team choose final opinions on each tool and note any
themes.
