  1. 1. Campaigning for change: Wales’ carrier bag charge amy.lloyd@keepwalestidy.cymru @Keep_Wales_Tidy
  2. 2. Keep Wales Tidy Caring for our environment together, now and for the future At Keep Wales Tidy we: • Take action to make a positive difference • Put people at the heart of everything we do • Protect our environment for now and for the future We do all of this for one reason – a beautiful Wales that is cared for and that can be enjoyed by everyone
  3. 3. Campaign timeline 2011 Charge came into force in Wales on 1 Oct 2005-06 Research – gathering Wales-specific evidence 2009-10 Consultation phase 2011-present Monitoring and reporting 2006-09 Awareness raising
  4. 4. The issue Establishing scale and impact with Wales-specific research • Built up our understanding of the issue and learnings from other countries • Demonstrated that bags were a significant cause of litter in Wales • A strong, Wales-specific evidence base enabled us to create an effective campaign.
  5. 5. Raising awareness • Launched the position paper, targeting local, regional and national press • Shared paper far and wide • Ensured it reached the right people • Momentum grew quickly… Engaging the public (in the early days of social media)
  6. 6. Joining the national conversation • Used every opportunity in the consultation phase • Provided written and oral evidence • Liaised directly with the public and industry at open consultation events • Worked with others and made links with the wider priorities of Welsh Government • Pushed for the introduction of the charge and for the proceeds to go to charity. Making the most of the consultation phase
  7. 7. After the campaign Monitoring the impact • Carried out our own research and supported Cardiff University research • Consumer support for the charge increased following the implementation • Carrier bag use between 2011 and 2014 declined by 71%. • Continued to monitor litter • Provided evidence to the Environmental Audit Committee in response to the consultation in England.
  8. 8. Lessons learned Mobilising supporters and collaborating with others • More engagement with our own network of schools and volunteers – reflect their views back to Government • Recognise the potential to have a greater impact by working in collaboration with other organisations • Use the tools available to engage directly with the National Assembly.
  9. 9. Putting lessons learned into action Litter from the Air • Petitioned the Assembly on behalf of Eco-Schools students • Urged schools and organisations to make the pledge • Publicly called on local authorities to introduce bans • Highlighted the issue to relevant cross party group • Worked closely with other organisations throughout e.g. MCS and RSPCA Cymru.
