  3. 3. KERALA WATER SUPPLYPROJECT (KWSP)• The Government of India is the borrower and the Kerala WaterAuthority is the executing Agency. This Project aims at rehabilitatingand augmenting the water supply systems of two urban regionsnamely Kozhikode and Thiruvananthapuram and to construct newwater supply systems for three rural regions namely, Pattuvam ofKannur district, Cherthala of Alappuzha district and Meenad ofKollam district. Pattuvam Scheme is the north most beneficial areafrom this massive project.• The international consultants M/s TEC consortium (with Black &Veatch, GKW, STC, CED) led by M/s Tokyo EngineeringConsultants Company Ltd (TEC). Japan has been selected by theKWA to manage the implementation of the project.

  5. 5. The Pattuvam Scheme is in Kannur District is the northern mostarea benefits with the KWSP. The objective of the scheme is tosupply safe and potable water to 530,000 consumers in 10 villages,7 semi-urban areas and 1 municipality in the Kannur District byconstructing new facilities. Facilities include technical componentsfor water abstraction, raw water transmission, water treatment,treated water transmission, storage reservoirs and distributionnetworks.The project area covers 350 km2 and the water demand of the areais estimated as 93 MLD. The source is at Pazhassi Barrage atValapattanam River at Kuiloor and the method of extraction is byintake well. The raw water is boosted through steel pipe of 1100mm diameter for a length of 11 km, to the Treatment Plant. Thecapacity of the Treatment Plant located at Peruvalathuparamba is93 millions liters per day.PATTUVAM SCHEME

  7. 7. PROJECT MANAGEMENTThe Client, Kerala Water Authority has appointed TokyoEngineering Consultants Co Ltd (TEC) as the leading consultant –The Engineer – to implement the project. The Pattuvam Scheme isled by highly experienced Senior Resident Engineer (SRE),Chandra Dissanayake who acts as Engineer’s Representative. He issupported by a project team of 36 personnel including fourexperienced Site Engineers. The SRE is responsible for managingthe day-to-day work of the project: Construction supervision, project management, progressmonitoring and reporting, quality control, verification ofcontractor’s invoices etc. Lead the construction supervision team set for the package. Liaison with the Consultant’s main office (Project Manager),Contractors and Client for the performance of the assignedcontract package.

In view of the massiveness of theproject and the complexities in the nature of the work components, it isa challenge and however essential and important for the SeniorResident Engineer to put in place a comprehensive projectmanagement, supervision, quality assurance and control during theimplementation.• The Project is being executed following a fast track approach.
