Cities bring together workers, businesses and shoppers, and do so primarily in their city centres. As hubs for employment, as well as leisure activity, more often than not, the UK’s most successful cities have thriving centres.

Yet while city centres have a number of interrelated roles to play in the economic and social life of a city, many places have faced difficult circumstances in recent years. The ‘death of the high street’ has been a high profile symptom of what are often deeper economic challenges.

If cities are to resolve these wider challenges, it will be up to more than just the local council to bring forward the kinds of investments needed to turn their fortunes around. This half-day workshop gave cities, businesses, land and property experts the chance to discuss the ways that existing collaboration between public and private are already inspiring a step-change in city centres, and consider how to improve and build on existing good practice.

This event heard from Cllr Alex Ross-Shaw, Bradford City Council, Martin Reeves, Coventry City Council, Philippa Venables, Swindon Borough Council, Geoff Wright, MADE, Kay Hughes, National Infrastructure Commission and Alan Harris, Montagu Evans.

  3. 3. To understand why, we split businesses into two groups 1. Local Services 2. Exporters
  4. 4. City centres offer businesses specific benefits that other places can’t offer
  5. 5. High-skilled exporters will pay a premium for these benefits
  6. 6. But not all city centres are successfully playing this economic role
  7. 7. This impacts the health of their high streets
  8. 8. Weak city centres have too many shops and too few quality offices
  9. 9. Strong city centres are seeing a revival in city centre living and working
  10. 10. How can we create stronger city centres? Make weaker city centres more attractive to business: • Improve the skill base of the wider city’s workforce • Remodel the city centre away from retail • Develop quality office space Better manage competition for space in stronger city centres: • Prioritise commercial space • Upgrade transport
  11. 11. How can government support cities? • Provide funds for remodeling city centres • Offer city centres exemptions from permitted development rights • Put city centres at the heart of efforts to boost productivity
