Electors Verification Programme
The nationwide mega million launch of Electors Verification Programme,
The main aim of the programme is to improve the health of Electoral rolls and to
provide better electoral services to citizens and increase the level of
Communication between voters and the Commission.
The voters can log on to NVSP portal (nvsp.in) or Voter Helpline App or
Common Service Centres or any nearby voter facilitation centre to avail the
following facilities.
 Verification and corrections of the existing details
 Authentication of entry by furnishing scanned/DigiLocker copy of one of
the following documents:(i) Indian Passport (ii) Driving License (iii)
Aadhaar Card (iv) Ration Card (v) identity card for Government/Semi
Government Officials (vi) Bank Passbooks (vii) Farmer's Identity Card (viii)
PAN Card (ix) Smart Card issued by RGI (x) Latest bill for
water/electricity/telephone/gas connection.
 Furnishing details of family members and verifying their entries too
 Updating details of family members already enrolled as voters but
permanently shifted or expired
 Furnishing details of eligible un-enrolled family members (born on or
before 01.01.2001) and prospective electors born between (02.01.2002 till
01.01.2003) who are residing with the elector.
 Furnishing GIS Coordinates of House (through Mobile App) to avail better
electoral Services
 Feedback regarding existing Polling Stations and suggestions on lternate
PS.
Association of World Election Bodies (A-WEB)
The Election Commission of India is scheduled to host the 4th General
Assembly of Association of World Election Bodies (A-WEB) at Bengaluru on 3rd
September 2019. India (founding member) will take over as A-WEB’s Chair
for the 2019-21 term. Over 50 countries across the globe will join the meeting
at Bengaluru from 02nd to 04th September, 2019. An International Conference
on “Initiatives and Challenges of Social Media and Information Technology in
Elections” will also be held on 04th September, 2019.

The Association of World Election Bodies (A-WEB) is the largest association
of Election Management Bodies (EMBs) worldwide. A-WEB was established on
October 14, 2013 in Song-do, South Korea. The permanent secretariat of A-WEB
is located at Seoul.
Aim: strengthening the processes of election management in member countries.
A-WEB’s vision is to foster efficiency and effectiveness in conducting free,
fair, transparent and participative elections worldwide. Its activities are guided
by its mission to identify latest trends, challenges and developments in
democratic electoral management and electoral processes and to facilitate
appropriate exchange of experience and expertise among members with the
objective of strengthening electoral democracy worldwide.
Election Commission of India has been very closely associated with the
process of formation of A-WEB since 2011-12. ECI has been its Executive Board
Member since AWEB's inception in October 2013 for two consecutive terms
(2013-15 and 2015-17). At the last A-WEB General Assembly held in Bucharest
on 31st August, 2017, Romania took over as Chair and ECI was unanimously
elected as Vice-Chair of A-WEB 2017-19. India is all set to take over as Chair
now for the 2019-21 term.
The current Executive Board of AWEB 2017-19 has 21 ( at present, 115
EMBs as Members) members wherein Dominican Republic as the Immediate
Past Chair; 5 (at present 37) members from Africa namely Burkina
Faso/Guinea/Kenya/Malawi/Tunisia; 4 (at present 31) members from Americas
-Argentina/Colombia/El Salvador/Paraguay; 4 (at present 24) members from
Asia - Bangladesh/Palestine/Taiwan/Uzbekistan; 3 (at present 17) members
from Europe - Albania/Belarus/Croatia and Fiji as the member from Oceania
are included.
Initiatives and Challenges of Social Media and Information Technology in
Elections:
11 countries namely Benin, Bhutan, Bosnia - Herzegovina, Cameroon, Malawi,
Mauritius, Palestine, Romania, Russia, Sierra Leone and Togo would make their
presentations on the subject.
Election Commission of India:
Election Commission of India (ECI) has successfully conducted 17
national elections and 388 state elections, thus strengthening the nation’s
faith in electoral democracy.

Delhi Air Traffic Service Complex (DATS- Complex)
India’s and world tallest Air Traffic Control tower at the Indira Gandhi
International Airport here today.
The significant aspects of the DATS- Complex:
 Tallest aerodrome control tower in India at 102 meters and one of the
tallest in the world
 Provisions for 33 towers and ground controllers position at level 26 and
25 of control tower.
 Internet protocol based voice communication system for enhanced VHF
coverage in the area of responsibility of a controller.
 Advanced radar and ADS enabled automation system
 Electronic flight stripes in ATC units in places of paper strips
 IP based automatic message switching system with online flight plan
filling facility.
 Its built at a cost of about Rs 350 crorewhich includes the state of the art
equipment cost

Themes: research, development, training and extension.
NCERT is one of the unique educational and research institutes in the
world. It develops curriculum, syllabus and teaching-learning materials for
school students and teachers in the country. He said that Indian Education
System includes 26 crore students, 90 lakh teachers and 15 lakh schools which
makes it very huge and NCERT has been addressing the needs of this huge
system with its innovative curricular material and teacher education courses.

Mazedar hai Ganit: for making mathematics interesting and fun for
children

through.
Terracotta Grinder
Khadi and Village Industries Commission (KVIC) launched a first ever
‘Terracotta Grinder’ at Sewapuri in Varanasi. This machine will grind the wasted
and broken pottery items for re-using in pottery-making.
Earlier the wasted pottery items were grinded in normal khal-
musal (mortar and pestle) and its fine powder was mixed with the normal clay.
Mixing this powder in stipulated ratio to normal clay makes the resulting
pottery items stronger. This Terracotta grinder will make grinding of wasted
pottery items
Silent Feature:
 Faster than the traditional mortar and pestle.
 Lessen the cost of production, and will also help
 Solving the problem of shortage of clays.
 Save the cost (He said the cost of one tractor trolley of clay is Rs 2,600 in
the Varanasi area. By mixing 20 percent of this wasted terracotta powder,
the potter will make a saving of at least Rs 520.)
 Create more job opportunities in the villages.
KVIC, as part of its commitment to Swachh Bharat Abhiyaan, had also started
manufacturing of plastic-mixed handmade paper at Kumarappa National
Handmade Paper Institute (KNHPI), a KVIC unit in Jaipur under its project
REPLAN (REducing PLAstic in Nature). In this project, the waste plastic is
collected, cleaned, chopped, beaten and treated for softness. After that, it is
mixed with the paper raw material i.e. cotton rags pulp in a ratio of 80 % (pulp)
and 20% (plastic waste). The institute has sold over six lakh handmade plastic
mixed carry bags since September 2018.
Steering Committee on Fintech Final Report
Committee recommended:
 The RBI may consider development of a cash-flow based financing for
MSMEs, development of an open-API MSME stack based on TReDS data
validated by GSTN and a standardised and trusted e-invoice infrastructure
designed around TREDS-GSTN integration.

 Insurance companies and lending agencies to be encouraged to use drone
and remote sensing technology for crop area, damage and location
assessments to support risk reduction in insurance/lending business.

automation using Artificial Intelligence (AI), cognitive analytics & machine

with special thrust for use of fintech along with core banking solutions
(CBS) by agri-financial institutions, included Cooperative societies.
 special drive for modernisation and standardisation of land records by
setting up a dedicated National Digital Land Records Missionbased on a
common National Land Records Standards with involvement of State Land
and Registration departments, with a view to making available land
ownership data on an online basis to Financial Institutions.
 Comprehensive legal framework for consumer protection be put in place
early keeping in mind the rise of fintech and digital services.
 Adoption of Regulation technology (or RegTech) by all financial sector
regulators to develop standards and facilitate adoption by financial sector
service providers to adopt use-cases making compliance with regulations
easier, quicker and effective. Similarly, it has also recommended that
financial sector regulators develop an institutional framework for specific
use-cases of Supervisory technology (or SupTech), testing, deployment,
monitoring and evaluation.
Further, an Inter-Ministerial Steering Committee will be set up on fintech
Applications in Department of Economic Affairs (DEA), Ministry of Finance, to
continue to carry on the tasks of implementing this report, including exploring
and suggesting the potential applications in government financial processes and
applications, particularly accounting and asset management, welfare services,

Apache has capability to shoot fire and forget anti tank guided missiles,
air to air missiles, rockets and other ammunitions, it also has modern EW
capabilities to provide versatility to helicopter in a network centric aerial warfare.
Apaches have been an integral part of numerous historic campaigns worldwide.
These aircraft have been modified specifically to suit the exacting standards
demanded by IAF.
The helicopter is capable of delivering variety of weapons which include air
to ground Hellfire missiles, 70 mm Hydra rockets and air to air Stinger missiles.
Apache also carries one 30 mm chain gun with 1200 rounds as part of area
weapon sub system. To add to the lethality of the helicopter, it carries fire control
radar, which has a 360° coverage and nose mounted sensor suite for target
acquisition and night vision systems.
Tigers at High altitude
It is an exciting study as it reveals that 11 (even) ecology at high altitude
is compatible for the tiger growth and we will take inputs from this study to
have a high altitude tiger master plan.
The habitat of tiger of varied, encompassing several biomes and ecological
conditions. However, most of the high-altitude habitats, within the range have
not been surveyed for an appraisal of tiger presence, prey and habitat status.
Hence, it become important to embark on a said appraisal, involving mapping of
the habitat and carrying out a situation analysis for a future roadmap. Tiger
habitats in high altitude require protection through sustainable land use, as they
are a high value ecosystem with several hydrological and ecological processes
providing ecosystem services and adaptation to mitigate the ill effects of climate
change. Several high-altitude habitats in South Asia have the spatial presence
of tiger, active in-situ efforts are called for ensuring their conservation

National Award Scheme to Teachers
National Awards to Teachers is to celebrate the unique contribution of
some of the finest teachers in the country and to honor those teachers who
through their commitment and industry have not only improved the quality
of school education but also enriched the lives of their students.
The Independent National Jury recommended name of 46 teachers. The
criterion adopted was to select those teachers who had shown innovation in
their work and had added value to the school and to their students. These
nominated teachers gave a presentation before an independent Jury comprising
a senior educationist. This ensured that all of them were given an opportunity to
place before the jury their contribution and the work done by them.
The basic premise now is that the new scheme should be transparent, fair,
and reward demonstrated excellence and performance and has been inspired by
recent innovations in major national awards. The award carries a Silver Medal,
Certificate and Rs. 50,000/- as award money.
The features of the new scheme are as under:
 Online self-nominations from teachers were invited on mhrd.gov.in. The
Webportal was developed by the Administrative Staff College of India
(ASCI) and the entire software ran smoothly.
 Applications were received online from teachers from all over the country.
 All regular teachers were eligible and no minimum years of service was
required. This enabled meritorious young teachers to apply.
 The number of awards was rationalized to maximum of 47, thereby
restoring the prestige of the awards.
 No State, UT or Organization had a quota in the final selection. This
encouraged them to compete for the awards.
 An independent Jury at the National level made the final selection. The
Jury reviewed the list of candidates forwarded by all States, UTs and
Organisations. Each nominee made a presentation before the Jury, which
made a final assessment and recommended 46 names for the Teachers
Awards this year.

Poshan Maah
Aims: making people aware of the importance of nutrition and giving individual
access to government services to support supplement nutrition for their children
and pregnant women/lactating mothers.
A month-long (Assam, Bihar, Madhya Pradesh, Tamil Nadu and
Rajasthan) activities focussing on antenatal care, anaemia, growth monitoring,
girls’ education, diet, right age of marriage, hygiene and sanitation, eat healthy
as themes are being showcased in form of food melas, rallies, school level
campaigns, anaemia test camps, recipe demonstration, radio & TV talk shows
and seminars all across country.
This year Poshan Maah focuses on five (Paanch Sutras) critical components –
1. First 1000 days of the Child,
2. Anaemia,
3. Diarrhoea,
4. Hand Wash & Sanitation and
5. Poshtik Aahar (wholesome meal with diet diversity).
Mobile Science Exhibition (SCIENCE EXPLORER)
For the entire Ladakh Region in Leh today.

What is a Mobile Science Exhibition (MSE) Programme?
The first MSE on the theme ‘Our Familiar Electricity’ was inaugurated at
Ramakrishna Mission Boys’ School, Narendrapur, near Kolkata on 17th
November 1965. The first MSE Bus was flagged off in 1966 from Birla Industrial
and Technological Museum, Kolkata.

Bus travels from school to school in rural areas and organize exhibitions
there throughout the year. Along with the exhibition, some other programmes
like Sky Observation Programme through telescope, science films show,
Science Demonstration Lectures etc. are also organised.
Why MSE Programme in Leh,Ladakh Region:
The Science Explorer MSE programme in the Leh, Ladakh region will be
the first of its kind in the region with a broad objective to:
 Popularize science and technology among the students and general
public.
 Creating a scientific awareness in the society.
 Inculcating a spirit of enquiry among the young people.
 Inspiring youngsters to pursue a career in science, technology,
engineering and mathematics.
 Supplementing formal education imparted in schools and colleges with
non-formal science education.
 Promoting a culture of science in the society.
Govt. of India is primarily engaged in ‘Communicating Science to Empower
People’ through its network of twenty-five Science Centres/Museums spread
across India. With the help of its unique interactive science exhibits through
which students can explore the basics of science and technology, travelling and
short-term exhibitions, Mobile Science Exhibitions (MSE) units and a wide range
of science based educational programmes and activities for public and students
in particular, NCSM has now become a trend setter in the field of science
communication both at national and international level. NCSM is the world’s
largest network of science centres and museums that functions under a single
administrative umbrella.
Eat Right India Movement

Healthy eating approach which places citizens at the centre of a Health
Revolution through food and fitness.
The campaign ‘Eat Right India’ (Along with food with less salt, less sugar
and less saturated and industrially-produced trans-fats) with its new logo and
tagline ‘Sahi Bhojan. Behtar Jeevan’ were released by the Health Minister, at
an event here today on the side-lines of the 5-day ‘72nd Session of the WHO
Regional Committee for South-East Asia'.
This can become a country wide movement only with the active support
and partnership of all sections of the society, including the media, the food
producers, consumers and other stakeholders.
Objective:
 Sensitize the public towards healthy eating,
 Address the twin issues of malnutrition/undernutrition and problem of
obesity in some sections of the population
 Intensifying the campaign towards a ‘Malnutrition-Free India’
 Trigger for the much needed social and behavioural change.
 Fight lifestyle diseases like hypertension, obesity and diabetes effectively
 Reach the target of Trans-fat (reduce to less than 2% in all oils, fats and
food products) Free India by 2022
 Creating awareness around mindful eating
Measures taken:
 Limit for Total Polar Compounds (TPC) at 25% in cooking oil to avoid the
harmful effects of reused cooking oil.
 Standards for five fortified staples -wheat flour, rice, oil, milk and salt to
reduce large-scale deficiencies of vitamins and minerals have been
notified, in addition to standards for health supplements, nutraceuticals,
prebiotics and probiotics products.
 To facilitate informed consumer choices Regulations on Advertising and
Claims and mandatory menu labeling has been notified.
 Labeling provisions have been made for appropriate use of sweeteners for
children and pregnant women
 Pilots/prototypes for clusterisation schemes such as Clean Street food
Hubs, Clean and Fresh Fruit and Vegetable markets and Eat Right
Campus for schools, colleges, workplaces and other campuses being
successfully tested on a pan-India basis.
 Food businesses have participated in large-scale training and capacity
building programs on ensuring food safety through the FoSTaC initiative,

under which over 1.7 lakh food safety supervisors have been trained and
certified.
 Robust material in the form of a Pink Book, Yellow Book, DART Book,
informative videos etc., are in place, and can be accessed through a video
library on FSSAI’s website,
 recently inaugurated the first ever state-of-the-art National Food
Laboratory of Delhi, NCR
 food testing laboratories is being established in the country.
The menu had a gamut of dishes made from locally available ingredients, and
local produce and combined salads, sprouts, cereals, vegetables etc., that were
cooked in minimal mustard and olive oil.
Dr Harsh Vardhan also launched the new Eat Right India logo that
represents a healthy plate, a TVC by the popular cricket icon Shri Virat Kohli on
eating right, an online Eat Right Quiz, the Eat Right Online Course for frontline
health workers, and an Eat Right India Store featuring merchandize to nudge
right eating habits.
WHO SEARO stated that The Eat Right campaign is a true example of multi-
sectoral collaborative approach that WHO has been advocating for to address
non-communicable diseases such as heart diseases, high blood pressure,
diabetes, obesity, malnutrition, etc. The campaign brings together people,
celebrities and other influencers, food industry, public health professionals, civil
society and consumer organizations. It seems to address both the demand and
the supply side – by making people aware of the what it means by eating right,
and the benefits of it for them to make right choices. On the supply side, it
promotes food businesses to reformulate their products, provide better
nutritional information to consumers and make investments in healthy food as
responsible food businesses. What India does and achieves will make a
significant impact in arresting the NCD tsunami in the region as well as globally,
she stated.
This movement is aligned with the Government’s flagship public health
programmes such as POSHAN Abhiyaan, Ayushman Bharat Yojana and Swachh
Bharat Mission to lead us to the New India, which our Prime Minister wishes to
deliver to all citizens by 2022.

Ministry of Human Resource Development, on the advice of UGC and the
Empowered Expert Committee issued Universities conveying their declaration
as Institutions of Eminence (IoE).

the State Governments have been asked to indicate their commitment towards
their contribution under the IoE scheme.

 Government Institutions to get additional funding upto 1000 Cr.
 The selected Institutions under IoE shall have complete academic and
administrative autonomy.
 The Institutions of Eminence will have complete financial autonomy to
spend the resources raised and allocated, subject to general conditions &
restrictions of the Statutes and GFR.
 Academic collaborations with foreign higher educational
institutions (in top 500) would be exempt from government approvals.
 Freedom to hire personnel from industry, etc, as faculty who are experts
in their areasbut may not have the requisite higher academic
qualifications.
 Freedom to recruit faculty from outside India (limit of 25% of its faculty
strength for public institution).
 Freedom to enter into academic collaborations with other Institutions
within the country.
 Freedom to have own transparent merit based system for admission of
students.
 Freedom to admit additionally foreign students on merit subject to a
maximum of 30% of the strength of admitted domestic students.
 Freedom to fix and charge fees from foreign students without
restriction.
 Freedom to determine the domestic student fees, subject to the condition
that no student who gets selected admission is turned away for lack of
finance. Every Institute to encourage scholarships and extension of loans
facility.
 Freedom to offer courses within a program as well as to offer degrees
in newer areas, including inter-disciplinary ones, after approval of its
Governing Council and conforming to the minimum prevailing standards.
 Freedom to have the flexibility of course structure in terms of number
of credit hours and years to take a degree, after approval of their Governing

Credit linked Capital Subsidy Scheme (CLCS) Re-Launched
AIM: resolve the problem of delayed payments to MSMEs
CLCS is a scheme that provides 15% subsidy for additional investment up
to ₹ 1 cr. for technology upgradation by MSEs. In the relaunched scheme there
is an additional 10 percent subsidy to SC-ST entrepreneurs. MoUs were also
signed by the office of DC, MSME with 11 Nodal Banks.
Other Scheme:
 Samadhan Portal so that sufficient data could be gathered about wilful
defaulters
 Ministry will soon launch a marketing portal ‘Bharat Craft’ for the
marketing of their products.
 Ministry has already notified that all companies registered with the
Companies Act, 2013 with a turnover of more than Rs. 500 crore and all
Central Public Sector Enterprises shall be required to get themselves
onboarded on the TReDS (Trade Receivables Discounting System)
platform, set up as per the notification of the Reserve Bank of India.
 The Ministry has also notified that all companies who get supplies of goods
or services from Micro and Small Enterprises and whose payments to
suppliers exceeds 45 days from the date of acceptance of the goods or
services, shall submit a half yearly return of the Ministry of Corporate
Affairs stating the amount of payments due and reason of the delay.

BBBP (Beti Bachao Beti Padhao) Scheme
Objective: The programme is to felicitate states and districts which are
performing well in improving Sex Ratio at Birth (SRB) as per Health Management
Information System (HMIS) of Ministry of Health and Family Welfare data and
excellent performance in awareness generation and outreach.
The BBBP scheme was launched on 22nd January, 2015. Now it is being
implemented in 640 districts and all these districts are covered through advocacy
and media campaign. Out of these districts, 405 are covered under Multi-
Sectoral Intervention in which 100% Centrally Sponsored Scheme grant is
provided directly to DM/DC for BBBP.
The latest reports on State/UT-wise SRB data for the period 2014-15 and
2018-19, reveal increase in SRB from 918 to 931 (+13) showing improving trends
at the national level.
Ten districts selected for improvement in SRB were also felicitated during
the programme. The ten districts are: East Kameng which has registered a sharp
improvement in SRB from 807 in 2014-15 to 1039 in 2018-19. (Arunachal
Pradesh), Mahendragarh and Bhiwani (Haryana), Udham Singh Nagar
(Uttarakhand), Namakkal (Tamil Nadu), Jalgaon (Maharashtra) Etawah (Uttar
Pradesh), Raigarh (Chhattisgarh), Rewa (Madhya Pradesh) and Jodhpur
(Rajasthan).

Strategic Economic Dialogue (SED)
The 6th India-China Strategic Economic Dialogue (SED) will be held in New
Delhi from 7-9 September 2019.

Pharmaceuticals and Policy coordination followed by technical site visits and

 eDGCA project conceptualized to completely automate the processes and
functions of DGCA and its constituent directorates as well as to provide a

 DigiSky– an online portal to regulate the entire gamut of activities relating

 Esahaj-100% of security clearances pertaining to the Ministry have been

Aviation. The portal is operational for granting clearances in respect
of 24 categories.
 DigiYatra Trial for rollout of DigiYatra initiative has been started at
Bangalore and Hyderabad airports. The initiative envisages seamless and
hassle free passenger travel using biometric technologies to improve
passenger experience, reduce queue waiting time as passengers can walk
through e-gates by using advanced security solutions. It will remove

The Criminal activities and Radicalization Conference is being organised by the
Bureau of Police research and development (BPR&D). in jails is a burning issue

Environment and Housekeeping Management Division of Railways

single use plastic with effect from 02.10.2019. Single use plastic means
usage of any plastic below 50 microns, in any manner.

Indian Institute of Skills
AIM: To provide skill training 5000 in highly specialized areas to students who
want to pursue technical education after completing Class X and Class XII,
making them employable and industry ready for the New India and the global
market. It is also an important step towards promoting apprenticeship-
embedded courses and offering higher order qualifications leading up to
certificates, diplomas and even degrees in conjunction with universities to meet
the demand of Industry 4.0, powered by technology like automation, Artificial
Intelligence and machine learning, cyber technology, energy conservation etc..
The vision behind setting up IIS was to build world-class skill training
centres in line with reputed educational institutes like Indian Institute of
Technology (IIT) and Indian Institution of Management (IIM), with first-hand
learning facilities from internationally renowned existing skill institutions.
The Union Cabinet had given its nod to set up Indian Institute of Skills (IISs) in
three locations of the country — Mumbai, Ahmedabad and Kanpur, to give wings
to the Skill India Mission. These institutes will be constructed & operated on a
PPP (Public-Private Partnership) model and in not-for-profit basis.
Tata Education Development Trust (TEDT) was selected as the private partner
for setting up IIS at NSTI campus in Mumbai through a competitive bidding
process.
LEADS Index
The LEADS Index is an effort by the Commerce and Industry Ministry to
establish the base line of performance in the logistics sector based on the

Bureau of India Standard (BIS)
“One Nation One Constitution” and “One Nation One Ration Card” there should
be “One Nation One Standard”.
Regulators and officials to review the ‘Process of Making Standards’ (set as
per global benchmarks) and also deliberate on improving the implementation
and enforcement of the set Standards. The time taken to complete the process
of Standards formation has been reduced from 24 months earlier to 18
months now. NITI Aayog informed the media that NITI Aayog is currently
working on a draft Medical Devices Bill which will help to tackle the problem of
non-standard medical devices coming into the market.
India is only the 4th country in the world to have such a standard after USA,
Germany and UK for Bullet Proof Jackets.

India has joined the Global Antimicrobial Resistance (AMR) Research and
Development (R&D) Hub.
About Global AMR R&D Hub:
The Global AMR R&D Hub was launched in May 2018 in the margins of
the 71st session of the World Health Assembly, following a call from G20 Leaders
in 2017. The Global AMR R&D Hub supports global priority setting and evidence-
based decision-making on the allocation of resources for AMR R&D through the
identification of gaps, overlaps and potential for cross-sectoral collaboration and
leveraging in AMR R&D. The operation of the Global AMR R&D Hub is supported
through a Secretariat, established in Berlin and currently financed through
grants from the German Federal Ministry of Education and Research (BMBF)
and the Federal Ministry of Health (BMG).

AMR is the ability of a microbe to resist the effects of medication that
once could successfully treat the microbe. Today, the emergence and spread of

Launched a web portal for reporting of stolen mobiles
International Mobile Equipment Identity (IMEI) is supposed to be an
unique identity of a mobile phone device. Generally, a phone with one/two slots
of SIM card is programmed with one/two IMEI number as the case may be. IMEI
number being programmable, some miscreants do reprogram the IMEI number,
which results in cloning of IMEI causing multiple phone devices with same IMEI
number. As on date, there are many cases of cloned/duplicated IMEI handsets
in the network.
If such IMEI is blocked, a large number of mobile phones will get blocked
being handsets with same IMEI causing inconvenience to many genuine
customers. Thus, there is a need to eliminate duplicate/fake IMEI mobile phones
from the network.

The 15th Finance Commission meets with the Ministry of Women and
Child Development
Among its major recommendation for the consideration of the Commission:

 The Ministry of WCD has requested the 15th Finance Commission to
include gender Budgeting in its fiscal devolution formula.
 In the Commission’s Vertical Devolution the Ministry has requested for
prioritizing gender concerns within schemes/ programmes – with a
minimum compulsory allocation of 25% to 40%.
 In its horizontal devolution the Commission has been requested to
incorporate gender criteria (Child Sex Ratio and Female Labour Force
Participation) as a criteria for horizontal devolution of funds between
States.
 The Commission has also been asked to provide for basic and performance
grants under which additional activities could be added to current
activities of Local Bodies for promoting gender equality.
The Ministry of WCD has also called for:
 Incentivizing performance: States with better performance in Women
Education/ Health Outcomes/ LFPR/ Nutritional Outcomes may be
considered for incentive grants.
 Fiscal Equalization: Gap funding for States to reach normative levels of
social sector spending.
 Enhanced Funding: up from 1% to 1.5% of the Union Budget for WCD.
 Development of CDI/ GDI based on International Practice.
 Revamped indicator for women participation in workforce.
 Increased allocation for Health and Education.
 Reservation of certain percentage of funds for Women centric development
works by local bodies.
 Increased funding for capacity building of elected women representatives.
 Women & Wataer: Jal Shakti Abhiyan / Augmentation of Water Resources.
 Mechanism for single data source for SDGs with Annual Measurements.

 31st meeting of Standing Committee of Voluntary Agencies to Optimize
the use of technology in redressal of pensioners’ grievances
 This year’s Exercise TSENTR [one of it’s four military Commands i.e Vostok
(East), Zapad (West), TSENTR (Centre) and Kavkas (South)] 2019. Apart
from host Russia, military contingents from China, India, Kazakhstan,
Kyrgyzstan, Tajikistan, Pakistan and Uzbekistan (total 9) will also take
part in this mega event. The exercise aims at evolving drills of the
participating armies and practicing them in the fight against the
scourge of international terrorism thereby ensuring military security in
the strategic central Asian region. The exercise TSENTR 2019 will
comprise two modules. The first module will include counter- terror
operations, repelling air strikes, reconnaissance operations and defensive
measures, while the second will focus on offensive operations.

Electors Verification Programme The nationwide mega million launch of Electors Verification Programme, The main aim of the programme is to improve the health of Electoral rolls and to provide better electoral services to citizens and increase the level of Communication between voters and the Commission. The voters can log on to NVSP portal (nvsp.in) or Voter Helpline App or Common Service Centres or any nearby voter facilitation centre to avail the following facilities.  Verification and corrections of the existing details  Authentication of entry by furnishing scanned/DigiLocker copy of one of the following documents:(i) Indian Passport (ii) Driving License (iii) Aadhaar Card (iv) Ration Card (v) identity card for Government/Semi Government Officials (vi) Bank Passbooks (vii) Farmer's Identity Card (viii) PAN Card (ix) Smart Card issued by RGI (x) Latest bill for water/electricity/telephone/gas connection.  Furnishing details of family members and verifying their entries too  Updating details of family members already enrolled as voters but permanently shifted or expired  Furnishing details of eligible un-enrolled family members (born on or before 01.01.2001) and prospective electors born between (02.01.2002 till 01.01.2003) who are residing with the elector.  Furnishing GIS Coordinates of House (through Mobile App) to avail better electoral Services  Feedback regarding existing Polling Stations and suggestions on lternate PS. Association of World Election Bodies (A-WEB) The Election Commission of India is scheduled to host the 4th General Assembly of Association of World Election Bodies (A-WEB) at Bengaluru on 3rd September 2019. India (founding member) will take over as A-WEB’s Chair for the 2019-21 term. Over 50 countries across the globe will join the meeting at Bengaluru from 02nd to 04th September, 2019. An International Conference on “Initiatives and Challenges of Social Media and Information Technology in Elections” will also be held on 04th September, 2019. A-WEB:

The Association of World Election Bodies (A-WEB) is the largest association of Election Management Bodies (EMBs) worldwide. A-WEB was established on October 14, 2013 in Song-do, South Korea. The permanent secretariat of A-WEB is located at Seoul. Aim: strengthening the processes of election management in member countries. A-WEB’s vision is to foster efficiency and effectiveness in conducting free, fair, transparent and participative elections worldwide. Its activities are guided by its mission to identify latest trends, challenges and developments in democratic electoral management and electoral processes and to facilitate appropriate exchange of experience and expertise among members with the objective of strengthening electoral democracy worldwide. Election Commission of India has been very closely associated with the process of formation of A-WEB since 2011-12. ECI has been its Executive Board Member since AWEB's inception in October 2013 for two consecutive terms (2013-15 and 2015-17). At the last A-WEB General Assembly held in Bucharest on 31st August, 2017, Romania took over as Chair and ECI was unanimously elected as Vice-Chair of A-WEB 2017-19. India is all set to take over as Chair now for the 2019-21 term. The current Executive Board of AWEB 2017-19 has 21 ( at present, 115 EMBs as Members) members wherein Dominican Republic as the Immediate Past Chair; 5 (at present 37) members from Africa namely Burkina Faso/Guinea/Kenya/Malawi/Tunisia; 4 (at present 31) members from Americas -Argentina/Colombia/El Salvador/Paraguay; 4 (at present 24) members from Asia - Bangladesh/Palestine/Taiwan/Uzbekistan; 3 (at present 17) members from Europe - Albania/Belarus/Croatia and Fiji as the member from Oceania are included. Initiatives and Challenges of Social Media and Information Technology in Elections: 11 countries namely Benin, Bhutan, Bosnia - Herzegovina, Cameroon, Malawi, Mauritius, Palestine, Romania, Russia, Sierra Leone and Togo would make their presentations on the subject. Election Commission of India: Election Commission of India (ECI) has successfully conducted 17 national elections and 388 state elections, thus strengthening the nation’s faith in electoral democracy.

The significant aspects of the DATS- Complex:  Tallest aerodrome control tower in India at 102 meters and one of the tallest in the world  Provisions for 33 towers and ground controllers position at level 26 and 25 of control tower.  Internet protocol based voice communication system for enhanced VHF coverage in the area of responsibility of a controller.  Advanced radar and ADS enabled automation system  Electronic flight stripes in ATC units in places of paper strips  IP based automatic message switching system with online flight plan filling facility.  Its built at a cost of about Rs 350 crorewhich includes the state of the art equipment cost 59th foundation day of NCERT Themes: research, development, training and extension. NCERT is one of the unique educational and research institutes in the world. It develops curriculum, syllabus and teaching-learning materials for school students and teachers in the country. He said that Indian Education System includes 26 crore students, 90 lakh teachers and 15 lakh schools which makes it very huge and NCERT has been addressing the needs of this huge system with its innovative curricular material and teacher education courses. Terracotta Grinder Khadi and Village Industries Commission (KVIC) launched a first ever ‘Terracotta Grinder’ at Sewapuri in Varanasi. This machine will grind the wasted and broken pottery items for re-using in pottery-making. Earlier the wasted pottery items were grinded in normal khal- musal (mortar and pestle) and its fine powder was mixed with the normal clay. Mixing this powder in stipulated ratio to normal clay makes the resulting pottery items stronger. This Terracotta grinder will make grinding of wasted pottery items Silent Feature:  Faster than the traditional mortar and pestle.  Lessen the cost of production, and will also help  Solving the problem of shortage of clays.  Save the cost (He said the cost of one tractor trolley of clay is Rs 2,600 in the Varanasi area. By mixing 20 percent of this wasted terracotta powder, the potter will make a saving of at least Rs 520.)  Create more job opportunities in the villages. KVIC, as part of its commitment to Swachh Bharat Abhiyaan, had also started manufacturing of plastic-mixed handmade paper at Kumarappa National Handmade Paper Institute (KNHPI), a KVIC unit in Jaipur under its project REPLAN (REducing PLAstic in Nature). The criterion adopted was to select those teachers who had shown innovation in their work and had added value to the school and to their students. This ensured that all of them were given an opportunity to place before the jury their contribution and the work done by them. The basic premise now is that the new scheme should be transparent, fair, and reward demonstrated excellence and performance and has been inspired by recent innovations in major national awards. The award carries a Silver Medal, Certificate and Rs. 50,000/- as award money. The features of the new scheme are as under:  Online self-nominations from teachers were invited on mhrd.gov.in. The Webportal was developed by the Administrative Staff College of India (ASCI) and the entire software ran smoothly.  Applications were received online from teachers from all over the country.  All regular teachers were eligible and no minimum years of service was required. This enabled meritorious young teachers to apply.  The number of awards was rationalized to maximum of 47, thereby restoring the prestige of the awards.  No State, UT or Organization had a quota in the final selection. This encouraged them to compete for the awards.  An independent Jury at the National level made the final selection. The Jury reviewed the list of candidates forwarded by all States, UTs and Organisations. Each nominee made a presentation before the Jury, which made a final assessment and recommended 46 names for the Teachers Awards this year.

The vision behind setting up IIS was to build world-class skill training centres in line with reputed educational institutes like Indian Institute of Technology (IIT) and Indian Institution of Management (IIM), with first-hand learning facilities from internationally renowned existing skill institutions. The Union Cabinet had given its nod to set up Indian Institute of Skills (IISs) in three locations of the country — Mumbai, Ahmedabad and Kanpur, to give wings to the Skill India Mission. IMEI number being programmable, some miscreants do reprogram the IMEI number, which results in cloning of IMEI causing multiple phone devices with same IMEI number. As on date, there are many cases of cloned/duplicated IMEI handsets in the network. If such IMEI is blocked, a large number of mobile phones will get blocked being handsets with same IMEI causing inconvenience to many genuine customers.
