  1. 1.                          A  tool  for  coopera,on:  ILL-‐SBN  a  na,onal  integrated    service  for   interlibrary  loan  and  document  delivery   Antonella  Cossu          ICCU              a.cossu@iccu.sbn.it   Le  prêt  entre  bibliothèques  :  entre  ra,onalisa,on  et  nouveaux  défis  6es  Journées   professionnelles  du  CTLes      (17  -‐18  juin  2015)
  2. 2.   Hell  is  a  place  where  nothing  connects  with  nothing.   (T.S.  Eliot)
  3. 3. The  situa,on  in  Italy   I In  Italy,  there  are  currently    13,457  state,    local    authority,    university  and  private   ins,tu,onal  libraries.
  4. 4. The  situa,on  in  Italy   There  are  about  6,000    local  authority  public  libraries  and  about  2,000   university  libraries.
  5. 5.   The  situa,on  in  Italy       •  Due  to  its  historical  background,  Italy’s  book  heritage  is  distributed   throughout  the  country  and  the  library  landscape  varies  greatly.         •  There  is  no  na,onal  centre  for  interlibrary  loan  and  document  delivery   •  Standard  communica,on  and  interoperability  among  different  systems  are   indispensable  tools  for  the  management  of  interlibrary  services.
  6. 6. The  Na,onal  Library  Service  -‐  SBN       The  Na,onal  Library  Service    (Servizio  Bibliotecario  Nazionale  –  SBN)  is  the   network  of  Italian  libraries  promoted  by  MiBACT,  the  Regions  and     universi,es  to  overcome  the  fragmenta,on  of  Italian  library  resources  with   the  aim  of:     -‐  sharing  bibliographic  informa,on  in  a  na,onal  collec,ve  catalogue   -‐  managing  related  services       Currently,  the  SBN  network  includes  5615  libraries  of  all  ins,tu,onal  types   performing  ac,vi,es  in  various  fields  of  study.
  7. 7. The  Na,onal  Library  Service  -‐  SBN     SBN  partner  libraries  catalogue  their  documents  at  the  local  level  and  share   bibliographic  informa,on  in  the  na,onal  Index  in  real  ,me  using  a  shared   cataloguing  system.         The  bibliographic  informa,on  is  made  available  to  users  in  both  the  local   OPAC  and  OPAC  SBN  at  the  na,onal  level.       OPAC  SBN  is  the    union  catalogue  of  the  na,onal  network  and  it  is    the   primary  service  access  for  Italian  and  foreign  users,  who  can  easily  locate   documents  in  the  libraries  belonging  to  the  network,  but  who  find  it  difficult   to  make  ILL  service  requests.
  8. 8. OPAC  SBN:    13,624,177  bibliographic  descrip,ons    and    73,704,256   localiza,ons
  9. 9. Interlibrary  loan  and  document  delivery  services   in  Italy   ¨  In  Italy  there  are  efficient  library  systems  that  manage  ILL  services  locally  ,   but  which  have  difficulty  communica,ng  with  each  other  because  they   use  different  socwares.       ¨  The  services  have    been  developed  and  organized  at  the  provincial,   regional  or  university  level  and  are  only  accessible  to  local  users   accredited  with  a  user  id  and  password.       ¨  Libraries  ocen  have  to  use  several  ways  of  managing  ILL    requests,            duplica,ng    their  work    (e-‐  mail,  web  form,  different  procedures).
  10. 10. A  user  can  locate  a  document  in  the  OPAC  SBN,  but  can  only  request  a  loan  if  registered   at  a  library  belonging  to  a  local  system  (in  this  example  the  Politecnico  University  library   system  in  Milan).
  11. 11. ILL-‐SBN:    objec, ves     ¨  Overcome  the  barriers  between  different  applica, ons  by  adop,ng  a   standard  common  language  and  shared  data.   ¨  Expand  the  pool  of  partner  libraries  and  ,  consequently,  the  services   offered  to  library  users.   ¨  Achieve  an  integrated  na,onal  ILL  service  that  can  act  as  a  point  of   reference  at  the  interna, onal  level.
  12. 12. What  is  ILL-‐SBN?   ¨  It  is  a  web  service  that  is  freely   accessible  on  the  Internet  at  no  cost.       ¨  It  enables  the  communica,on  of  ILL   transac, ons.       ¨   It  is  available  to  all  interested  libraries:   single  libraries,  system  hubs,  centralized   loan  services,  Italian  and  foreign   libraries.           550 Italian libraries currently belong to the ILL-SBN service.
  13. 13. How  does  ILL-‐SBN  work?     ¨  An  ILL  request  includes:  the  ,tle  of  the  book  or  document,  the  iden, fier     of  the  library  where  it  is  located  and  the  messages  exchanged  between   libraries  to  manage  requests  (document  delivered,  received,  and   returned).       ¨  ILL-‐SBN  is  a  tool  that  allows  for  this  informa,on  to  be  shared  through   integra,on  with  catalogues,  the  use  of  unique  iden, fiers    for  libraries  and   ISO-‐ILL  10160-‐10161  compliant  message  transmission.     ¨  Partner  libraries  are  iden, fied  with  an  ISIL  standard identifier assigned in Italy  by  ICCU  as  ISIL  na,onal  agency.
  14. 14. The  ILL-‐SBN  request  process Partner  libraries  can  track  the  en,re  request  process
  15. 15.                                The  ILL-‐SBN  request  process   Partner  libraries  can  track  the  en,re  request  process
  16. 16. A  registered  user  of  an  ILL-‐SBN  library    can  locate    a  document  in  the  OPAC  SBN  and   send  an  ILL  request  to  all  ILL-‐SBN  libraries.
  17. 17. A  registered  user  of  an  ILL-‐SBN  library    can  locate    a  document  in  Italian    and   foreign    Z39.50  catalogues    and  send  an  ILL  request    to  partner  libraries.
  18. 18.    ILL-‐SBN  –  Interoperability  with  other  ISO-‐ILL   applica, ons   ILL  SBN  manages  ILL  requests  directly  via  a  web  interface,  but  is  also  an  open   system  capable  of  dealing  with  requests  from  other  applica, ons  and  can  act   as  a  bridge  to  coordinate  ILL  systems  developed  in  different  contexts:     -‐   sending  and  receiving  requests  ;       -‐  communica,ng  changes  in  the  status  of  requests  using  a  standard   procedure.
  19. 19. ILL-‐SBN  –  Interoperability  with  other  ISO-‐ILL   applica, ons   •  ILL-‐SBN  sends,  receives  and  manages  interlibrary  loans  and  document   delivery  in  real  ,me  using  the  most  commonly  used  library  applica, ons  in   Italy.         •  The  service  is  ac,ve  with  Sebina  OpenLibrary    and  Aleph500  libraries;   efforts  are  underway  to  integrate  with  the  Sbn  Web  (MiBACT)   applica,on.   •  The  integrated  libraries  manage  their  requests  with  the  ILL-‐SBN    libraries   using  the  interface  of  their  own  applica, ons.
  20. 20. ILL-‐SBN  –  Interoperability  with  other  ISO-‐ILL     applica, ons   •  Foreign  libraries  that  use  the  Aleph500  and    Sebina    OpenLibrary  systems   can  also  communicate  with  ILL-‐SBN    using  their  applica, ons  and   interopera,ng  in  real  ,me  using    ISO-‐ILL  standards.     •  Foreign  integrated  libraries  can  localize  documents  in  the  SBN  catalogue   and    poten, ally  manage  requests  among  all  the  ILL-‐SBN  libraries.
  21. 21. ILL-‐SBN  –  Interoperability  with  other  ISO-‐ILL   applica, ons   •  ICCU  has  signed  a  protocol  of  intent  with    Italian  Ex  Libris  Product  Users   Group  –  ITALE    to  work  towards  coopera,on  in  ILL  services.  An   amachment  to  the  protocol  sets  out  the  technical  specifica, ons  for   interoperability  between  the  two  systems.     •  Interoperability  with  the  new  ExLibris  ALMA  product  has  been  studied   and  guaranteed  and  tests  are  underway  for  the  implementa,on  of  the   dialogue  protocol.   •  The  technical  specifica, ons  for  dialogue  between  the  ILL-‐SBN  and  the     Sebina  OpenLibrary  libraries  have  been  defined.     •  ICCU  has  signed  a  protocol  of  intent  with  Abes  which  provides  for   coopera,on  in  interlibrary  loan  and  document  delivery  services  and  the   development  of  interoperability  between  the  respec,ve  SBN  and  SUDOC   systems.
  22. 22. ILL-‐SBN  –  What  it  has  done   •  act  as  a  bridge  in  the  management  of  Italian  and  foreign  library  services   using  different  applica, ons  and  protocols.   •  provide  users  ,  star,ng  with  the  SBN  catalogue,  with  a  single  point  of   reference  for  library  services.   •  simplify  and  speed  up  the  work  of  libraries  by  reducing  the  ways  of   managing  requests.     •  increase    the  availability  of  rare  and  hard-‐to-‐find  documents  by  increasing   the  number  of  partner  libraries.   •  allow  each  ILL-‐SBN  library  to  give  its  users  access  to  informa,on  and   services  at  a  na,onal  level.
  23. 23. ILL-‐SBN  –  What  can  be  done     Faced  with  the  trend  to  reduce  the  expansion  of  local  collec, ons,  users  are   increasingly  adop,ng  the  network  as  a  single  giant  library  and  need:   •  to  get  guidance  to  access  quality  content  and  integrated    services.   •  to  easily  obtain  documents    in  the  various  forms  in  which  they  can  be   made  available,  from  the  original  document,  to  photocopies,  to  tablets.
  24. 24. ILL-‐SBN  –  What  can  be  done              Increase  coopera,on  among  various  na,onal  en,,es  which  are  s,ll  not   part  of  the  project  for  integrated  services,  in  par, cular:   -‐  the  NILDE      (Network  Inter  Library  Document  Exchange)    system  of   document  delivery,  focused  on  delivering  documents  in  digital  form  and   linked  to  the  Na,onal  Periodical  Publica, ons  catalogue  ACNP.   -‐  digital  loan  planorms:  Media  Library  Online  (MLOL)  and  Indaco  Network.   The  interac,on  process  with  these  en,,es  has  not  yet  been  defined,  but   interoperability  is  technically  possible.
  25. 25. ILL-‐SBN  –  What  can  be  done     In  a  context  which  is  largely  decentralized,  interoperability  is  not  only  a   prerequisite  for  a  na,onal  policy  which  aims  to  expand  public  access  to  local     and  private  en,,es,  but  also  an  incen,ve  to  work  together  with  partners  to   find  solu, ons  to  the  administra,ve  and  organiza, ons  aspects  of   coopera,on.       Key  issues  (copyrights,  fees,  coopera,on  agreements  with  other  systems)  are   being  discussed  in  Na,onal  Library  Service  inter-‐ins,tu,onal  work  groups   (MiBACT,  Universi,es,  Regions).
  26. 26. ILL-‐SBN  –  What  can  be  done     Through  communica,on  and  coopera,on,  the  ILL-‐SBN    service  aims  to   implement    the  na,onal  resource  sharing  system  which  the  IFLA  has  termed   a  fundamental  infrastructure  for  the  sharing  of  resources  at  an  interna, onal   level:    Each  country  should  aim  to  develop  an  efficient  naBonal  resource  sharing   system,  since  naBonal  resource  sharing  systems  are  the  essenBal  infrastructure  of   internaBonal  resource  sharing  1).     With  this  objec,ve,  it  offers  various  levels  of  collabora,on  and  integra,on   and  makes  available  to  those  wishing  to  integrate,  the  technical  informa,on       on  socware.     1)  IFLA  -‐  InternaBonal  Resource  Sharing  and  Document  Delivery:  Principles  and  Guidelines  for  procedure
