  2. 2. Make Consulation Participative and Understandable • the strengthening and adoption of appropriate methods of consultation with affected groups • the reorganization of information systems to use relevant language and communication systems

Localise and Mainstream Gender • localize and to achieve the participation of ethnic groups and women affected by hydropower development in the management and regulation of compensation and resettlement • the participation of affected ethnic minority groups in the planning and management of livelihoods restoration; • The creation or strengthening of institutional structures for the sustainable management of measures for the well being of women of impacted and relocated communities;

Strengthen Capacities, Devolve and Integrate with Provincial and Local Services • capacity development for managers and specialists of safeguard regulatory agencies and for devolution of responsibilities and competences to the provincial agencies • The inclusion of planning, financing and implementation of resettlement and livelihoods in programs integrated with provincial development planning and administration

In addition to the tools which we presented, what are useful tools and techniques that have been used in your country to encourage greater common understanding of policies. B. Outside of supporting common understanding, what practical approaches have been used successfully in your country to close the policy-implementation gap. C. What means or approaches have you used to measure strengthening of policy understanding and implementation. D. By what systems and approaches have you moved towards sustainability in supporting policy understanding among all stakeholders (including affected populations).
