M&E that fosters innovation<br />M&E in support of adaptive management<br />Goal posts shift, opportunities emerge, things change in unexpected and non-linear ways.  Projects, BDCs and the Program must be able to be aware of their changing environment, learn and adapt.<br />iM&E<br />Provides structure to identify and learn about opportunity and threat (reflection on outcome pathways)<br />Makes opportunity and process ‘legible’ so changes can be justified and funded<br />

Baseline Plan<br />CPWF projects are expected to establish pre-existing levels of knowledge, attitudes, skills and pre-existing practices (levels of adoption) so that project contribution to any improvement can be evaluated at a later date. <br />Do a baseline outline for each Outcome Pathway<br />Seize as many opportunities as you can to collect baseline information<br />Establish baselines for two of the most important outcome pathways in the OLM<br />food · water · environment · livelihoods<br />
