  2. 2. “The causes of deforestation and forest degradation are actually only symptoms, while the underlying cause is poor forest governance.” <br />“Las causas de la deforestación y la degradación son en realidad sólo síntomas, mientras la causa de fondo es la gobernanza forestal deficiente.”<br />

Secure tenure and access to forest resources:concerns the broad spectrum of ownership, access, use and management rights to forests which shape the relationships between people and forests by defining who can use what resources, for how long and under what conditions<br />La tenencia y el acceso a los recursos forestales: concierne el espectro amplio de tenencia, acceso, uso y derechos de manejo de bosques, lo cual define las relaciones entre gente y bosques, así definiendo quien puede utilizar cuales recursos, por cuanto tiempo y bajo cuales condiciones<br />

Clear legal and policy framework: clear allocation of roles, responsibilities and resour-ces; process of involving all relevant stakeholders <br />Capacity building at all levels particularly to enable community groups to parti-cipate in decision making and forest management<br />Marco legal y político claro definición clara de roles, responsabilidades y recursos; proceso de involucrar todos los actores relevantes<br />Desarrollo de capacidades a todos los niveles particularmente para que grupos comunales puedan participar en la toma de decisiones y manejo forestal<br />

Opportunities: e.g. increased local community control and empowerment, increasing economic vitality<br />Amenazas y oportunidades en fases de transición: Amenazas: p.ej. La captura de un recurso común por los élites o la tala ilegal. Oportunidades: p. ej. Creciente control comunal y empoderamiento, creciente vitalidad económica<br />

If not secured and supported locally, and without increased resource flows to rural areas, REDD will not work and will be undermined and overthrown<br />Sin consolidación local, y sin un aumento en el flujo de recursos hacia las áreas rurales, REDD no funcionará, será bloqueado y derrotado<br />
  10. 10. “A continued reputation of poor governance and corruption inhibits carbon sequestration finance and investment from flowing to countries that could otherwise benefit from these flows.“<br />„Una reputación y trayectoria de gobernanza deficiente y corrupción inhibe el financiamiento e inversión en el secuestro del carbono a los paises que podrían beneficiar de estos flujos.“<br />
