CONCEPT NOTE
Parallel Session 3: “Management and Governance of Dynamic Forest and
Agriculture Landscapes”
Rationale Throughout much of Southeast Asia, large patches of forests are found in areas
where shifting cultivation is practiced and where shifting cultivators -- frequently
disadvantaged minority peoples -- have traditional rights to land and resources.
However misconceptions about shifting cultivation are common, mainly
attributed to lack of appreciation by governments and non-governmental
institutions for the value ecosystem service flows (particularly carbon) in these
dynamic mosaic landscapes over the longer-term.
Misconceptions partly stem from a lack of consultation with local communities
about their forest and land management practices, and an under-appreciation
of their dynamic social networks used to obtain, manage and exchange
resources. In addition, these mosaics of forest and agriculture plots are often
difficult to govern with static policy processes.
This session discusses the governance and management systems in the shifting
cultivation landscapes of Southeast Asia, and examines how these land use
systems can be a part of broader sustainable development goals.
Objectives To provide information on the governance, forest management and livelihood
systems in the shifting cultivation landscapes of Southeast Asia, and looks to
provide recommendations for how these land use systems can contribute
towards sustainable land management, and development.
