  4. 4. NAMA • Under development – Renewable Energy – Waste Management – Transport • Main concern is the Economic Reasons
  5. 5. Main Focus Sectors • Energy demand x 2 in 15 yrs - for Electricity and transport in BAU • Current supply plans to bridge the gap with coal and fossil fuels • SL with zero fossil fuels and not economically viable (Forex gap) • Potential for RE is very high • LCD pathway is drafted in SL
  6. 6. LCD Policy Goal of Sri Lanka By 2035 - 40% Demand reduction from BAU and the balance 60% to be replaced by RE
  7. 7. Policy Objectives 1. To manage the business as usual un-curtailed demand growth, and thereby reducing demand by 40% (avoidance, efficiency, lifestyle changes) without compromising the comfort of the general public. 2. To increase the supply of renewable energy to fully meet the demand thus reduced. 3. To establish an enabling environment for sustainable lifestyles. 4. To establish an integrated coordinating/functional mechanism for achieving the above objectives.

Subsidies to all forms of fossil fuels to be diverted to energy efficiency and renewable energy technologies by 2016 2. 30% modal shift of transport from private to public will be realized by 2020 by strengthening the public transport sector. 3. Provide long-term concessionary lending for renewable energy technologies & energy efficiency technologies 4. Create an enabling environment for the general public to use energy efficiently and to tap sustainable energy resources in their surroundings.

Sectorial Strategies • Transport – Regulating and strengthening public transport system – Town and country planning for transport demand reduction – Providing facilities for Non-Motorised Transport – Electrification of railways – Infrastructure for electric vehicles use – Development of the bio-fuels industry

Industrial and commercial - Thermal – Recognize biomass as the most promising short and medium term alterative to fossil oil for industrial thermal requirement – Zoning of Industrial estates considering biomass availability for combined cooling, heating, and power (CCHP): Tri-generation – Modernizing the biomass applications of industry for improved efficiency Phasing out energy intensive industries if those industries are based on imported raw materials – Wider use of modern Solar drying technologies for reducing post-harvest losses – Mainstreaming wind driven water pumps use for agriculture
  11. 11. Sectorial Strategies cont. Domestic Thermal – Conduct R&D and introduce a convenient alternative to LPG for domestic cooking – Encourage enjoying having fresh food for a better life – Promote solar water heating

Electricity - Demand Management – Regulatory framework established for energy efficiency with Building energy code, Appliance standards, Benchmarking, Mandatory improvement regime and Mandatory periodic energy audits for designated consumers – Duty/rebates for energy efficiency technologies – Techniques for managing micro-climate for using less energy – Mechanism to enhance the capability of the Electricity Service Companies (ESCO)

Electricity Supply – Establish a one-stop-shop for getting approvals for the renewable energy power plants – Establish Pumped Water Storage Power Plants for providing firm energy from non-dispatchable renewable energy sources – Establish a fully equipped sub-dispatch centre for renewable energy supply with real time data from renewable energy power plant

Electricity Supply – Establish a biomass collection and supply mechanism and combine social forestry programs with energy plantations – Transmission network enhancement for optimally evacuating renewable energy technologies – Mechanisms for Feed-In-Tariff and Net-metering – Provide renewable energy technologies for all off-grid communities
