Webinar: Planning, design, implementation and operation of the Yichang BRT corridor and related BRT corridor improvements

  1. 1. Planning, design, implementationand operationof the Yichang BRT corridorand relatedBRT corridor improvements Karl Fjellstrom, RegionalDirector East & Southeast Asia, ITDP 24 September 2015
  2. 2. Yichang • Central China, site of Three Gorges Dam, second largest city in Hubei Province, after Wuhan • Population around 4 million (1.5m urban area) • ADB loan funded • International bid won by ITDP China in 2012 for planning & design • Opened 15 July 2015
  3. 3. ITDP in East & Southeast Asia • ITDP’s Chinaoffice has had success in the Asian region in preparing conceptualdesigns for ‘urban developmentdemonstrationcorridors’ which then inspire cities to take action. Regionalcities where ITDP-China has carried out BRT corridor conceptualdesigns include: 1. Guangzhou ,China (implemented & operational, http://www.worldbrt.net/en/cities/guangzhou.aspx) 2. Lanzhou, China (implemented and operational, http://www.worldbrt.net/en/cities/lanzhou.aspx) 3. Yichang, China (opened 15 July 2015, http://itdp-china.org/en/program/brt) 4. Vientiane,Laos PDR (approvedin March 2015 by ADB Board and now the subject of an approximately$100 millionfinancing package (see http://itdp- china.org/en/feature/vtbrtmar15, and the ADB Press Release at http://www.adb.org/news/adb-help-lao-pdr-s-vientiane-set-sustainable-transport- system-0?utm_source=news&utm_medium=email&utm_campaign=alerts) 5. Ulaanbaatar,Mongolia(study completed 2011; BRT approved by government in 2015). 6. Manila,Philippines(BRT preliminarydesign for EDSA, Makati, other corridors, in 2015). 7. Kuala Lumpur, Malaysia (completed 2012, awaitingfinancing approvalby government). 8. Johor Bahru, Malaysia(completed2013 and not yet approved for implementation). 9. Wuhan, Tianjin,Jiuquan (not yet implemented).
  4. 4. Brief overview of process applied by ITDP China in several cities • Conceptual / preliminary design (6-9 months, ~$300,000- 600,000) • Surveys & data collection • Corridor selection • Modelling and operations • Roads, intersections, traffic impact analysis • Stations – locations, dimensions, configuration, operation, architecture • Costings; Modal integration • Consultation & outreach • Engineering design (6-9 months, ~3% of infrastructure cost) • Surveys & data collection • Pipes and utilities • Bidding, design modifications, final costings, etc. • Construction (12-24 months, including testing/trials) • Contracting • Construction of system components • Traffic managementduring construction • ITS elements, including control center • Depot facilities (if needed) • Parallel with construction • Bidding procedures • Final operational design • Institutional set-up • Contracting for operations • Bus procurement • Communications & outreach • Operation
  5. 5. Yichang timeline • April 2012: Yichang Mayor, Party Secretary and senior officials visit the Guangzhou BRT • June-December 2012: ITDP- China BRT conceptualdesign study carried out as ADB PPTA • 2013 - engineering design • 25 February 2014 – commencementof construction • 15 July 2015 – commencement of operation (13km, 22 stations phase 1) • October 2015 – commencement of operation (7km, 11 stns) • March 2016 – commencement of operation (3km, 4 stations)

  14. 14. Model Calibration Data collection included: • Bus speed survey on 58 routes • Frequency/occupancy survey at 22 locations (bidirectional) • Transfer survey at 5 locations: - Yemingzhu, Pinghu, CBD Shangwuzhongxin, Beishanpo, Yilingguangchang The boarding/alighting survey is transformed to a stop to stop matrix, using a fratar distribution model. The stop to stop matrix is then transformed to OD matrix according to transfer survey data. The OD matrix is then adjusted on the network according to occupancy survey.
  15. 15. Model Calibration New data were collected in 2014: • Boarding/Alighting survey on 48 routes involving the corridor (on a total of 72 routes) • Bus speed survey on 58 routes in Jan 2014. • Frequency/occupancy survey at 47 locations (bidirectional) The total boards at AM in 2012 (29 routes) The total boards at AM in 20124 (29 routes) % 45713 54889 20% increase

Yichangreformson-streetparking along BRTcorridor. 500 setback parking spaces eliminated as part of corridor improvement plan Yichang has in recent months implemented a major on-street parking reform program focused along the BRT corridor in Dongshan Avenue. Roughly half of the 1,000 off-street parking spaces along the BRT corridor have been removed (see photos below), and the remaining setback parking is now better managed to eliminate or minimize encroachment on pedestrian and bicycle facilities. (Setback parking defined as parking in the area between the edge of the walkway and the building frontage. It does not include parking on the walkway, which is illegal.)
