On a 2013 title search performed before I lost my home as a direct result of the unethical and
illegal events that transpired in relation to its construction, it was noted that I was the “assessed
owner” of the property (located at 108 Mews Drive, Sellersville, PA; tax parcel 39-008-366-108).
However, as I have just recently discovered, my foreclosure was tied to 39-008-366-0108, not 39-
008-366-108. The property's purchase and financing were seemingly tied to this “...0108”
number as well (listed cryptically in county records as 39008366-108 and 39-008-366--108
respectively). This 39-008-366-0108 number, to which my “deed,” mortgage, and foreclosure
were attached, does not come up as a valid number when searching all county databases. This
appears to be applicable to other units within the Mews at Wyckford Commons subdivision in
Sellersville as well. Per related “condominium” documents, there is a distinction between
“dwelling unit” and “unit” in the Mews. Those who purchase/sell a “unit” have no ownership
interest in the physical home lived in (“dwelling unit”), which I assume is tied to the 39-008-366-
108 number variation. Ownership in the aforesaid subdivision is applicable solely to the “unit,”
which I assume is tied to the 39-008-366-0108 number variation. I will know whether or not this
assessment is acknowledged based on the response the county provides to previous items within
this document. Either way, I would also like to obtain the following information:
• All documentation that supports the legality of the county assigning tax parcel numbers
(used in conjunction with the creation of deeds and mortgages) that do not appear on any
county tax parcel maps or within any searchable county databases accessible by the
general public.
• The physical buildings that comprise the dwelling units in the aforesaid subdivision,
along with the common elements and the ground that was built on, are owned by a
corporation whose true identity and corresponding parent company, shareholders,
subsidiaries, etc. remain unknown. The “dwelling units” are therefore under undisclosed
co-operative ownership. It is illegal to sell co-operative dwelling units as deeded
“condominiums.” Purchasers think they are buying the dwelling unit, but this is not the
case. As stated, deeds recorded with the Bucks County Recorder of Deeds are for the
“unit,” not the “dwelling unit.” Even worse, various title-related issues and deed
restrictions do not allow for the “units” (whatever they may be) to be located anywhere
on the property in question. With this, I would like to obtain all documentation that
shows the specific physical location of the 39-008-366-0108 “unit” on a tax parcel map
and corresponding aerial image. If no documentation exists, I will follow up in person
with the Bucks County Tax Assessment Office outside the parameters of this request and
I will not leave until I am shown exactly where and what said number is tied to.
• All documentation that supports the legality of the county assigning a tax parcel number
to an unspecified “unit” entity whose specific location is unknown to the person
purchasing said unit, using spaces and/or punctuation in lieu of zeroes to deceptively
camouflage the fact that another separate number is assigned to a property which said
person believes he/she owns but in reality has no ownership interest in at all.
• All documentation that defines individually, or outlines the distinction between, the
below variations of the numbering of condominium units in properties located in Bucks
County, Pennsylvania. Specific information is being requested that outlines the meaning
of the “#” when used in relation to the numbering of a unit:

• All documentation that supports the legality of these kinds of deceptive practices
pertaining to alleged condominium-related real estate transactions which have been
occurring in Bucks County, Pennsylvania for several decades.
• All documentation that relates to the recent foreclosure of Unit 808 in the Mews at
Wyckford Commons subdivision being tied to tax parcel 39-008-366 (the parent parcel of
said subdivision) instead of the “unit”-related 39-008-366-0808 parcel.
• Recently, the “Subdivision Parent Parcel” information for all 132 units in the Mews at
Wyckford Commons was changed in the Bucks County Tax Assessment online database
to “39-008-366.” Prior to this change, 64 units had a parent parcel designation of
“39008366,” 44 units had a parent parcel designation of “39008366-UNIT#,” and 24
units had no parent tax parcel designations at all. With this, I am requesting all
documentation, codes, ordinances, and internal/external communications--both written
and electronic--pertaining to the aforesaid changes that were made and all directives and
explanations relevant thereto.
• On 7/30/14, the federal government issued a formal covenant relating to substantial
environmental contamination in Sellersville, PA for which remediation is not possible
and surrounding human habitation is not permitted. The area to which said covenant
applies is described in Bucks County Recorder of Deeds Instrument #20140339874 as
being numerous lots on a 1920s plan of “Sellersville Estates” that were “recorded in Plan
Book 242, Page 49A.” Plan Book 242, Page 49A is the plan of subdivision for Wyckford
Commons. I have yet to receive any response to numerous requests from various entities
as to how the locations in Sellersville Estates map over to Wyckford Commons. I am
requesting that the Bucks County Tax Assessment Office provide this information. If
this falls outside the scope of RTKL parameters, I will address with said office in person
and I will not leave until I get clarification on this matter.
• All Bucks County maps, codes, ordinances, or any other documentation that depicts,
defines, or relates to in any way whatsoever the “Part of” or “Formerly part of”
designations assigned to Sellersville Borough tax parcel numbers from the initiation of
the county's tax mapping system through present. Said designations are referenced in
Bucks County Recorder of Deeds Instrument #2013042599 and are related to numerous
unrecorded municipal realignments that occurred in Sellersville due to its undisclosed
uranium enrichment and radium production-related industries. This information was
requested from Sellersville Borough in 2014 but was deemed denied in response.
• The Bucks County Industrial Development Authority purchased the contaminated
property relating to the aforementioned environmental covenant when it was issued. Said
transaction is recorded in the Bucks County Recorder of Deeds Office as Instrument
#2014040870 and includes property (as depicted on both the survey completed for the
sale and within the legal description on the deed itself) whose eastern-most side abuts the
western-most side of the 39-009 tax parcel map. The tax parcel number of the adjoining
tract is noted in the legal description as 39-009-366. This number appears nowhere in
Bucks County Tax Assessment records or online databases. 39-008-366 is the parcel
upon which the Mews at Wyckford Commons' physical dwelling units were constructed
and is located at the eastern-most side of the 39-008 tax map abutting the western-most
side of the 39-009 tax map. The use of the 39-009-366 number, coupled with the deed
consolidations that took place for the AMETEK property, positions the tracts according
to their correct legal alignments and enabled the sale to include the ground said
subdivision was constructed upon without having to memorialize in print the fact that the

environmental contamination pertains to land upon which homes were illegally built and
unethically sold. To date, no answers have been provided by numerous entities as to why
an invalid tax parcel number was used in this conveyance or where said parcel is located.
With this, I am requesting all documentation from Bucks County that supports the
validity of the 39-009-366 number. I am also requesting all documentation that
designates the location of said number on the 39-009 tax map and its corresponding
location on an aerial image of the same. Be advised, again, that if this request is denied
for any reason, I will address this issue in person with the Bucks County Tax Assessment
Office and I will not leave until I receive clarification on this issue.
• There is a notation in the “Clerical Notes” section of a 39008366 tax parcel screen
printout that was provided to me by Bucks County as part of a RTKL request in 2013
which states: “4/9/90 REC'D LETTER FROM SWERDLOFF, HARVEY RE:
COMMON AREA MEWS AT WYCKFORD.” I'm certain that this letter (written by the
developer of Wyckford Commons) pertains to many of the issues that are noted in the
above items. I submitted a supplemental RTKL request for a copy of said letter after the
initial request was made in 2012, but the county declined its provision, advising that it
was “no longer on file.” I am requesting that the county ensure said letter is in fact “no
longer on file.” If it happens to turn up, I would like to obtain a copy of it.

On a 2013 title search performed before I lost my home as a direct result of the unethical and illegal events that transpired in relation to its construction, it was noted that I was the “assessed owner” of the property (located at 108 Mews Drive, Sellersville, PA; tax parcel 39-008-366-108). However, as I have just recently discovered, my foreclosure was tied to 39-008-366-0108, not 39- 008-366-108. The property's purchase and financing were seemingly tied to this “...0108” number as well (listed cryptically in county records as 39008366-108 and 39-008-366--108 respectively). This 39-008-366-0108 number, to which my “deed,” mortgage, and foreclosure were attached, does not come up as a valid number when searching all county databases. This appears to be applicable to other units within the Mews at Wyckford Commons subdivision in Sellersville as well. Per related “condominium” documents, there is a distinction between “dwelling unit” and “unit” in the Mews. Those who purchase/sell a “unit” have no ownership interest in the physical home lived in (“dwelling unit”), which I assume is tied to the 39-008-366- 108 number variation. Ownership in the aforesaid subdivision is applicable solely to the “unit,” which I assume is tied to the 39-008-366-0108 number variation. I will know whether or not this assessment is acknowledged based on the response the county provides to previous items within this document. Either way, I would also like to obtain the following information: • All documentation that supports the legality of the county assigning tax parcel numbers (used in conjunction with the creation of deeds and mortgages) that do not appear on any county tax parcel maps or within any searchable county databases accessible by the general public. • The physical buildings that comprise the dwelling units in the aforesaid subdivision, along with the common elements and the ground that was built on, are owned by a corporation whose true identity and corresponding parent company, shareholders, subsidiaries, etc. remain unknown. The “dwelling units” are therefore under undisclosed co-operative ownership. It is illegal to sell co-operative dwelling units as deeded “condominiums.” Purchasers think they are buying the dwelling unit, but this is not the case. As stated, deeds recorded with the Bucks County Recorder of Deeds are for the “unit,” not the “dwelling unit.” Even worse, various title-related issues and deed restrictions do not allow for the “units” (whatever they may be) to be located anywhere on the property in question. With this, I would like to obtain all documentation that shows the specific physical location of the 39-008-366-0108 “unit” on a tax parcel map and corresponding aerial image. If no documentation exists, I will follow up in person with the Bucks County Tax Assessment Office outside the parameters of this request and I will not leave until I am shown exactly where and what said number is tied to. • All documentation that supports the legality of the county assigning a tax parcel number to an unspecified “unit” entity whose specific location is unknown to the person purchasing said unit, using spaces and/or punctuation in lieu of zeroes to deceptively camouflage the fact that another separate number is assigned to a property which said person believes he/she owns but in reality has no ownership interest in at all. • All documentation that defines individually, or outlines the distinction between, the below variations of the numbering of condominium units in properties located in Bucks County, Pennsylvania. Specific information is being requested that outlines the meaning of the “#” when used in relation to the numbering of a unit: ◦ Unit 123 ◦ Unit #123 Revised x1 Revised 9/14
  • 3. • All documentation that supports the legality of these kinds of deceptive practices pertaining to alleged condominium-related real estate transactions which have been occurring in Bucks County, Pennsylvania for several decades. • All documentation that relates to the recent foreclosure of Unit 808 in the Mews at Wyckford Commons subdivision being tied to tax parcel 39-008-366 (the parent parcel of said subdivision) instead of the “unit”-related 39-008-366-0808 parcel. • Recently, the “Subdivision Parent Parcel” information for all 132 units in the Mews at Wyckford Commons was changed in the Bucks County Tax Assessment online database to “39-008-366.” Prior to this change, 64 units had a parent parcel designation of “39008366,” 44 units had a parent parcel designation of “39008366-UNIT#,” and 24 units had no parent tax parcel designations at all. With this, I am requesting all documentation, codes, ordinances, and internal/external communications--both written and electronic--pertaining to the aforesaid changes that were made and all directives and explanations relevant thereto. • On 7/30/14, the federal government issued a formal covenant relating to substantial environmental contamination in Sellersville, PA for which remediation is not possible and surrounding human habitation is not permitted. The area to which said covenant applies is described in Bucks County Recorder of Deeds Instrument #20140339874 as being numerous lots on a 1920s plan of “Sellersville Estates” that were “recorded in Plan Book 242, Page 49A.” Plan Book 242, Page 49A is the plan of subdivision for Wyckford Commons. I have yet to receive any response to numerous requests from various entities as to how the locations in Sellersville Estates map over to Wyckford Commons. I am requesting that the Bucks County Tax Assessment Office provide this information. If this falls outside the scope of RTKL parameters, I will address with said office in person and I will not leave until I get clarification on this matter. • All Bucks County maps, codes, ordinances, or any other documentation that depicts, defines, or relates to in any way whatsoever the “Part of” or “Formerly part of” designations assigned to Sellersville Borough tax parcel numbers from the initiation of the county's tax mapping system through present. Said designations are referenced in Bucks County Recorder of Deeds Instrument #2013042599 and are related to numerous unrecorded municipal realignments that occurred in Sellersville due to its undisclosed uranium enrichment and radium production-related industries. This information was requested from Sellersville Borough in 2014 but was deemed denied in response. • The Bucks County Industrial Development Authority purchased the contaminated property relating to the aforementioned environmental covenant when it was issued. Said transaction is recorded in the Bucks County Recorder of Deeds Office as Instrument #2014040870 and includes property (as depicted on both the survey completed for the sale and within the legal description on the deed itself) whose eastern-most side abuts the western-most side of the 39-009 tax parcel map. The tax parcel number of the adjoining tract is noted in the legal description as 39-009-366. This number appears nowhere in Bucks County Tax Assessment records or online databases. 39-008-366 is the parcel upon which the Mews at Wyckford Commons' physical dwelling units were constructed and is located at the eastern-most side of the 39-008 tax map abutting the western-most side of the 39-009 tax map. The use of the 39-009-366 number, coupled with the deed consolidations that took place for the AMETEK property, positions the tracts according to their correct legal alignments and enabled the sale to include the ground said subdivision was constructed upon without having to memorialize in print the fact that the Revised x1 Revised 9/14
  • 4. environmental contamination pertains to land upon which homes were illegally built and unethically sold. To date, no answers have been provided by numerous entities as to why an invalid tax parcel number was used in this conveyance or where said parcel is located. With this, I am requesting all documentation from Bucks County that supports the validity of the 39-009-366 number. I am also requesting all documentation that designates the location of said number on the 39-009 tax map and its corresponding location on an aerial image of the same. Be advised, again, that if this request is denied for any reason, I will address this issue in person with the Bucks County Tax Assessment Office and I will not leave until I receive clarification on this issue. • There is a notation in the “Clerical Notes” section of a 39008366 tax parcel screen printout that was provided to me by Bucks County as part of a RTKL request in 2013 which states: “4/9/90 REC'D LETTER FROM SWERDLOFF, HARVEY RE: COMMON AREA MEWS AT WYCKFORD.” I'm certain that this letter (written by the developer of Wyckford Commons) pertains to many of the issues that are noted in the above items. I submitted a supplemental RTKL request for a copy of said letter after the initial request was made in 2012, but the county declined its provision, advising that it was “no longer on file.” I am requesting that the county ensure said letter is in fact “no longer on file.” If it happens to turn up, I would like to obtain a copy of it.
