NexTex - Research on Good Practices Key questions by local stakeholders: How to keep (reproduce or change) the economic structure of the district, the skills and competences developed along a century? How to combine the need of deep restructuring processes – with the associated short-term employment rate reduction risks - with social cohesion?

NexTex - Research on Good Practices These issues include important cognitive, symbolic (i.e the identity of the district) economic and political aspects that have been debated both at regional and local level. The result of this debate gave the framework of the programs and actions that regional and local governments have been implementing during the last years, and especially since 2003.
  4. 4. NexTex - Research on Good Practices i.e Toscana 2020 (2006)‏ Regional Development Program A direct reference to the future of the district is made. It is considered as a core component of the regional economy. The efficacy of the model is confirmed, though a progressive shift from a “mono-productive” district to a productive and more flexible cluster (and network enterprises) is envisaged.

NexTex - Research on Good Practices According to this strategy, public institutions have to develop the conditions that best help the enterprises of the textile district to become competitive actors in the global market. The main objective is to reform the textile district in order to catch up the opportunities of joining the global fashion’s business as well as other sectors (market differentiation, tailor-based production etc).
  6. 6. NexTex - Research on Good Practices This objective represents one of the main drivers for the district's change. To do this, public and private actors are demanded to implement active policies mainly in the fields of education and training; employment and innovation. At the same time, exit strategies have to be implemented in order to help enterprises and workers who suffer major problems of reintegration into the textile business and labour market.

NexTex - Research on Good Practices This research reveals several aspects that reflect the background strategy mentioned above; these aspects help the understanding of the capacity of this strategy to produce effective results. The dimensions explored both through the interviews with local stakeholders and the analysis of documents, allow us to shed light on policy outcomes and output.
  8. 8. NexTex - Research on Good Practices Firstly , local institutions and social actors have been able to play together within a common policy framework. Social concertation has been extensively used as the main means in order to define a common action schema.
  9. 9. NexTex - Research on Good Practices Secondly , these actors have succeed to reform and adapt traditional policy tools to the specific needs of the district. This implied significant changes of routinary institutional practices, which indicates a positive attitude towards institutional change (mixed and integrated policies contribute to drive the institutional change).
  10. 10. NexTex - Research on Good Practices Thirdly , the Province was able to deal with relevant change management issues in order to increase its capacity to steer the policies and anticipate critical situations in labour market.
  11. 11. NexTex - Research on Good Practices Sportello Emergenza [One-Stop Crisis Service for Employment] Theme and objectives Re-integration into the labour market. The practice has to do with a service provision for employees at risk (mobility): re-skill, re-qualification and training services. Main innovations Customized service delivering; one-stop form of service delivering, which implies a more flexible funding schema.

NexTex - Research on Good Practices Between 2005 and 2007, this service issued four enterprises’ crisis, which included a total of 85 persons, out of which almost 40 were provided with vouchers for re-skill and re-qualification; other workers got benefits from other training programs. In the same period, the service issued 581 cases, out of which 392 were addressed to job orientation services; 11 were addressed to training/internship programs; 37 started a customized program of employment integration. Data related to 2007 are still incomplete, however two main cases of enterprises’ crisis have been issued and regard 45 employees.

NexTex - Research on Good Practices Voucher Riconversione (Training Voucher for re-skill and re-qualification)‏ Theme and objectives Flexible schema for supporting individual re-skill and re-qualification actions through the provision of a training voucher. Main innovations Like in the case of Sportello Emergenza, we have here a customized tool and a one-stop form of service delivering, which implies a more flexible funding schema. Besides, this practice brings institutional innovations that consists in the innovative re-shaping of traditional practices.
  14. 14. NexTex - Research on Good Practices This practice takes from the experience of a voucher used for life-long-learning actions founded by the European Social Found. At the beginning of 2007 the Province Administration decided to use the 'voucher formula' to deal with the textile crisis. After the concertation with trade unions, the Province decided to set up a non-stop delivering system of training voucher due to the dynamic different individual situations. Up to now, 200 vouchers has been delivered to 200 individuals.

Theme and objectives Support earned income workers' salaries into firms with less than 15 employees. The main objective is to reduce discharges and to maintain specific skills in Prato's District Main innovations Building of new institutional procedures, involvement of micro-firms in the practice

NexTex - Research on Good Practices The CIGS has the purpose to support earned income workers’ salaries when they don’t receive their whole wage or part of it because of a temporary suspensions of firm’s activity; this practice aims to reduce discharges and to maintain specific skills. After a phase of local and national dialogue, there was a decisive meeting among labour unions, industrial association, Prato's Province and Ministry of Labour. The collection of data of this practice is not complete, we thus not able to discuss the results at this stage of the research.

NexTex - Research on Good Practices Notes for further development of the field research We still have to acquire some data related to the outcomes of the practices and other interviews are planned. The analytical framework is the governance schema and tools through which the Province is governing the new challenges of the district. A detailed description of the schema and the tools will be provided for the final report, as well as the detailed analysis of each good practice identified.

NexTex - Research on Good Practices Up to now it is possible to plan the final report as including a comparative part on good practices in industrial relations and employment policies emerged in all the districts part of the research, a specific part on the case study of Prato and a part on the main policy-implications and lessons that can be drawn from this research.
