  22. 22. 22 Changing world conditions give Taiwan the opportunity to “reshore” production capacity from China and attract new foreign investment. Maintain Sufficient Energy Supply AmCham’s Energy Committee asks the government to provide a clear roadmap for renewable energy development and hold regular meetings with industry. These trends must be supported by energy policy.
  23. 23. 23 Pharmaceutical and medical device companies worry that inadequate budget is hindering the ability of innovative new treatments to reach the Taiwan market. The Digital Economy and Technology Committees urge increased communication between government officials and industry to open the way for new business opportunities based on digital platforms.   24. 24. 24  Taiwan is gaining international respect and goodwill earned through its handling of the coronavirus.  Relations with the U.S. are better than ever.  The U.S. will increasingly need allies like Taiwan to carry out its Indo-Pacific strategy. New Opportunities Extend to Foreign Relations
  25. 25. 25 Ensuring Enough Talent Suggestions for Taiwan’s government: • Designate the Office of the Vice Premier to oversee strategy development and coordination. • 2020 WP includes a chapter about the Talent Circulation Alliance and a special supplement about the initiative. • Cultivating domestic talent and attracting foreign talent is prerequisite to realizing virtually all of Taiwan’s economic objectives. • Enact legislation to help make optimal use of foreign talent. • Support educational programs and startups.
  26. 26. 26 Messages to the U.S. Government Recognize and act on the contributions Taiwan can make in reducingAmerican vulnerabilities in supply chains. Bring the TIFA process back on track as soon as possible. Arrange cabinet- level government visits in both directions. Begin preliminary discussions for launching bilateral trade agreement negotiations. Use U.S. influence to help Taiwan gain participation in certain international organizations.
