  2. 2. ILO SID – Why? <ul><li>The SID is a professional identity document for Seafarers. It is NOT a travel document. </li></ul><ul><li>The SID functions as a waiver for passport visa’s and facilitates transit and shore leave </li></ul><ul><li>Subsequent to 9/11, the UN (IMO and ILO) agreed on the urgent need to replace the existing ILO SID (C.108 - 1958 (no photo, paper based) and issue a new SID with improved and enhanced security features (photo and biometric identification (minutiae) ) </li></ul><ul><li>This also presented the challenge to lower the risk of forgery and facilitate counterfeit detection by i mproving the procedures around </li></ul><ul><ul><li>document issuance </li></ul></ul><ul><ul><li>document verification & authentication </li></ul></ul><ul><li>Demand from Member States to facilitate the technical solution </li></ul>

My Results <ul><li>UN program </li></ul><ul><ul><li>Produced road map for successful program completion </li></ul></ul><ul><ul><li>Failed in increasing budget allocation but arranged voluntary support from potential suppliers </li></ul></ul><ul><ul><li>Gave presentation to Verification Authorities from developed countries - IGC on border controls so all border controls are accepting new SIDs </li></ul></ul><ul><ul><li>Negotiated International database – Keesing – use for SID forgery detection </li></ul></ul><ul><ul><li>Chaired the ISO expert audit of the supplier interoperability testing </li></ul></ul><ul><ul><li>Negotiated supplier agreements on cost </li></ul></ul><ul><ul><li>Facilitated ICAO & ILO working together(badly) </li></ul></ul><ul><ul><li>Solved All technical and functional issues (except for suspect ID validation with issuing Authority) </li></ul></ul><ul><ul><li>Gave many international conferences, wrote white papers, magazine articles and gained Acceptance from the International community that the ILO SID is the first interoperable biometric based ID and although not perfect is « best effort ». </li></ul></ul><ul><li>Member State take-up </li></ul><ul><ul><li>Produced road map for successful SID deployment project </li></ul></ul><ul><ul><li>Facilitated the SID issuing programme to over 15 member states currently issuing biometric IDs </li></ul></ul><ul><ul><li>Authored ID issuing and validation full life cycle framework document to facilitate call for tender and deployment </li></ul></ul>
