Provide a brief summary and justification for this investment, including a brief description of how this closes in part or in whole an identified agency performance gap: The ERP project encompasses the implementation of a suite of commercial-off-the-shelf financial management, supply chain management, and human resources modules to modernize the Smithsonians processes and meet its financial and human resources management needs. Under this Investment, the Institution has replaced its technologically obsolete financial and purchasing systems with modern products that support federal requirements and provide the controls necessary to ensure reliable financial information supporting informed operational and investing decisions. The new system is used by management at all levels and provides monthly planned vs. actual information used for a quarterly operational review process with the Secretary and Under Secretaries. The Institution is continuing to implement additional capabilities of the financials system and has deployed a solution for complex procurements supporting FAR based contracts that integrates with FedBiz Ops and FPDS-NG, integrated ERP system with the GovTrip eTravel solution, deployed an integrated asset management module to manage accountable and real property assets, implemented integrated accounts receivable and billing modules to standardized and automate these processes, and is continuously expanded the reporting capabilities to support the growing needs of program areas. The Institution is currently implementing a time and labor solution and plans to implement project cost accounting and grant/contract management solutions to complete the modernization of the financial management area. Under this Investment the Institutions has completed the implementation of the ERP Human Resources Management System (HRMS) greatly enhancing the Office of Human Resources ability to assist program areas in achieving their missions by providing recruiting, compensation, PAR processing, employee and labor relations, training services, performance management, employee development, and succession planning. All managers need meaningful and accurate
  2. 2. information about their employees in order to meet the increasing demand to promote intellectual progress, particularly in science, and to apply sophisticated management strategies to Institutional activities. Prior to the implementation of the ERP HRMS, the Smithsonian had to rely on multiple automated systems with limited functionality and out-of-date technology to meet those needs. 9.
