Public Works and Government Services Canada (PWGSC) Government Electronic Tendering Service (GETS) The Government Electronic Tendering Service (GETS) is a set of tools, procedures and interfaces aimed at providing suppliers easy, equitable and universal access to government business opportunities. The first phase of this effort focused on the vision for GETS and formulating business and technical requirements using the Zachman Enterprise Architecture Framework. Mr. Paul's role included comparative analysis and research on business services and functions offered by tendering systems in North America, analysing buyer survey responses to develop a scale of required business services, researching COTS (Commercial Off-The-Shelf) options for applicability to business directions established and assisting in the development of rows 1 (contextual) and 2 (conceptual) Zachman models. Mr. Paul was responsible for portions of the final document including Visio logistics and process flow diagrams and associated textual descriptions. He participated in peer reviews for other sections of the deliverable. It is an object-oriented, n-tier web-based solution, designed with separate GUI, business logic and data access layers to optimize re-use, scalability, reliability and portability. The key software solutions integrated include AMS Advantage 2000 series for Government, AMS’ Procurement Desktop, BRASS (the Budget Reporting and Analysis Support System developed by Budgeting Technologies, Inc.) and the BugsEye electronic catalogue engine from Requisite Technology Inc. The MARS project uses Java, PowerBuilder, Oracle for AIX, DB2 for OS/390, Microsoft IIS, New Atlanta Servlet Exec, Visual J++, Visual Café, Formula ONE and Word97. Mr. Paul was the Technical Lead for the team of developers that addressed the Procurement Desktop client application, web-based Electronic Procurement portal (vendor registration, advertising bid opportunities and on-line bidding) and Electronic Catalogue aspects of the MARS project. He was involved in the object-oriented system analysis, architectural design, and construction/trouble- shooting of framework and application components including JDBC-based database access, SSL-based security, and integration with 3rd party modules like the Requisite search engine. Technical Architect, Programmer-Analyst 1998-11 – 2000-04 Public Works and Government Services Canada (PWGSC) Delivery and Payment Tracker (DAPT) ABE Operational Reports (ABEOR) ABE Metaframe Proof of Concept (ABE MPOC) DAPT and ABEOR are components of the bilingual Automated Buyer Environment (ABE) suite of procurement tools used at PWGSC, the central procurement agency for the Canadian Government. DAPT is designed to allow users to tack and record payments made to vendors as well as deliveries and deliverables against customer requirements; ABEOR is a data warehousing solution that provides the procurement community with reports about procurement carried out through the ABE. These modules were designed and built using AMS Canada's Desktop Infrastructure (DSKInfr) re- usable component framework. Data access components extract/transform information stored in distributed ABE Sybase and centralized DB2 databases to create an operational datastore that is optimized for reporting, while user-friendly client application components allow users to query this data without having to know the complex underlying SQL. The project uses Powerdesigner for object modeling and relational data modelling, Powerbuilder for component development and maintenance, and Sybase (Unix) and DB2 (OS/390) for DBMSs. The Automated Buyer Environment Metaframe Proof of Concept (ABE POC) project involves an evaluation of ABE to determine whether the implementation of a server-based computing environment could result in an increase in system performance. The ABE POC project uses Windows 2000 and Citrix MetaFrame 1.8. Mr. Paul was a member of the design/development team for DAPT and ABEOR components. His responsibilities included object-oriented analysis and design, making assessments and recommendations pertaining to technical architecture, software, development tools and implementation options, assisting with functional and detailed technical designs, and development of the data access and user interface components for the client applications. He produced technical documentation including object models and decision papers and participated in peer reviews, code walkthroughs and acted as a coach and mentor to other team members. Mr. Paul was part of the ABE MPOC implementation team functioning as a technical advisor focusing on the Application Integration issues involved with running ABE within a server-based, thin client environment. Lead Technical Analyst 1998-10 Indian and Northern Affairs Canada (INAC) Integrated Procurement and Payment System (IPPS) for INAC IPPS for Indian and Northern Affairs Canada (INAC) was a scope definition and implementation planning study to assess the viability of implementing the Integrated Procurement and Payment System. IPPS is an application based on AMS Canada’s BOS framework component infrastructure includes separate GUI, business logic and data access layers to optimize re-use, scalability, reliability and portability. Mr. Paul worked as the Lead Technical Analyst responsible for the definition of the technical requirements of INAC for a procurement, payment and asset management system. Mr. Paul provided an overall assessment of the technical fit of the IPPS system to these requirements and the degree of customization required. It supports all aspects of the acquisition process from budgeting to contract placement and is in use on over 1,000 desktops. IPPS provides several shared capabilities and also integrates with the Government of Canada Public Key Infrastructure (GOC PKI) enabling users to apply and verify digital signatures on procurement documents. IPPS/BOS components were developed using PowerBuilder, and operate in a Citrix Winframe light-client environment, using Oracle for a DBMS. Key components are organized into separate GUI, business logic and data access layers to optimize re-use, scalability, reliability, and portability. IPPS/BOS integrates with AMS’ Advantage financial management system which runs on an OS/390 platform using a DB/2 database and uses OLE technology to integrate with third-party software packages such as Microsoft Word, Excel and WordPerfect. It is an n-tiered, component based, object-oriented Windows-based system that operates on LAN workstations. The system employs graphical user interface (GUI) technology to provide an intuitive, user-friendly interface to the underlying transactions. PD-LANL is design with separate GUI, business logic and data access layers to optimize re-use, scalability, reliability and portability. The system was developed using PowerBuilder 5, and operates in a client/server environment, using a number of relational database management systems on platforms including NT, UNIX and the OS/390. It also integrates third-party software packages such as Microsoft Word, Excel, and Lotus SmarText. Mr. Paul worked with the Management Systems and Technology (MS&T) division of AMS, on the Procurement Desktop (PD) project for the Los Alamos National Lab (LANL) in New Mexico. His responsibilities consisted of making enhancements to framework components of the PD-Baseline product, customizations necessary for the LANL OS/390 environment and the design, development and testing of the UNIX/C interface components between LANL's legacy systems and PD. It involved the custom configuration of an AMS COTS component-based framework product called Procurement Desktop (PD). PD provides comprehensive support throughout the acquisition life cycle. It is an n-tired, component based, object-oriented Windows-based system that operates on LAN workstations. The system employs graphical user interface (GUI) technology to provide an intuitive, user-friendly interface to the underlying transactions. The system is designed with separate GUI, business logic and data access layers to optimize re-use, scalability, reliability and portability. The customized configuration for DoD used PowerBuilder 4, Notes, PVCS and supported a variety of Database Management Systems including Sybase, Watcom and DB/2 on various platforms including NT, UNIX and the OS/390. Mr. Paul worked with the Industrial Consulting and Systems Group (ICSG) in Fairfax, Virginia, on PD2- Defense. Mr. Paul's main role was to help the PD2 team ready the software for final release to the government by identifying and correcting defects and inconsistencies in the foundation areas and component framework areas of the software. Mr. Paul also produced technical documentation including ERWin data models and unit and integration test scripts. Programmer-Analyst 1996-06 – 1996-10 Public Works and Government Services Canada (PWGSC) Automated Buyer Environment (ABE) ABE is an object-oriented, bilingual, n-tier, framework component-based, client/server application which routes procurement documents electronically and provides an integrated set of office automation tools for procurement officers to work together in teams. The system has resulted in a significant increase in productivity. ABE is designed with separate GUI, business logic and data access layers to optimize re-use, scalability, reliability and portability. ABE 3.1.00 used PowerBuilder 4 and distributed SQL Server databases on a UNIX platform for operational data and DB/2 running on OS/390 for management reporting and decision support. Mr. Paul was a member of the development team for the 3.1.00 release of ABE. His responsibilities included a number of tasks related to the complex amendment module. He developed Powerbuilder components and produced technical documentation and test scripts. Mr. Paul also participated in code walkthroughs and peer reviews. Programmer-Analyst 1996-06 AMS Internal Business Operating System (BOS) BOS is an n-tier, framework component-based, re-usable desktop shell for building business applications based on the GEMS Infrastructure, an AMS Application Programming Interface (API) written in PowerBuilder 5 and designed to operate in an Office Automation and Database independent environment. It includes separate GUI, business logic and data access layers to optimize re-use, scalability, reliability and portability. Mr. Paul was a member of the BOS development team. His tasks included design and development work related to the low-level C/C++ gateway used to communicate between application server Powerbuilder components and mainframe financial applications. As a Systems Design Engineer, Mr. Paul was responsible for analyzing employee requirements and designing operating procedures for a Call Centre application. His tasks also consisted of maintaining and troubleshooting existing relational database software applications and providing training for staff.
