The appropriation and use of Information Technology and Communication (ICT) has affected all aspects of business
dynamics, changing not only how companies carry out their productive activities, but also the creation of new sectors
economic activity and employment. Therefore, this research proposes an empirical approach to the problem of assessing the
impact of ICT use in business creation. This is part of the theoretical approaches of entrepreneurship and its relationship with
technological developments at the level of ICT.
Methodologically we develop an econometric model of panel data for a sample of 49 countries around the world, trying to
explain whether the ICT environment per country, has impacted the dynamics of creating new enterprises in the period from
2001 to 2007. It is expected that increased use of ICT in a country is positively and significantly associated with increased
levels of entrepreneurship. In the model equations, stick control variables for income, political institutions and education.
