ATTACHMENT J.1 – DESIRED QUALIFICATIONS OF KEY PERSONNEL Key Labor Required and Desired Experience Category Minimum Requirement: 3 years or more of responsible professional experience in management of relevant activity such as leading or managing a Test and Evaluation (T&E) or similar program to include:  Thorough understanding of the goals, aims, and technical complexities of T&E Processes Program Manager  Recent experience working with the complexities and requirements associated with management of task orders.  Recent experience in managing and directing the efforts of diverse task teams in a dynamic T&E environment, utilizing Lean Six Sigma, ISO 9001, or CMMI concepts Minimum Requirement: 3 years or more of responsible, professional experience serving in a relevant position to include:  Application of state-of-the-art engineering disciplines  Performance of systems engineering, requirements development, or concept evaluation analyses in support of warfare systems being developed, modified, or supported by U.S. Navy Senior Systems  Generation and maintenance of systems technical documentation Engineer  Experience in leading system engineering efforts of diverse task teams in a dynamic T&E environment, utilizing system engineering, ISO 9001, or CMMI concepts  Demonstrated system engineering experience with U.S. Navy systems such as Littoral Combat Ship (LCS) Mission Module (MM) / Mission Package (MP) Airborne and Surface Mine Warfare (MIW) systems testing, or experience developing test plans and procedures for mine detection equipment utilizing, or experience with development, installation, and monitoring data acquisition and analysis systems capable of interfacing and temperature level measurements Minimum Requirement:  3 years or more of responsible, professional experience in a relevant position to include:  Experience relevant in T&E of Naval systems including areas such as test planning, generation and presentation of test plans, generation of data collection documentation, fabrication and design of test support hardware, logistical preparation for tests, on-site test documentation and coordination, post-test assimilation of data, data analysis, or test report creation. Senior Test  Experience serving as a Test Director in support of T&E Events Specialist  Demonstrated T&E experience with U.S. Navy systems such as LCS MM/MP Airborne and Surface MIW systems testing, or experience developing test plans and procedures for mine detection equipment utilizing, or experience with development, installation, and monitoring data acquisition and analysis systems capable of interfacing and temperature level measurements, or experience with activities of the MH-60 Weapons Systems Integration Team (WSIT)  Experience with test planning processes and with processing test packages through the review committees for approval Minimum Requirement: 3 years or more of responsible, professional experience in a relevant position to include:  Experience related to performing maintenance or technical tasks in support of RDT&E IT/IA/IS systems Senior  Development of Research, Development, Test and Evaluation (RDT&E) Information IS/IA/IT Technology (IT) / Information Assurance (IA) / Information Security (IS) systems or Specialist Web-site structures; preparing Web-based documentation for population; or performing implementation and maintenance of Web-sites or RDT&E IT/IA/IS systems  Experience in development, implementation, and maintenance of RDT&E IT/IA/IS systems or Navy project Web-based systems practices and procedures

Key Labor Category Required and Desired Experience  Senior T&E Analyst Senior Technician Test Specialist Recent experience in the System Security Authorization Agreements (SSAAs) development for RDT&E systems  Performance of information system software analysis, requirements definition, design, development, test, modification, installation, implementation, quality assurance, training, and documentation  Proven ability to analyze new or existing IT or IS databases, web sites, or IT applications and recommend new or improved interfaces or improved management tools Minimum Requirement: 3 years or more of responsible, professional experience in a relevant position to include:  Recent experience leading T&E analysis tasks  Experience collecting, reviewing, and analyzing information and making recommendations to management.  Experience with performance specifications and assessment of complex analyses on T&E supported systems and programs.  Development of systems functional effectiveness and operational assessments.  Performance of operations research such as threat, tactics, mission, platform, or strategy development and analysis, or opportunity analyses.  Conducting business planning analyses, Strengths, Weaknesses, Opportunities, and Threats (SWOT) analyses, or business systems analyses specifically for systems.  Leading a team of analysts in the conduct of system T&E requirement & technology analyses, or trade-off studies  Performance of facilities and personnel needs analyses and resource utilization assessments. Minimum Requirement: 3 years or more of responsible, professional experience in a relevant position to include:  Recent experience leading operation, repair and maintenance, or test support tasks in support of mechanical, electrical, computer, or electro-mechanical systems or subsystems  Leading the construction of full functional models, prototypes, or R&D test tools of mechanical or Electro-mechanical devices  Construction and maintenance of mock-ups of systems and system interfaces to demonstrate geometrical and dimensional compatibility  Directing the building or set up of RDT&E equipment, preparation and conduct of RDT&E test events or experiments, collecting data, calculating or recording results, or assisting test teams and scientists in making prototype versions of newly designed equipment Minimum Requirement: 2 years or more of professional experience in a related position to include:  Experience relevant to T&E of Navy systems including areas such as test planning, generation and presentation of test plans, generation of data collection documentation, fabrication and design of test support hardware, logistical preparation for tests, on-site test documentation and coordination, post-test assimilation of data, data analysis, or test report creation  Demonstrated T&E experience with U.S. Navy systems including areas such as LCS MM/MP Airborne and Surface MIW systems testing, or experience developing test plans and procedures for mine detection equipment utilizing, or experience with development, installation, and monitoring data acquisition and analysis systems capable of interfacing and temperature level measurements, or experience with activities of the MH-60 Weapons Systems Integration Team (WSIT)  Experience with test planning processes and with processing test packages through review committees for approval  Construction of full functional models, prototypes, or R&D test tools of mechanical or Electro-mechanical devices
