Coles & Woolworths. </li></ul><ul><li>Fund start-ups with subsidised rents, tax rebates for airfares, training and staff - using insurance principles to avoid moral hazard. </li></ul><ul><li>& hey, what happened to Commercial Ready 2.0? </li></ul>
