Necessity of Adoption of New Law on HE <ul><li>Previous Law on HE was adopted in 2000; </li></ul><ul><li>Republic of Macedonia signed the Bologna Declaration in 2003; </li></ul><ul><li>Amendments of the Law adopted in 2003, 2005, 2007; </li></ul><ul><li>Current law was an obstacle in the implementation of the Bologna process </li></ul>
  4. 4. New Law on Higher Education <ul><li>Law on HE adopted on 14 March 2008 – Official Journal 35/2008 </li></ul><ul><li>Amendments of Law on HE adopted on 19 August 2008 – Official Journal 103/2008 </li></ul>

Main Areas of Intervention <ul><li>Change of the current structure of the university </li></ul><ul><ul><li>Functional integration of the University with a fixed transitional period (end of 2008) </li></ul></ul><ul><ul><li>Legal entity is University, faculties and scientific institutes are integrated units within the University </li></ul></ul><ul><ul><li>Central university management </li></ul></ul>

Main Areas of Intervention <ul><li>Change in the Quality Assurance system: </li></ul><ul><ul><li>International cooperation in QA (peer reviewers, other QA agencies, relevant associations) </li></ul></ul><ul><ul><li>Compliance with the Standards and Guidelines for QA in the EHEA </li></ul></ul><ul><ul><li>Student representatives and representatives of the employers (companies and public sector) </li></ul></ul><ul><ul><li>Membership in the European Association for QA in higher education </li></ul></ul>

Main Areas of Intervention <ul><li>Three cycle based higher education system: </li></ul><ul><ul><li>The first and second cycle to be described by using ECTS and generic descriptors based on learning outcomes </li></ul></ul><ul><ul><li>Third cycle organized according to Bologna (teaching and research activities) using outcome-based approach. </li></ul></ul><ul><ul><ul><li>Normal workload: 3-4 full-time years. </li></ul></ul></ul><ul><ul><li>Diploma Supplement </li></ul></ul>

Main Areas of Intervention <ul><li>Three cycle based higher education system: </li></ul><ul><li> Regulated professions </li></ul><ul><ul><li>Joint degrees / joint diplomas </li></ul></ul><ul><ul><li>National qualification framework in compliance with the EHEA overarching framework for qualifications </li></ul></ul><ul><ul><li>Study programmes for Lifelong Learning </li></ul></ul><ul><ul><li>Strengthening the role of students in education </li></ul></ul>

Amendment of the Law on HE <ul><li>Tuning in specific areas: </li></ul><ul><li>T eaching process in clinics by outstanding professionals </li></ul><ul><li>Practical placement of students </li></ul><ul><li>Upgrading of teaching and scientific staff </li></ul><ul><li>HEIs should elected only teaching staff </li></ul>
