FOOD SAFETY LAW AND REGULATIONS IN VIETNAM 1.1 Management : Basically, a legislative system has been formed in order to control food safety from farm to table through ordinances as following: + Ordinance on Food Hygiene and Safety + Ordinance on Animal Health + Ordinance on Plant Health + There are Decrees under Ordinances in order to clarify and give more details of t he implementation of those Ordinances mentioned above. + interministerial circular letters are guidelines of how to apply and implement the Decrees. + There are 717 Vietnam standards on foodstuffS of which only 184 (27,1%) technical requirements, 396 standards (55,6%) of testing methods.

    • 1.2. Interministerial activities and socialization of food safety activities
    • The responsibilities among ministries, sectors have been specific assigned.
    • The Interministerial steering committee has been established.
    • The interministrial working group has met every 3-month excluded unexpected meetings. This gives comprehensive power and has results as following:
    • + To overcome overlappings in establishing interministerial inspection team.
    • + Immediately solving interministerial newly emerged problems.
    • + To unify action plans as well as organizing food safety campaigns.
  • 5. II. Strength and weaknesses of the existing Food safety system in vietnam
    • Food safety system is working based on Law, Food Inspection and Food Analysis.
    • We have almost legislative documents, which assigned tasks related to food safety system. But food standards are not sufficient .
    • Food Inspection is weakness. There are about 150 inspectors working in all country. To compare with over 446.000 food interprises in VN, it is very small number. So that, the inspectors have got a huge work in their responsibility.

    • Ministries/sectors have their own laboratories at the central level and every local health departments have laboratory.
    • About 50% of food poisoning outbreaks has been identified causes.
    • But there are only 07 centers have been certified compliance ISO 17025 and 10 agencies responsible for imported food inspection.

    • III. What we need to do?
      • (1). We shoud develop a comprehensive food law, Complete and evaluate more food standards.
      • (2). Strength foodsafety inspection system by improving human source capacity, skill and facilities .
