Food Safety Permanent Multisectorial Commission MINSA chairs MINAG PRODUCE SOCIEDAD CIVIL <ul><li>Functions: FOOD AND ANIMAL FEED SAFETY </li></ul><ul><li>Propose national policies. </li></ul><ul><li>Promote the harmonization and equivalence of national and international regulations. </li></ul><ul><li>Coordinate surveillance and control activities . </li></ul><ul><li>Propose a fast alert sanitary system (traceability). </li></ul><ul><li>Conciliate any conflicts about functions of the national, regional and local authorities. </li></ul><ul><li>Identify technical cooperation sources for management, development and research. </li></ul><ul><li>Convene government specialists, government agencies, private sector, academic experts, consumer organizations, among others, if necessary. </li></ul><ul><li>Issue technical opinion on regional regulations </li></ul>

STRENGTH <ul><li>Presence in regional and local governments. </li></ul><ul><li>Updated and harmonized standards under the Codex Alimentarius Commission and international standards . </li></ul><ul><li>We have a especific law which defined the functions and abilities for each sector. </li></ul><ul><li>SENASA has diagnostic centers (analysis in animal feed, vegetables and toxic waste in fresh food). </li></ul><ul><li>SENASA has funding for projects related to strengthening the food safety activities. </li></ul><ul><li>DIGESA has a record of industrial food processing establishments for human consumption that enable health monitoring. </li></ul><ul><li>DIGESA has on-going staff training on issues about food safety activities for their acreditation. </li></ul>

WEAKNESSES <ul><li>The Food Safety System does not have an integrated health alert system. </li></ul><ul><li>SENASA: </li></ul><ul><li>Diagnostic methods for detection of chemical residues and contaminants and microbiological in feed and fresh food have not validation, yet. </li></ul><ul><li>Not enough staff training on food safety activities. </li></ul><ul><li>P oor food production and primary processing culture among small producers. </li></ul><ul><li>DIGESA: </li></ul><ul><li>High turnover of inspectors staff in the country. </li></ul><ul><li>The private laboratories haven’t accredited all analytical methods (chemical and microbiological). </li></ul><ul><li>Have few resources to develop health monitoring activities survaillance sanitary. </li></ul>
