Main duties at SAG <ul><li>Permanent Sanitary Inspection of Chickens and Turkeys in the Slaughterhouse. </li></ul><ul><li>Quality Assurance System Verification of the Company (HACCP, GMP, SSOP). </li></ul><ul><li>Certify food products with destination to exportation if they fulfill the sanitary requirements. </li></ul>

  7. 7. Food Safety Systems: Introduction <ul><li>In Chile there are two governmental services in charge of the food safety. </li></ul><ul><li>SAG (Agriculture and Livestock Service) </li></ul>

Introduction <ul><li>SEREMI (Regional Ministry of Health) </li></ul><ul><li>Main differences </li></ul><ul><li>SAG SEREMI </li></ul><ul><li>Only Slaughterhouses with Slaughterhouses for national </li></ul><ul><li>destination to exportation. consumption and other places </li></ul><ul><li>that prepared food. </li></ul>

Laws and Regulations in food safety <ul><li>There are a lot of laws and regulations focused in </li></ul><ul><li>food safety and they are the basis of our decisions as </li></ul><ul><li>inspectors. </li></ul><ul><li>Some of these laws in my country are: </li></ul><ul><li>Agriculture and Livestock Service Organic Law </li></ul><ul><li>Certify aptitude for human consumption of farming and agriculture products with destination to exportation. </li></ul><ul><li>The meat law and its regulations </li></ul><ul><li>This law approach all the clasification, tipification, transportation of the meat and also the animal welfare. </li></ul>

Laws and Regulations in food safety <ul><li>Decree N°61 </li></ul><ul><li>This regulation is focused in the infrastructure </li></ul><ul><li>and operation of slaughterhouses, cold storage </li></ul><ul><li>chambers and cut up plants. </li></ul><ul><li>These three regulations were created by the Chilean’s Deparment of Agriculture. </li></ul><ul><li>Food Sanitary Regulation </li></ul><ul><li>This decree establish the sanitary conditions </li></ul><ul><li>that must have the production, imported, </li></ul><ul><li>packaging, sale of food that will be intended for </li></ul><ul><li>human consumption. </li></ul>

Laws and Regulations in food safety <ul><li>Norm N°62 </li></ul><ul><li>This rule is about the Veterinarian </li></ul><ul><li>Inspection of livestock and its meat in </li></ul><ul><li>Slaugtherhouses. (judging the aptitude for </li></ul><ul><li>human consumption). </li></ul><ul><li>Norm N°54 </li></ul><ul><li>About the Veterinarian Inspection of poultry </li></ul><ul><li>in Slaugtherhouse. </li></ul><ul><li>These three regulations were created by the Chilean’s Health Ministry. </li></ul>
  12. 12. Laws and Regulations in food safety <ul><li>All of these regulations are used at </li></ul><ul><li>the same time, so with all of them </li></ul><ul><li>we can be able to certify the food </li></ul><ul><li>safety. </li></ul>

Strenght of the Service <ul><li>Great respect of the food Companies to the Official Service. </li></ul><ul><li>There exist commitments of the companies to obey all the regulations that the official Service establish. </li></ul><ul><li>Efficient and complete HACCP Verification of the companies. </li></ul><ul><li>All the Agriculture and Livestock Service staff which works in Slaughterhouses are capable to check out all the critical control points of the food production process that the company establish. </li></ul>
  14. 14. Strenght of the Service <ul><li>Official Service follows very strict the regulations. </li></ul><ul><li>Due to this, people trust in the food safety of our country. </li></ul>
  15. 15. Weaknesses of the Service <ul><li>Lack of faster methods in microbiology analysis. </li></ul><ul><li>Results after taking microbiology tests </li></ul><ul><li>are slow (Ex: Salmonella sp). </li></ul><ul><li>Information between the Official Service and Food companies is bureaucratic. </li></ul><ul><li>Sometimes the information pass </li></ul><ul><li>through a lot of people, so is not very </li></ul><ul><li>clear. </li></ul>
  16. 16. Areas for improvement <ul><li>In Chile there is a problem that has </li></ul><ul><li>not been solved. This issue is due to there </li></ul><ul><li>exist two Official Services in charge </li></ul><ul><li>of the food safety. One is SAG that </li></ul><ul><li>depends of the Department of Agriculture </li></ul><ul><li>and the other one is SEREMI </li></ul><ul><li>which depends of the Health Ministry. </li></ul>
  17. 17. Areas for improvement <ul><li>The problem is show up when the responsibility </li></ul><ul><li>is share in some topics and sometimes they have </li></ul><ul><li>different solutions. Another trouble appear when </li></ul><ul><li>one Service does not want to take care of a topic </li></ul><ul><li>and give the responsibility to the other. </li></ul><ul><li>VS </li></ul>
