  • Dear ministers, dear colleaguesIn this presentation I am going to tell you a story of great achievements, challenges and future steps.
  • Just to give you some concrete examples of the progress towards the achievement of the European Charter on Counteracting Obesity and the WHO European Action Plan for Food and Nutrition Policy 2007–2012, I would say that you were very successful in: establishing and scaling-up monitoring and surveillance systems critical to inform policy; making remarkable policy developments (49 Member States have developed or updated national policies); and thoroughly evaluating national policies (in several countries).
  • Recently, you requested WHO to look in more depth at policy developments in nutrition. Here are some results and publications that I am happy to describe during this conference. I call your attention to the fact that, starting from scratch, most countries have developed policies focusing on marketing of food to children and reducing salt intake.
  • Dear ministers, dear delegatesI am convinced that the new European policy framework, Health 2020, which inspired this conference, is the perfect context in which to work together to resolve problems with nutrition and physical activity. Let me give you a couple of examples. Tackling obesity and other diet-related noncommunicable diseases (NCDs) depends on cooperating across sectors, involving other ministries in initiatives (from food product reformulation to food labelling, from school meals to international trade) and calling for appropriate governance mechanisms. Diet-related health problems such as obesity show a distribution based on a social gradient that varies from countries in transition to western European Member States; this suggests that we need to fight the root causes of such problems. Finally, NCD risk starts early in life! Particularly for diet-related NCDs, nutrition during the first stages of life is absolutely critical, stressing the importance of a life-course approach.
  • Health 2020 creates the context in which: to focus on equity and the social determinants of health, integrated in policy actions on nutrition and physical activity; to integrate a life-course approach, starting from early development up to healthy ageing: and to support: the identification of implementation indicators developed to evaluate national policies on nutrition, physical activity and obesity, and cost-effective interventions on diet, physical activity and obesity; targets aligned with the WHO global monitoring framework, especially on salt, physical activity and obesity; and health-related fiscal and price measures as an important part of healthy policy priorities for NCDs, reflected in the United Nations political declaration on NCDs and the WHO global and European action plans on NCDs.
  • Dear ministers, dear colleagues, at this conference we will pave the way for a new generation of regional and national policies on nutrition and physical activity, designed to dramatically affect and ultimately defeat NCDs related to diet and physical activity.That is why I hope that this conference will achieve high-level political commitment in several dimensions, of which I would like to highlight:governance and intersectoral action for food and nutrition systems; life-course approach to nutrition, physical activity and NCDs; inequalities in nutrition, obesity and NCDs.These will be inscribed in the declaration on nutrition and NCDs we will discuss over these two days.
  • Now, as I close, I would like to share with you how grateful I am to the Member States that have passionately engaged with the Secretariat in developing the draft declaration we will discuss during the course of this conference.We had very extensive consultations at the technical level with Member States: on the web, at a meeting of nutrition focal points held in March in Israel in which 43 Member States participated, action-network meetings in Turkey and through a drafting group involving 16 Member States and chaired by Austria. As a result, the declaration has gone through several drafts, incorporating hundreds of comments.Further, I created a “senator group” to advise us on the scientific dimension and to ensure our declaration is evidence based. I am grateful to this group of outstanding scientists, who made rich contributions.Finally, we received from you, dear ministers and high-level representatives, valuable and supportive comments and suggestions during the web-based consultation that took place as the last step before the conference. They were very supportive and appreciative of the work done by the chair and the drafting group. I hope you agree with me that passionate discussions can lead to strong and long lasting commitments. I look forward to continuing the discussion here, to the Vienna declaration.
  • I am firmly convinced that – as a result of the extraordinary level of participation of Member States and the stellar quality of our speakers and moderators, and inspired by this magnificent venue – we will stride forward in the cause of better diets, active living and well-being.Thank you!
