NetBeans - 6.0 Beta 1 - as good as it gets for free.
Aptana (RadRails) - Eclipse based. Latest beta,
October 2007, does not work!

3rd Rail - $299, no fast debugger yet

VisualStudio Plugin - free / $249
ActiveState Komodo IDE 4.2 - nice, $249. Includes
