  2. 2. Presentation content <ul><li>Current situation of partnership among WB, government and CSOs in Vietnam </li></ul><ul><li>Suggestions </li></ul>

Partnership obtained <ul><li>Centrally planned to market economy since 1986: Civil society and private sector emerged </li></ul><ul><li>Gradually emerging from centrally planned to market-oriented economy: 350 Associations, 10.000 NGOs, many informal CSOs. </li></ul><ul><li>Gradually involved in the CGE meeting among donors and government </li></ul><ul><li>Contributed to five-year development plan, but at final stage. </li></ul><ul><li>Limited legal framework (under-law documents) has been developed for CSOs. </li></ul>

Current Situations of the partnership among government, WB, and CSOs <ul><li>CSOs in Vietnam have been involved in delivery of public services and policy dialogue with government and Donors(WB) informally and occasionally. </li></ul><ul><li>Lack of formal information-sharing mechanism=> Not transparency. </li></ul><ul><li>CSOs have not actively been involved in the five-year development plan. </li></ul><ul><li>VCSOs have no formal position in discussion about the ODA policy framework among donors, NGOs, and government (only INGOs have such positions). </li></ul>

Current situation of the partnership <ul><li>Independent Monitoring and evaluation mechanism for CSOs engagement in WB project has not been clear. </li></ul><ul><li>In Paris declaration, Hanoi Core Statement: the concept of national ownership has implied the government ownership: no clear participation of CSOs in this concept. </li></ul>

Legal framework for CSOs <ul><li>Under-law document: discretion for bureaucrats to intervene in CSOs development: Freedom of associations. </li></ul><ul><li>No clear mechanism for CSOs in delivery of public services: Resolution 05/2005 (80% public services will be delivered). </li></ul><ul><li>Networking and cooperation among CSOs have been still weak to ensure the effectiveness and efficiency of CSOs. </li></ul>

Suggestions <ul><li>- Information sharing </li></ul><ul><li>Participating in the meeting and dialogue </li></ul><ul><li>Monitoring and evaluation of ODA: Association for Independent monitoring and evaluation Experts. </li></ul><ul><li>More financial and technical support for sustainability of CS0s. </li></ul><ul><li>More enabling environment for CSOs: Law on associations will be approved. </li></ul>
