Problems with implementation of local e-Government visions <ul><li>Local government has been left out of national strategies despite the fact that most government transactions with citizens take place at this level of government </li></ul><ul><li>Supply-side factors ; demand-side factors </li></ul><ul><li>Social Systems Design is the users, the people in the system who are the experts when it comes to the design of social and societal systems of all kinds </li></ul>

Problems with implementation of local e-Government visions (cont.) <ul><li>There have been a number of studies of public e- Services conducted and what services citizens actually need and desire </li></ul><ul><li>If the development of public services in reality is based upon needs, especially the “ unknown “ ones which are not yet formulated, recognized or understood </li></ul>

Recent systems design research <ul><li>“ Ddesigning for others” </li></ul><ul><li>“ Expert designing with users” </li></ul><ul><li>“ Designing within” </li></ul><ul><li>The “designing within” approach fulfils the criteria of authenticity, sustainability, responsiveness, uniqueness, personal development and organizational learning, and the ethics of design </li></ul>

The user-designer <ul><li>It is the users, the people in the system, who are the experts when it comes to the design of social and societal systems of all kinds </li></ul><ul><li>The question of “unknown” needs can be answered </li></ul><ul><li>self-determination and in empowering ourselves to design our own systems </li></ul>
  10. 10. The designing community <ul><li>It is composed of three groups of stakeholders collectively, i.e., those who serve the system, those who are served by it and affected by it </li></ul>

The design culture <ul><li>There has to be a development of individual and collective capability to acquire a design culture that becomes a shared pattern of behaviour in the communities and in the end also throughout the entire society </li></ul><ul><li>It incorporates design literacy, as well as design competence </li></ul>

A design culture integrates <ul><li>(1) special ways of thinking and knowing </li></ul><ul><li>(2) concepts and principles that constitute design inquiry </li></ul><ul><li>(3) methods and means which incorporate creativity </li></ul><ul><li>(4) the “language“ of design and modelling </li></ul><ul><li>(5) conversation and consensus building </li></ul>

A possible way forward <ul><li>Empirical studies of Banathy’s ideas to fully apply Social Systems Design to the design and development process of local public e-Services </li></ul><ul><li>Building a design culture in a society is a process of enculturation through learning </li></ul><ul><li>The designing community should have userfriendly, design-learning resources available which would be developed by the design professionals </li></ul>
