    • • India’s Finance Minister P Chidambarampresented the Union Budget 2013-14 inParliament on February 28, 2013
    • MEANING• A budget is a quantitative expression of a planfor a defined period of time.• It may include planned sales volumes andrevenues, resource quantities, costs andexpenses, assets, liabilities and cash flows.• It expresses strategic plans of business units,organisations, activities or events in measurableterms.
    • FISCAL DEFICIT• A new fiscal consolidation path with fiscaldeficit at5.3 per cent of GDP this year and4.8 per cent of GDP in 2013-14announced by the Government.
    • SC, ST, Women and Children• Rs 97,134 crore allocated for programmesrelating to women and rs77,236 croreallocated for programmes relating tochildren.
    • Health and Education• Rs 37,330 crore allocated to the Ministryof Health & Family Welfare.• New National Health Mission will get anallocation of rs21,239 crore.• Rs 4,727 crore for medical education,training and research.
    • ICDS• Rs17,700 crore allocated for ICDS in2013-14 representing an increase of 11.7per cent over 2012-13.• Allocation of rs300 crore in 2013-14 for amulti-sectoral programme aimed atovercoming maternal and childmalnutrition. Programme to beimplemented in100 districts during 2013-14 to be scaled to cover 200 districts theyear after.
    • Drinking Water• Rs 15,260 crore allocated to Ministry ofDrinking Water and Sanitation.• Rs 1,400 crore provided for setting-up ofwater purification plants in 2000 arsenic-and 12000 fluoride-affected ruralhabitations.
    • AGRICULTURE• Average annual growth rate of agricultureand allied sector was 3.6% during XI Planagainst 2.5% and 2.4% in IX and X plansrespectively.• Rs 27,049 crore allocated to Ministry ofAgriculture, an increase of 22% over theRE of current year.
    • Road Construction• A regulatory authority for road sector.• 3000 kms of road projects in Gujarat,Madhya Pradesh, Maharashtra, Rajasthanand Uttar Pradesh will be awarded in thefirst six months of 2013-14.
    • Leh-Kargil Transmission Line• Government to construct a transmissionsystem from Srinagar to Leh at a cost ofrs1,840 crore.
    • Textiles• Technology Upgradation Fund Scheme(TUFS) to continue in 12th Plan with aninvestment target of rs1,51,000 crore.• Scheme of Fund for Regeneration ofTraditional Industries (SFURTI) extendedto 800 clusters during the 12th Plan.
    • Defence• Allocation for Defence increased to rs2,03,672 crore including rs86,741 crore forcapital expenditure.• Constraints not to come in the way ofproviding any addition requirement for thesecurity of nation.
    • Broadcasting• Government proposes to expand privateFM radio services to 294 more cities.About 839 new FM radio channels will beauctioned in 2013-14 and, after theauction, all cities having a population ofmore than 100,000 will be covered byprivate FM radio services
    • JNNURM• Rs 14,873 crore for JNNURM in BE 13-14as against RE of rs7,383 crore. Out of this,a significant portion will be used to supportthe purchase of upto 10,000 buses,especially by the hill States
