Got Talent show, games, rides, entertainment, food and beverage there was so much to offer, so much fun and what more could one say except “WOW” when the fireworks capped off a perfect day.

7. This is my first chance to greet you here in the pages of the In The Zone magazine and to tell you
how glad I and my family are to now be members of the Area I community. It’s a region known for
its fresh air, great hiking and for the varied array of recreational opportunities our Soldiers, civilians
and family members enjoy both on-post and off. My family and I are not new to Korea, by the way.
We’ve lived for the past year in Seoul; my wife and children continue to live in Yongsan.
I’m also glad we have In The Zone magazine as one of the several ways our garrison
communicates with our Area I family. It affords you a monthly breakdown of the rich variety of
recreational and other leisure opportunities we maintain for our community members, and in
doing so it goes a long way to contributing to our community’s resiliency. The latest on our fitness
centers, libraries, our BOSS activities, our many services for youngsters, as well as bus schedules,
worship schedules, sporting events and where you can get a nice spicy chicken sandwich – all are
brought together for you in the colorful pages of In The Zone.
This is also a good moment for me to tell you three important things about the major changes
ahead for Area I, changes that will affect all members of our community in the coming weeks,
months and beyond.
You’ve no doubt heard that the Soldiers of the 2nd Infantry Division will eventually move to a new
home south of Seoul. That’s part of a plan between the Republic of Korea and the United States to
gradually consolidate U.S. forces into two regional hubs: USAG Humphreys in Pyeongtaek and USAG
Daegu in the southeast of the peninsula.
With all that will come big changes for us.
Command sponsorship in Area I is phasing out. The Casey Elementary School closes its doors in
June 2015. And we’ll reduce or end altogether many of the family-oriented services and programs
that we’ve grown in recent years.
With such changes on the way, our Area I community faces challenges and decisions. This is
especially so for those with families.

POLICY ON YOUTH USE OF USAG-RC
AND AREA I FITNESS CENTERS
This policy is in accordance with AR 215-1, 8-20, d, and will be strictly enforced throughout the USAG
Red Cloud and Area I community. All community members and users of the Fitness Centers are
expected to comply. Patrons who violate any part of this policy will be asked to leave the facility.
All participants are expected to conduct themselves in a responsible and prudent manner at all times in
accordance with facility rules and regulations. Youth may use adult indoor physical fitness centers only
under the following provisions:
- Soldier programs must not be displaced.
- Children 12 years old and under may not use mechanical cardiovascular equipment or strength,
sauna, steam rooms or Jacuzzi areas at any time.
- As a Family member, children and youth (15 years old and under), not otherwise prohibited in
paragraph 8–20d (2), must be actively participating in the same activity and under the direct
supervision of a parent or guardian.
- Youth must be a participant in a special program, organized and conducted by CYSS, schools, or
other authorized youth organizations.
- Children of kindergarten age and older will use gender-appropriate showers, lockerrooms, and
bathrooms.
So, here are three key things about how we plan to manage this transition.
• Our priority remains to give you, our community members, timely updates on the timetable and
procedures for these changes. We know you need that kind of information – fresh, accurate and official –
and need it as early as possible, so you can make the best possible decisions for yourself and your family.
• As our Area I population decreases, so will the level of our on-post services. But we will apply careful
analysis and practical common sense to manage the pace and scale of those reductions. The aim will be
to keep services as closely matched to the needs of our population as possible, all the way through this
transition.
• We will continue our unflagging focus on our garrison’s mission: robust support for the 2nd Infantry
Division and our other tenant units with everything we can give them as they proceed by stages through
Area I’s big transition.
We’ll use various means to keep you updated on those things, including our Area I Facebook page, In
The Zone, and our quarterly Information Exchange Meetings, among others.
Meanwhile, we’re heading into high summer and all the fun recreational possibilities that go with it. I
wish you an enjoyable – and safe – summer. I look forward to seeing you around Warrior Country, and to
working with you as we make our way together through the important changes ahead.

If you’re looking for an opportunity to get creative, learn a new skill or simply want to enjoy an afternoon
learning how to make something unique, then you need to check out the Camp Casey Arts, Crafts and
Framing Center located in the Camp Casey Community Activity Center.
The center is open to all USFK cardholders, including families and authorized guests. The newest addition
to the center is the Frame Shop, operated by Nicole Chavez, who has been helping customers with their
special framing needs for over a decade. She knows how to give your special project that ‘Wow!’ appearance
and is always available to help customers out and answer any questions they may have.
“I really enjoy creating unique orders for clients,” says Chavez. “I like my customers to be happy. Even
if they want a frame that we don’t have in stock, I’ll do my very best to find exactly what they want. I’ll do
everything I can to make it happen,” she says firmly.
The Frame Shop presently has over 20 different styles of frames and matting material available to choose
from, but special orders can easily be accommodated. Chavez is happy to show clients how to make their own
frames, or she can do it for them, no problem.
“Our prices are more than reasonable and we have different types of glass to choose from if that’s that the
customer wants. Some prefer regular glass
for their frames, but we also have non-glare
glass which many customers prefer, although
it’s a bit more expensive. Either way, we have
you covered,” she says with a smile.
The Casey Arts, Crafts and Frame Center offers many other ‘hands on’ classes to choose from, including their
popular ceramic classes where anyone can learn how to create their own masterpieces or glaze bisque ware.
Sayyora Tintera frequents the Center often with her 5 year-old son and enjoys every visit.
“It keeps me busy, keeps him busy and it’s fun,” she says. “He looks forward to it and always asks me when
we’re coming back,” she says with a smile. “I really enjoy spending time with him and we can create nice things at
the same time.”
Natalie Lee is another frequent patron of the Arts, Crafts and Frame Center, who spends time there with her
daughter attending ceramics classes and just having fun.
“We just started coming here a few weeks ago and my daughter really likes it. She’s really good at it, but we’re
going to try some of the other classes they have available too,” she says. Lee says she is proud of her daughter’s
newly acquired skill and is happy that the Center offers a variety of specialty classes.
The Center offers Soldiers and family members, as well as all USFK cardholders, a variety of classes in plastic
model building, pewter-casting, scrapbook-making and traditional paper crafts known as ‘Hanji’ crafts, to name a
few.

Volunteer of the Month
MS. Sabie Toussaint Despeignes
American Red Cross
Ms. Sabie Toussaint-Despeignes has been an American Red Cross
volunteer since March 2014. She joined the organization eager
to help out in any way possible, starting with administrative office
duties twice a week and compiling a total of more than 70 volunteer
hours thus far. She developed an interest in helping with Red Cross
emergency communications and successfully completed training to
become a Service to the Armed Forces (SAF) Caseworker. While
undertaking this volunteer position, Ms. Toussaint-Despeignes was
instrumental in ensuring soldiers and civilians in Area I received
Red Cross message services in a timely and efficient manner. She
connected with those who received Red Cross messages initiating/
delivering messages, following up with soldiers and civilians, assisting
with financial aid, providing information/referrals, and processing Red
Cross surveys.
In addition to being a fantastic volunteer caseworker, Ms.
Toussaint-Despeignes epitomized positive customer service with a
friendly voice and welcoming smile, whenever greeting clients at the
Red Cross Office located at Camp Casey. She conducts outreach by
participating in monthly “Get to Know Us” tables at the PX, helping soldiers, civilians and family members sign
up for classes, providing info on how to volunteer, and informing the community about upcoming events. She is
proactive in maintaining data logs for briefings, cases, orientations and events; inputting information utilized for
monthly and annual reports, locally and by National Headquarters (NHQ).
Ms. Toussaint-Despeignes is a prior military member who served in the U.S. Navy, a proud Army spouse, and
a regular volunteer for Army Community Services. Her dedication to serving the military as a volunteer has
continued through her tremendous work with the Red Cross and Area I community.
Congratulations to Ms. Toussaint-Despeignes for being selected “Volunteer of the Month” for August 2014.
Exceptional Family Member Program
What is EFMP?
The Exceptional Family Member Program is a mandatory enrollment program that works with other Military
and Civilian agencies to provide comprehensive and coordinated personnel services, medical, educational,
housing and community support to Families with special needs.
Who is an exceptional Family member?
An exceptional family member is a Family member (child or adult) with any physical, emotional developmental
or intellectual disability that requires special treatment, therapy, education, training or counseling.
What are the Benefits of EFMP?
Enrollment in EFMP allows assignment managers at the Army personnel agencies to consider the documented
medical and special education needs of exceptional Family members in the assignment process. Whenever
possible, Soldier’s are assigned to areas where these special needs can be met. This will depend on a valid
personnel requirement for the Soldier’s grade specialty and eligibility for the tour. All Soldiers are still eligible for
worldwide assignments.

Class Descriptions
COMMUNITY NEWCOMER’S ORIENTATION – Provides
newly-arrived civilian employees and all spouses information
on: common legal issues such as Ration Control and Black
Marketing, SOFA Stamp and visa requirements, Non-
Combatant Evacuation Operation (NEO), installation support
facilities including Medical & TRI-CARE, Army Substance
Abuse Program, American Red Cross, ACS, Korean culture and
customs, and culture shock. This includes a “Get Smart” Public
Transportation/Subway Class to Uijeongbu.
IMMIGRATION YANGJU TRANSPORTATION – Free monthly
bus transportation to the Yangju Immigration Office for NEW
COMERS and authorized community members requiring
SOFA/VISA assistance/ renewal.
SMOOTH MOVE – Soldier preparing for a PCS will gain
information on transportation, finance, transitioning and their
next duty station by attending this workshop.
CONVERSATIONAL ENGLISH (ESL) – Classes give non-English
speaking Family members the opportunity to increase their
knowledge of the language through practical application and
practice.
FIRST TERM SOLDIER TRAINING – This important class covers
budgeting and basic money management, saving, credit,
insurance, and other financial topics. This class is mandatory
for all first term soldiers. This training is also available online at
www.myarmyonesource.com.
BANKING & CHECKING ACCUNTS – This course of instruction
will cover that in general, we set up a Checking Account, put
money into it and use checks and debit cards to pay bills or buy
things. Operating a checking account is fairly easy unless you do
not follow the bank’s rules and that is where the Soldier can find
themselves in a lot of trouble. Hopefully, this course will help
preventing any of these things from happening.
THRIFT SAVINGS PLAN (TSP) – This lesson focuses on the
Thrift Savings Plan as the Soldier prepares for his Retirement
Years. This instruction will point out the importance of starting
your TSP as soon as possible to have enough money to retire on
when it is retirement time.
PARENTING A TEEN – Parenting children is hard enough,
and the teen years can be challenging. Discuss issues around
teenagers and how to work with them, without confrontation.

COUPLES COMMUNICATION – Did he/she just say that? Why
doesn’t my partner hear what I’m saying? He/She never listens
to me! Learn some tips on how to be “heard” and “hear” your
partner, for better understanding of what is trying to be said.
PARENTING EDUCATION (3+) – Sometimes we don’t know
what to do with our kids’ behaviors. Learn some positive ways
to discipline children with natural consequences, not negative
punishment.
ANGER MANAGEMENT – Anger is a normal emotion. It is
what we do with our anger that can cause issues. This class will
give you some skills in how to deal with our anger and turn it
around so anger can motivate us to do something positive and
not just react.

for adrenaline junkies of all ages. Other featured activities
include shopping malls, a Korean Folk Museum, Sports

Competition involves Half Court Shots, 3-Point Shooting
and 5 on 5 team competition. 1st place winner will receive
$150 towards their Unit fund. The unit that sends the most
number of participants will earn additional Commander’s

event. Tournament setup will be a bracket play on each

Bulgogi is one of Korea's most popular beef dishes that is made from thinly sliced sirloin or another prime cut of beef (rib eye).
It is usually marinated in a mixture of soy sauce, sesame oil, black pepper, garlic, onions, ginger, and sugar for two to four hours to
enhance the flavor and its tenderization. Bulgogi is traditionally grilled but broiling or pan-cooking is common as well. Whole cloves
of garlic, sliced onions, and chopped green peppers are often grilled or cooked at the same time. It is often served to non-Koreans as
a first taste of Korean cuisine.
Korean 101: Bul is the Korean word for fire and gogi is meat, therefore, it translates into fire meat. However, it's not quite spicy in
taste but somewhat on the sweet side.
• 1 lb thinly sliced beef (sirloin or rib eye)
• 5 tbsp sugar
• ½ cup soy sauce
• 2 buds finely chopped garlic
(can be crushed but remove buds before serving)
• 1 ¼ tsp salt
• 5 tbsp Mirin (sweet sake, optional)
• 2 tbsp sesame oil
• 2 tbsp toasted sesame seeds
• 1 cup split green onions
• 2 cups thinly sliced carrots (optional)
Cooking Directions
1. Mix all ingredients except carrots. Marinate in refrigerator for at least 2 hours.
2. Cook over medium high heat until meat is just short of desired completion.
3. Add carrots and cook for an additional 3 minutes.
4. Serve with rice.
