  19. 19. ‘Global Change and the Worlds Mountains’ Perth, Scotland, 26-30 September 2010Challenges during the elaboration process • Different working modes of expert teams from Kyrgyzstan and Tajikistan. • Finding a common language between stakeholders from different levels • Negotiations between Kyrgyz and Tajik interests and perspectives were required most at the district and national levels and not at the local level.
