    Would this law/rule also apply to any rescue as well as a kennel facility operated by a rescue that pull from the shelters and how would one bring this to the attention of the proper people with a complaint if you do not have photos. just people who have seen it and have been threaten with firing and/or permanent removal from the kennel if anyone talked to anyone or animal control when they showed up to inspect ( We were told by the person who has the kennel license, that when animal control showed up only she talks to them, we were not to)
