  • mas Asri Umar, saya kok malah melihat sebenarnya remunerasi saat ini belum feasible, bahkan secara pribadi saya punya gagasan agar kementerian/lembaga yg sudah menerima remunerasi dihentikan, kalau perlu suruh mengembalikan kepada negara. Remunerasi hanya layak dibayarkan jika ada reformasi total terhadap sistem keuangan dan pembelanjaan anggaran negara. Konkritnya, sistem honorarium harus dihapus, perjalanan dinas harus dipangkas minimal 50%, usulan kegiatan harus diseleksi ulang dan dijamin ada outcomes yg terukur. Jika tidak, usulan harus dicoret. Nah, efisiensi dari penghapusan honor, penghematan kegiatan dan pemangkasan perjalanan dinas inilah yg boleh dipakai untuk membayar remunerasi.

    • 2010–2014PNS yg pensiun mencapai 2,5 juta orang. Saat ini 2,43 juta orang. Jadi,2015 jumlah pensiunanPNS akan mencapai 4,9 juta orang >jumlah total PNS 2011.
    • Pembayaran pensiun2010 berjumlah Rp39 triliun. 2015 beban fiskal manfaat pensiun mencapai Rp85-90 triliun, atau hampir ½ dana belanja pegawai yang tersedia.
  • BUDGETING REFORM
    • Bebanpembayaran PENSIUN DINI:
    • Denganasumsibahwapegawaiygtidakproduktifsebesar 60%, danpensiundinidilakukanbertahapterhadap 20% dari total pegawai, makaterdapat 940.000 pegawai yang akandi-PD-kan.
