Record Flags References: MILPERSMAN Article 1306-124Personnel submitting a NAVPERS 1306/7 request to adjust PRD toexpiration of active obligated service (EAOS) with the intent toseparate will have their enlisted master file record flagged. (1) Depending on active duty time remaining, the request may bedisapproved and needs of the Navy orders issued. (2) If a request to match PRD to EAOS is received with no statedreason, it will be considered as intent to separate. 3
  • 4. What Prompts a Record Flag 1306 request to adjust PRD to match EAOS stating intent to separate. Will also flag if request is to match PRD to EAOS with no stated reason in the 1306. 1306 request for early separation. 1306 or message indicating Sailor will separate at EAOS. Message stating Sailor refuses to OBLISERV for orders. Listed on Command PERSMAR message as intent to separate. 4
  • 5. What happens next PERS-40BB flag will be placed on record which prompts the system that Sailor is not eligible for orders issuance. Information is forwarded to BUPERS-32 ECM to remove PTS quota and/or mark Sailor as “SP” (Told to Separate) in Fleet RIDE-PTS . 5
  • 6. Consequences of Record Flag Sailor has no negotiating power. Issued Needs of the Navy Orders if Sailor has 12 months or more time remaining between PRD and EAOS. (In certain cases, orders may be issued to an immediate deployer with less than 12 months until EAOS.) 6
  • 7. Requirements for Flag Removal Sailor submits a 1306 requesting to remove record flag. Detailer will staff to PERS-40BB for review. PERS-40BB will staff to BUPERS-32 for concurrence. PERS-40BB will make final decision and inform rating detailer of approval/disapproval. 7
  • 8. Summary Requests for flag removal will not normally be approved unless the Sailor has a critical NEC or is an undermanned rating as determined by BUPERS-32. Counsel your Sailors regarding their decision to separate. If the Sailor is unsure, it’s best to list Sailor’s career intentions on PERSMARs as “Unknown” vice “Intent to Separate”.
