  • Total numbers of boards conducted by Pers-480 approximately 100-115 depending on breakdown involving roughly 50,000 eligible officers per year.
  • Notification of selection board membership typically takes place 30 to 45 days before the selection board convenes. Applicants not selected as board members are not informed of their non-selection until the board convenes due to the high number of board members that cannot fulfill their obligations and must be replaced.
  • Administrative action to withhold or withdraw may not be directed as punishment or used as an alternative action to the proper disposition of misconduct

Post Selection Board Screening Process for Enlisted Boards <ul><li>Withhold versus Withdrawal (BUPERSINST 1430.16F, paragraph 721) </li></ul><ul><ul><li>Withhold </li></ul></ul><ul><ul><ul><li>In addition to Holds generated from Post-Board Screening, the CO/OIC can WITHHOLD (or delay) an advancement up to the cycle limiting date. </li></ul></ul></ul><ul><ul><ul><li>WITHHOLD can become permanent. </li></ul></ul></ul><ul><ul><li>Withdraw </li></ul></ul><ul><ul><ul><li>CO/OICs may WITHDRAW a recommendation for advancement at any time the member no longer qualifies. </li></ul></ul></ul><ul><ul><ul><li>WITHDRAWAL is a permanent action for that cycle. </li></ul></ul></ul><ul><ul><ul><li>Must be done prior to the cycle limiting date. </li></ul></ul></ul>

MPM 1910-156 Unsatisfactory Performance (Post - April 2010) <ul><li>Reasons for separation: </li></ul><ul><li>Loss of Security Clearance </li></ul><ul><li>Receipt of an EVAL with one or more 1.0 mark(s) in any performance trait. </li></ul><ul><li>Overall 2.49 cumulative PMA for two consecutive evals. </li></ul><ul><li>Promotion recommendation less than promotable with no improvement for two consecutive cycles. </li></ul><ul><li>Loss of NEC Code for other than medical reasons. </li></ul><ul><li>Receiving orders and subsequently failing formal training required. </li></ul><ul><li>Sailors who lose their ability to carry or handle weapons due to the Lautenberg Amendment. </li></ul><ul><li>* Counseling required for all reasons. </li></ul>
