  • DANTES takes direction from the Office of the Under Secretary of Defense, Military Community &amp; Family Policy through an annual operations plan vetted through the Interservice Voluntary Education Working Group. Through feedback from the Working Group, determinations are made that guide the direction of DANTES programs for the good of each Service. DANTES is a 3 rd Echelon Navy Command and receives the recourses needed to carry out the mission from Department of Navy through the Naval Education and Training Command. 06/28/11
  • In April 2010, Carol Berry became the sixth Director of DANTES. Dr. Berry joined DANTES having previously served as the Southeast Regional Director, Navy College Programs where she supervised sixteen Navy College Offices spread over the southern United States, including services provided to personnel stationed in the Caribbean and South America. Also pictured are heads of each DANTES department or division along with our Deputy Director, Mr. Vince Harmon. 06/28/11
  • Lt. Col. Eurydice Stanley reported April 4, 2011, to DANTES as the new Reserve Component Advisor (RCA). She will act as the voluntary education program spokesperson and assist DoD Reserve personnel and family members achieve personal and professional education goals. The RCA is also a member of the Reserve Component Education Panel (RCEP), consisting of representatives from the seven Reserve components, whose Charter is to enhance awareness of DANTES education opportunities and to focus program efforts that can be most beneficial to the Reserve components. 06/28/11

  • The Military Evaluations Program is managed through the DANTES contract with American Council on Education. Tuition assistance cost avoidance is one of the more apparent benefits of this program. An official transcript endorsing and recommending college credit for military education and training and recognized by the American Council on Education (ACE) increases college credit awarded, enhances opportunities to complete a college degree, and offset tuition assistance costs through increased college and university recognition of military schools and experience for credit. SMART documents ACE recommended college credit for military training and occupational experience. The primary purpose of SMART is to assist service members in obtaining college credit for their military experience. ACE: American Council on Education AARTS: Army/American Council On Education Registry Transcript System provide transcripts of military training and experience to Soldiers and Veterans of the Army, Army National Guard, and US Army Reserve.  AARTS maintains a database of over 4,500,000 Soldier records and fills over 7,000 requests per week SOCAD: “Service member Opportunity College- Army Degrees.” It consists of a select group of about 122 of the more than 1,600 SOC colleges. They evaluate your past learning experiences 06/28/11
  • SOC is a consortium of higher education associations and institutions that expand and improve voluntary postsecondary education opportunities for Service members worldwide with: - Reasonable transfer of credit - Reduced academic residency - Credit for military training and experience - Credit for nationally-recognized testing programs DANTES manages the SOC “umbrella” or the oversight of each Service’s SOC activity. 06/28/11
  • MIVER was contracted to American Council on Education (ACE) 4 th option year was not exercised so the new contract can take effect of Oct 1, 2011. All MOU schools will be subject to this MIVER-style third party review. Details of the new assessment contract are not yet finalized. MIVER: Military Installation Voluntary Education Review was a project sponsored by the Department of Defense and the Army, Navy, Air Force, and Marine Corps to assess the quality of voluntary education programs at selected military installations and to assist in the improvement of voluntary education programs through appropriate recommendations to institutions, installations, and the military services. 06/28/11

  • The Education Outreach Manager at DANTES explores avenues to expand DANTES program awareness in the VolEd community. Outreach efforts involve interaction with education offices, schools, and other organizations interested in promoting quality education to the military community.   • The primary responsibility of the Outreach Manager is to manage the DoD Worldwide Education Symposium--the most extensive professional development &amp; training event in VolEd. The 2009 event, in Atlanta gathered over 2,500 participants—the majority, employees of DoD. The next symposium is July 23-27, 2012, in Las Vegas, NV and the theme will be “Educating the Force—Joint Effort, Joint Success.” Registration will begin this fall--on or around October 1, 2011 06/28/11
  • Through Counselor Support, commercial assessment tools are made available to the field. We provide DISCOVER site licenses to 280 active duty &amp; 56 ANG sites. DISCOVER® is a computer-based career planning system that serves persons from high school through adulthood. Users can identify and build a career plan based on a developmental guidance process. Career planning is facilitated by assessment and career information. DISCOVER features a comprehensive approach to career assessment that integrates work-relevant interests, abilities, and job values. Career information is quickly and easily retrieved through the system’s up-to-date databases and access to appropriate school and occupational Internet sites. 06/28/11

  • DANTES brokers the DoD subscription to the Online Academic Skills Course (OASC) through Peterson’s. The course offers unlimited access, around the clock to all Service Members (active duty, reserves and national guard) &amp; their family members. Plus for all Federal government employees and their family members. At present, 71 available lessons in OASC Each student takes a pre-test to determine customized learning path of lessons they need to take (A great compliment to OASC is the DoD library resource “Tutor.com.” ) Find links to OASC at the Web locations listed here. NOTE: Active Duty Army – must first register via their Army Education Centers before logging into OASC the first time, and Army active duty personnel will enter OASC via a separate URL (http://www.petersons.com/skillscourse) Army is the only branch utilizing this service via facilitated classroom. Each service may assign administrative access for the OASC reporting – this may be done via each education center or central location, or classroom facilitator. 06/28/11

  • By far, the most familiar of nearly a dozen DANTES programs is Academic Testing. DSST: DANTES Subject Standardized Tests , reflecting the DSST&apos;s origins in the United States Department of Defense &apos;s Defense Activity for Non-Traditional Education Support (DANTES) program. DSST&apos;s are credit-by-examination tests designed to allow a student to demonstrate proficiency in an area of study normally taught at a college or university. Tests are available in 38 college subject areas. These tests are frequently used in conjunction with CLEP ( College Level Examination Program ) tests by students pursuing college degrees in non-traditional formats. Whereas CLEP tests are almost exclusively used for lower level credit at regionally accredited institutions, DSST&apos;s are available for both upper and lower level credit. CLEP: College-Level Examination Program (CLEP) and DSST exams give students the opportunity to receive college credit for information acquired through independent or prior study, on-the-job training, professional development, or internships.  Credit is awarded by earning qualifying scores on any of the 35 computerized CLEP exams or 37 DSST tests.  06/28/11
  • Here we see testing demographics across Services and by test type. About 150,000 DANTES-sponsored examinations are administered at over 530 military installations each year. Effective on December 11, 2010, re-tests were no longer be funded by DANTES which creates a savings to the Government of about $1M per year. Pass rates have shown an increase this year, which may be attributed, at least in part, to the new policy. 06/28/11

To be certified to teach in most U.S. states, one must earn qualifying scores on the Praxis ACT: American College Testing is a standardized test for high school achievement and college admissions in the United States SAT: Scholastic Aptitude Test or Scholastic Assessment Test is a standardized test for college admissions in the United States 06/28/11
  • As pointed out previously, TCO training has recently been streamlined. The online course is mandatory for all first-time TCOs or ATCOs. Veteran TCOs –those who have done the job before—may still be trained under the supervision of the out-going TCO if their command approves, or they may be enrolled in the online TCO Web-based training. 06/28/11
  • The on-base National Test Center is quickly becoming the preferred and most efficient delivery mode for electronic delivery of academic exams. Only 16 paper-based DSST exams are now available. Eventually, exams will move to 100% CBT. When this occurs DANTES hopes we will be able to test Service members with no out-of-pocket expenses at any CONUS National Test Center. 06/28/11
  • This slide illustrates the dramatic growth seen in establishing on-base NTCs since FY04. NTCs currently provide the eCBT, DSST, and Excelsior College exams. Providing paper-based testing is becoming more and more challenging. Only 14 of 33 CLEPs are available in paper format &amp; only 16 of 38 DSSTs. Using an on-base NTC creates efficiencies by eliminating much of the administrative burdens faced by military education office test centers. Schools interested in serving as an on-base NTC should contact the Academic Exams Dept. at DANTES for more information. 06/28/11

  • [Navy $] The resource icon identifies a credential that has been approved for Navy funding via a pre-paid voucher or pre-approved reimbursement. The voucher covers the cost of the examination, re-certification, or maintenance fee. [G$I] You can receive reimbursement for licensing and certification tests you take on or after March 1, 2001. (MGIB-AD, VEAP &amp; DEA beneficiaries only.) Effective January 6, 2006 MGIB-SR &amp; REAP participants became eligible for this program. These tests must be specifically approved for the G.I. Bill. There is no limit to the number of test you may take, or number of times you may take the same test. However, your entitlement is charged proportionate to the cost of the test compared to your full-time monthly payment rate. [DANTES] The exam for this credential is offered on or near a military installations through DANTES 06/28/11

  • The DoD Voluntary Education Partnership MOU is separate from an “installation MOU” that an institution may have if they are currently operating on an installation or military base. Installation MOU contains ‘installation-unique’ requirements. The installation MOU cannot conflict with the DoD Voluntary Education Partnership MOU and governing regulations. If an institution has questions concerning their installation MOU, they should use the installation chain of command, to obtain an answer.
