  • 3. PURPOSE OF PERFORM TO SERVE
    • Manage rating manpower
    • Promote advancement opportunities
    • Streamline the conversion process
    • Screen qualified Sailors
    • Better Shape the Navy’s manning to better meet mission requirements
    • And the most important: Put the Right Sailor in the Right Job at the Right Time!!!
  • 4. WHEN DO WE NEED TO BEGIN TO TALK TO SAILORS ABOUT PTS?
  • 5. WHO IS AFFECTED?
    • All Sailors in Zone A-C, including 5/6 YO’s
    • For SELRES Option, Zone A is 0-8
    • Zone B is 8-14
    • NCS Sailors only require PTS if approved for a 24 month extension of active duty, and their application timeframe will follow the same as regular Navy.
  • 6. Who Is Not Affected?
    • Any Sailor not recommended for retention by their Commanding Officer
    • Any Sailor who does not have 2 regular evaluations that rate them promotable
    • Any Sailor who is advanced to Chief Petty Officer or above in Zone A-C
  • 7. CAREER DEVELOPMENT BOARD TIMELINE FOR EAOS/PRD PTS
    • Sailors should receive their CDB for PTS 18 months before their EAOS/PRD. During this CDB, the Sailor should be briefed about conversion opportunities, and if necessary (desired) the Sailor has time to retake their ASVAB before their application is made 15 months out.
  • 8. Application Timeline (EAOS/PRD) 6 Months From EAOS 12 Months From EAOS Applications will be reviewed from 12 months prior to EAOS up until 6 months prior (or until a quota is granted) Whichever Occurs First Sailors not assigned A Quota by 6mos Prior to EAOS Will be Separated at EAOS 9 Months From EAOS Normal Application Period (15-12 ) Mos Prior to EAOS 15 Months From EAOS All Applications Received Less than 6 months from EAOS Will receive only (1) Look EAOS
    • Early Application Exceptions :
    • All personnel who require OBLISERV for Orders may submit applications >15 mos.(ex.. PRD Prior to EAOS)
    • All Personnel Eligible for STAR Reenlistments or Eligible to reenlist greater than 12 months from EAOS.
  • 9. FULL TIME SUPPORT ADDITION TO PERFORM TO SERVE
    • SAILORS CAN APPLY AND RECEIVE QUOTAS FOR BOTH ACTIVE DUTY AND RESERVE COMPONENTS
    • SELRES APPLICATION PROCEDURES
      • 12 MONTHS FROM EAOS (AS EXTENDED)
      • GREATER THAN 3 MONTHS TIL THE SAILOR’S EAOS (AS EXTENDED)
  • 10. Who Is Not Eligible for PTS (SELRES Option)
    • Same reasons set forth in PTS program OR
      • EAOS LESS 3 MONTHS
      • SAILOR THAT HAS AN EXTENSION GREATER THAN 12 MONTHS
  • 11. APPLICATION PROCESS
    • Applications for Sailors must be submitted to NPC no later than the last Friday of each month.
    • CO’s, XO’s, OIC’s or designated Command Representative will have access to the PTS website for entry, inquiries and approvals of all PTS matters.
  • 12. ENTERING PTS APPLICATIONS
    • BUPERS website:
        • http://www.npc.navy.mil/
        • Career Info dropdown, then Perform to Serve
        • APPLICATIONS CAN ALSO BE MADE THROUGH NC ISIC AND VIA NAVAL MESSAGE AS NECESSARY.
  • 13. PTS PROCESSING
    • NPC’s normal processing of PTS applications begins 12 months prior to EAOS/PRD
      • Sailors applying who apply for Special Programs can be submitted up to 24 months before EAOS, and Sailors begin to get their looks the month following package submission.
  • 14. PROCESSING CONTINUED
    • * Applicants will be compared with their peer group
      • Applicants will be compared each month from 12 to 6 months prior to EAOS/PRD for reenlistment in rate/active conversions.
      • Applicants will be compared each month from 12 to 3 mos prior to EAOS for SELRES Option
      • Applicant will be compared no more than 6 times for active quota, up to nine for SELRES.
      • Applications submitted less than 6 months prior to EAOS/PRD will receive one review for active quota, and until their third month out for SELRES.
      • Applications submitted on the last month of their EAOS for active quota will only be looked at once
  • 15. PTS Processing cont.
    • Sailors in CREO group 2/3 should provide 3 rating conversion choices based on the most current CARMAT (Career Opportunities Matrix.
      • Rating request must be in CREO 1 or 2
      • Member must be fully qualified for the ratings they are selecting
      • Retesting of ASVAB test may be required prior to submission of PTS
  • 16. PTS APPROVAL PROCESS
    • Monthly reenlistment quotas for each rate assigned by Enlisted Community Managers
    • Each month applicants will be compared with their peers and scored by the following:
      • CO’s recommendation for reenlistment
      • CO’s recommendation for advancement
      • Applicants who have been selected for advancement
      • Applicants who PNA’D the last exam
      • Applicants who possess a critical NEC IAW the most current CREO/REGA message
      • Promotion recommendation on their last 2 REGULAR periodic evals.
  • 17. PTS APPROVAL PROCESS cont.
    • Based on results of the PTS comparison the applicant will be considered for the following:
      • Retention in rate or conversion for a qualified rate provided the applicant provided 3 other rating choices
      • Retention as SELRES or conversion for a qualified rate in the SELRES, providing the applicant made 3 other rating choices.
      • Applicant will be placed back into the system for next months PTS comparison from their 12 month to 6 month application period prior to EAOS/PRD for Active (3 mos from EAOS for SELRES)
      • Applicant not selected and has maximized the number of PTS comparisons (6 total) will be separated from the Navy
      • PTS Notification will be sent via Navy Message to each command during the second week of each month
  • 18. UPON APPROVAL
    • When a Sailor receives PTS approval, they must sign a Page 13 within 30 days of release of their approval message to secure their reservation. The Page 13 will be transmitted via NSIPS and filed in the Field Service Record. The Page 13 will read as follows:
    • (1) I accept the reservation quota for in-rate reenlistment and will acquire the required OBLISERVE prior to my EAOS
    • OR
    • (2) I accept the reservation quota for conversion to approved rating and will acquire the required OBLISERV prior to my EAOS.
  • 19. HOW CAN WE HELP OUR SAILORS?
    • Simply put, NPC will maintain quota control; however we can help our Sailors by:
      • Career Development Boards (CDB’s) are crucial for all Sailors.
      • Academic Skills is a must for the retesting of the ASVAB
      • Leaders have a direct impact on this process based on the Sailors Regular Periodic Evaluation’s
      • Effective in-rate and military requirements training is a must in order to get Sailors prepared to advance via the Navywide Advancement Examination Process
      • Emphasize “Sustained Superior Performance”
      • Positive Leadership can contribute to keeping Sailors motivated in personal and professional growth.
  • 20. WHAT CAN YOU DO?
    • Monitor CREO / REGA Messages
    • Take a hands-on approach to making sure Career Development Boards are happening for all personnel reaching their PTS window
      • Review ASVAB scores for all First Term Sailors, especially those in CREO 3 and 2 ratings, upon check-in. Make sure this is a point of discussion at their Reporting CDB.
      • - Identify eligibility for Rate Conversions (to CREO 1 or 2 Rates)
    • Re-Test (ASVAB) to qualify for more rate conversions, if necessary
    • Ensure each Sailor has an Individual Career Development Plan!
  • 21.
    • CCC’s must contact PTS Desk when a GENDET is selected for a rate off the exam or other wise rated.
    • Commands are failing to put Sailors into PTS because they are planning to separate. Sailors must be put into PTS regardless of their intentions – YOU WOULD BE SURPRISED AT HOW MANY SAILORS COME IN OFF OF TERMINAL LEAVE DESIRING TO REENLIST.
    • Applications must be submitted within 12 mos of PRD or 12-15 months prior to EAOS whichever is sooner.
    • A monthly review must be done for all personnel that have chosen conversion choices. Conversion quotas are updated monthly on the website.
    PTS POINTS TO PONDER
  • 22.
    • When advancement results are published CCCs must update all applications for those Sailors who are frocked to next paygrade. For those commands with GENDETS that are authorized designation from Navy Wide Exams, CCCs must contact PTS desk to have records updated.
    • CCCs must review the conversion quotas listed on the PTS website each month and update all applications based on the current available quotas.

  • 23.
    • If member doesn’t qualify for any rates listed on the conversions list, Sailor must retake the ASVAB.
    • Ensure Sailors understand that once they are selected for conversion to a rate through PTS the decision is final…..don’t ask for a rate you don’t want. Quotas are limited and this could cause other Sailors to miss out on an opportunity to convert and be separated.
    • Ensure that Sailors are fully qualified for conversion rates they are requesting. If a Sailor is disqualified due to ASVAB they have missed out on a look in PTS and have taken away a billet for someone else.

  • 24.
    • When a Sailor takes a new ASVAB Test it is vital that the new scores be updated on their application. These are the scores that the ECM will use to qualify the member.
    • GENDETS must have conversion choices on their applications…there is no exception to this.
    • Do not submit a 1306 for any member currently in PTS.
    • First Term Sailors are not SRB eligible unless they have approval to reenlist via Perform To Serve.

  • 25. COMMON QUESTIONS
    • If a Sailor is approved for active In Rate or Conversion, can they still compete for a SELRES Quota?
    • PTS (Active) and PTS (Selres) are two different applications. They can continue to compete for SELRES until they are 3 mos from EAOS.
  • 26. What about GENDET/PACT?
    • Effective 01 Oct, PACT/GENDETs are no longer authorized to submit PTS applications. They must utilize REGA option in Fleet Ride to request A school assignments, NWAE, Direct Designation and Change of Career Path options.
    • The only exception is for those that are currently in their PTS window.
  • 27. What about Sailors who change their mind?
    • If a Sailor is set on separating and wants nothing to do with the Navy or the Reserves, but decides on terminal leave they want to affiliate, what can I do?
    • If they have passed their 3 mos from EAOS window, they can speak with a USNR recruiter.
