    • FUNDED BY IMPLEMENTED BYWhere does the tool need improvements?Well elaborated & applicable to large range of different programmes, but tool should: Show the change (within & between the COI > include year-wise and accumulateddata) Measurement period needs to be defined (year, phase, programme, sectorinvolvement) How to stimulate national Government authorities to contribute to assessment? Referencing (to assess scale & systemic change) is a lot of guesswork and based onusually imperfect national data sources Challenging to measure scale at outcome level Scale: measure also the outreach of institutions How to defined sustained employment? How to measure in-kind income? SDC’s ‘share’ of outcome in multiple donor programmes? Communication of low scale percentages(EF: < 1% of target group!) to wider stakeholders? Value for money (e.g. per capita cost; cost-benefit analysis):Do we need a fifth COI?Join usthisThursday inthe COI workinggroup
