Azadian et publié dans The Armenin Mirror-Spectator en date du 8 mars 2014 Les récents développements poli- tiques en Arménie ont été éclipsés par les événements en Ukraine, qui à leur tour vont certainement avoir un impact sur les relations avec la Russie « l’étranger proche ». L’Arménie, se situant dans cet « étranger proche », ne va certainement pas être à l’abri des retombées de cette impasse politique. Tout au long de cette agitation créée par les événements ukrainiens, l’Arménie a commémoré les événe- ments qui ont suivi l’élection du prési- dent Serge Sargissian, le 1er mars 2008, et qui ont fait 10 victimes. Pour marquer cet évènement, le Congrès national arménien a organisé un rassemblement, avec un nombre tou- jours plus restreint de participants, où le premier président de la république, Levon Ter-Petrossian, a prononcé un interminable discours. Personne ne doute de l’éloquence de Ter- Petrossian. Son esprit d’analyse est précis, son éloquence est équilibrée et efficace et son charisme reste intact. Son discours sur l’analyse politique est digne d’être entendu et disséqué. Les gens continuent à l’écouter plus que n’importe quel autre politicien. Mais le Congrès national arménien, qu’il a fondé, a été réduit de moitié au cours des dernières élections législa- tives. Les membres de son groupe d’opposition sont pour la plupart des novices impétueux et personne n’a son sens politique ni son éloquence pour le remplacer. La plupart sont des opposants qui représentent un œil au beurre noir à la face de son parti. Si le mouvement avait pu recruter des membres de la trempe de Ter- Petrossian, l’opposition aurait pu avoir plus de pouvoir dans la vie politique de la République d’Arménie. Faute de fidélité ou d’une plate-forme cohérente au lieu d’être une simple opposition, la plupart de ses membres ont quitté le navire lorsque le mouvement a subi des pertes - et le premier à déserter a été l’ancien ministre des Affaires étrangères de Ter-Petrossian, Alex Arzoumanian, qui a formé plus tard son propre parti libéral démocrate. Dans son long discours, Ter- Petrossian a analysé la situation poli- tique en Arménie. Il a longuement insisté sur les événements de 2008 ainsi que le massacre choquant du Parlement en 1997, qui n’a pas encore fait l’objet d’enquêtes et dont les auteurs n’ont pas encore été traduits en justice. Le premier président aurait pu atteindre un public plus large s’il avait inclus d’autres événements trau- matisants agissant comme des taches sur le visage de l’histoire arménienne moderne, par exemple des assassinats politiques qui ont eu lieu sous sa gou- verne (l’ancien chef du KGB Marius Yuzbashian, l’ancien maire d’Erévan Hampartsoum Galestian, l’écrivain Vartkess Petrossian, pour n’en nom- mer que quelques-uns), ou bien les cas des investisseurs de la diaspora qui ont été ébouillantés ou tués au cours de son administration. Bien sûr, il a eu des mots très durs envers l’administration actuelle pour ne pas avoir répondu aux attentes tant dans l’arène politique nationale qu’étrangère. Ses critiques sont bonnes, si l’on fait abstraction des con- textes dans lesquels ces politiques sont formulées. La pauvreté, le déclin économique et le dépeuplement sont des préoccupations graves sur lesquels l’ancien président s’éternise. Il fustige spécifiquement l’actuel président pour avoir fait demi-tour sur les négocia- tions avec l’Union européenne et avoir adhéré à l’Union douanière avec la Russie. Pourtant, les événements actuels, en et autour, de l’Ukraine expliquent pourquoi l’Arménie n’avait pas d’autre choix que de s’accrocher à la Russie. En se concentrant sur la vie par- lementaire, il a exprimé sa satisfaction que, pour la première fois, le Parlement arménien est devenu un forum sérieux pour des discours poli- tiques graves et crédite la direction, du bout des lèvres, de « merveilleux quatuor » que sont le Congrès national arménien, le Parti de l’Héritage, Arménie prospère et la FRA. Il trouve également des tendances positives dans des mouvements soci- aux qui politisent les questions de pain et de beurre, comme la hausse des tar- ifs d’autobus et le nouveau régime de retraite que le gouvernement a tenté de mettre en œuvre. Bien sûr, sa conclusion finale est que Serge Sargissian doit démissionner pour mettre fin à sa « kleptocratie oli- garchique. » Comme il le dit « C’est sa seule issue honorable. » Ter-Petrossian n’est pas le seul homme politique prônant un change- ment de régime. D’importants seg- ments de la population croient que leur fortune va prendre un meilleur virage si une nouvelle direction arrive au pouvoir. Mais personne n’est en mesure d’annoncer comment et dans quelles conditions. Certes, le gou- vernement actuel n’a pas réussi à améliorer le bien-être économique de la population. Il n’a surtout pas réussi à trouver une solution viable afin d’enrayer la tendance à l’exode, qui dirige l’Arménie vers l’extinction. Mais tous ces changements sont condition- nés par des facteurs externes, sur lesquels les Arméniens n’ont pas de contrôle. La dépopulation est le résul- tat direct de l’étranglement économique. Si de nouvelles élections avaient lieu en Arménie, ou s’il devait y avoir une prise de contrôle violente du pou- voir, les Turcs et les Azéris ne lèveront pas le blocus. Ils ne se précipiteront pas non plus pour commercer avec l’Arménie . Les oléoducs, le système ferroviaire et les routes sont conçus pour le Caucase et son développement économique, mais par collusion géorgi- enne avec Ankara et Bakou, le tout contourne l’Arménie en l’isolant encore plus économiquement. Les ennemis ne s’attendent pas un changement de régime pour sauver l’Arménie de sa situation économique. Suite à la page 8 L’histoire se répète Signature de l’accord d’Union douanière avec la Russie L’Arménie termine la mise en œuvre d’une « feuille de route » pour rejoindre l’Union douanière dirigée par la Russie dès le mois d’avril, a déclaré le vice-min- istre des Affaires étrangères, Chavarch Kotcharian. Chavarch Kotcharian a déclaré aux journalistes que les autorités arméniennes ont pris toutes les mesures découlant du document et sont prêtes à signer un traité d’adhésion avec la Russie, la Biélorussie et le Kazakhstan au « milieu d’avril au plus tard ». La « feuille de route » de 250 pages a été décidée par les présidents des trois Etats membres de l’Union ainsi que l’Arménie lors d’un sommet à Moscou en décembre dernier. Elle répertorie 262 mesures administratives et législatives concernant 20 domaines de la politique du gouvernement. Au moins 150 de ces mesures devront être prises unilatéralement par la partie arménienne. La plupart d’entre elles sont des amendements qui mettront les lois et règlements arméniens en conformité avec la législation de l’Union douanière. Le parlement de l’Arménie n’a pas encore commencé à en débattre. Le processus d’adhésion nécessite également un accord sur les préférences commerciales recherchées par Erévan. Les derniers espoirs sont qu’au moins de 850 types de produits essentiels importés en Arménie soient exemptés des droits de douane élevés du bloc commercial. L’Arménie envisage d’entreprendre des démarches pour adhérer au plus vite à l’Union douanière et à l’Espace économique uni (Russie-Biélorussie- Kazakhstan), a déclaré le président arménien Serge Sargissian lors d’une con- férence de presse à l’issue des négociations avec son homologue russe Vladimir Poutine. Le chef de l’Etat russe a pour sa part réaffirmé la volonté de Moscou d’aider Erévan dans ce processus. Erévan devait signer un accord d’association avec l’Union européenne lors du sommet de Vilnius les 28 et 29 novembre. Cependant, le 3 septembre dernier, le président Serge Sargissian, en visite à Moscou, a annoncé la décision de son pays d’intégrer l’Union douanière et de prendre part à la création de l’Union économique eurasienne. L’Arménie est prête à contracter presque tous les engagements nécessaires pour adhérer à l’Union douanière réunissant la Russie, la Biélorussie et le Kazakhstan. Lors de l’événement suivi par des étudiants universitaires, l’ambassadeur a parlé de la politique, des traditions, de la politique étrangère de son pays. Il a abordé la situation instable en Ukraine et dans d’autres pays. S’exprimant sur les relations avec l’Azerbaïdjan, Siddiq a déclaré que la Grande-Bretagne a des liens étroits avec l’Azerbaïdjan, en particulier dans les domaines de l’énergie et l’écono- mie : « Nos relations sont excellentes. La Grande-Bretagne est le premier investisseur étranger en Azerbaïdjan. La Grande-Bretagne représente 50 % des investissements. Cela est utile pour l’Azerbaïdjan, mais aussi pour la Grande- Bretagne » a-t-il dit. Selon lui, de nombreux azerbaïdjanais étudient en Grande-Bretagne : « Dans le même temps, beaucoup de touristes azerbaïdjanais visitent la Grande- Bretagne. Nous avons changé le système de visa, afin de l’améliorer. Parce que de plus en plus de touristes visitent chaque année la Grande-Bretagne » a-t-il dit. Il a ajouté que des débats sur la séparation de l’Ecosse de la Grande-Bretagne auront lieu dans les 6 prochains mois : « Tout le monde est d’accord pour que l’Arménie se retire des territoires occupés, et ces territoires doivent être rendus à l’Azerbaïdjan. Ce qui se passe au Royaume-Uni est intéressant. Beaucoup de gens en Ecosse ne veulent pas appartenir à la Grande-Bretagne. Plutôt que la guerre, nous allons organiser un référendum. Le futur statut du Haut-Karabagh doit être également déterminé par un référendum. Il s’agit d’un compromis logique pour déterminer de son statut. Il y a un conflit direct, certaines person- nes veulent être pour l’Azerbaïdjan, certaines non. Nous avons la même situa- tion. Certains veulent être au Royaume-Uni, certains non. Ilham Aliev a réitéré à maintes reprises sa politique d’isolement et la faillite de l’Arménie, et son désir de voir sa population rétrécir sous un seuil insoutenable. L’Azerbaïdjan non plus ne modère pas sa rhétorique belliqueuse, ce qui maintient l’Arménie sur le pied de guerre. Les Arméniens sont leurs pires ennemis. Mais personne n’a encore abordé la résolution des facteurs externes qui ont conduit à la situation actuelle. Et personne ne peut, en toute bonne conscience, attester que toute ancienne administration était moins corrompue, y compris celle de Ter- Petrossian. Les Arméniens ont permis la chute de la ville médiévale d’Ani en infligeant des luttes intestines et la remise des clés de la ville à l’empereur byzantin. Anniversaire du traité sur la non-prolifération des armes de destruction massive La coopération en matière de non-prolifération des armes de destruction massive, entre l’Arménie et les États-Unis, le Service de sécurité nationale (NSS) et des gardes-frontière arméniens (ABG) a célébré, le 6 mars, ses deux années de coopération visant à réduire la menace de prolifération des armes de destruc- tion massive le long de la frontière nord de l’Arménie avec la Géorgie. L’Ambassadeur américain en Arménie, John A. Heffern, a assisté à l’événe- ment, ainsi qu’Arzouman Haroutiounian, directeur adjoint du NSS et le comman- dant major-général Armen Abrahamian. Le projet a été financé en Arménie de l’Agence de réduction des menaces mil- itaires (DTRA) et a fourni des équipements pour la détection des armes de destruction massive et l’identification, les communications, la surveillance, la mobilité, les infrastructures et les opérations de patrouille tactique et a organisé une formation pour l’utilisation et l’entretien de l’équipement. L’installation de l’équipement radio le long de la frontière nord améliore con- sidérablement les capacités de communication de l’ABG entre les patrouilles, les postes et les installations de commandements régionaux ainsi que les dispositifs de vision de nuit renforcent les capacités opérationnelles de l’ABG. AZADIAN If anyone tries to convince you that the Cold War is over, take that state- ment with a grain of salt. The Cold War is continuing, if not intensifying. After the collapse of the Soviet Empire, the West rushed in to fill the power vacuum left in the absence of a central Soviet regime, by engaging the newly-emancipated Eastern European countries into the European Union and NATO structures. It even drew the line in the sand for Russia after dis- membering former Yugoslavia. In 2008, Moscow drew its own line in the sand by attacking and “liberat- ing” parts of Georgia. Ukraine remained the center of a tug-of-war between Russia and the West, shifting allegiance at least three times. The Orange Revolution of 2004 brought to power Victor Yushchenko and Yulia Timoshenko, which nudged the country toward the West. By 2010, the erstwhile allies had become bitter enemies and during a three-way presi- dential election, former Prime Minister Victor Yanukovich won, shifting the country back towards Moscow. Thus the country teetered between the two tectonic centers of power until the recent revolt emerged at Kiev’s Maidan, which brought down Yanukovich’s administration. He had just struck a deal with the opposition, with the blessing of the foreign ministers of France, the UK and Poland. The agreement called for the revival of the 2004 constitution limiting the presidential powers and setting a December date for the elec- tion. The Maidan protestors, however, did not heed the agreement and the government fell. Yanukovich was deposed by the Ukrainian Rada (Parliament), which appointed Alexander Turchinov as interim presi- dent. Naturally, these developments were filtered through different and oppos- ing lenses; for the West, the will of the Ukrainian people had won, while for the Russians, street gangs and thugs had usurped power through violence. A pivotal role was played in this transition by Arsen Avakov, minister of the interior, an ethnic Armenian. There is no doubt that the tug-of- war will continue. Susan Rice, President Obama’s national security chief, has warned Moscow against any military intervention. Ukraine is a vast country with a population of 46 million. Seventy per- cent of its trade is with Russia. There is a precedent that Moscow has inter- rupted the flow of gas to Ukraine when things did not go to its liking. The eastern regions of the country are the most industrialized and are populated by Russian-speaking and Russophile Ukrainians, who have already been agitating. The Crimean peninsula, birthplace of Hovhannes Aivazovsky, by the way, is predomi- nantly populated by Russians. Incidentally, while former Politburo member Heydar Aliyev accused any Armenian who sought the return of Karabagh and Nakhichevan as reac- tionary and nationalist, Nikita Khrushchov, an ethnic Ukrainian, annexed Crimea to Ukraine in 1954 and no one accused him of national- ism. Of course, at that time, border adjustments within the Soviet Union did not have the same political signifi- cance as they will have today because the Russian Black Sea fleet is based in Crimea. A hostile neighbor with a potential of joining NATO will certainly irritate policy planners in Moscow, com- pelling them to take remedial action now before any further deterioration of the situation. That reaction may lead the country into a partition. Political analyst Igor Muradian believes that “there will be actual fed- eralization while maintaining Ukraine as a single internationally-recognized state and at the same time, the issue of the state budget, utilities and mobility of the people, foreign relations, army and law enforcement agencies will be addressed. At the same time, the process of separating Crimea from Ukraine will begin, which is apparent- ly inevitable.” There are striking parallels between Ukraine and Armenia, especially since both made their U-turn to join Russia’s Customs Union, at the same time interrupting their negotiations with the EU, ostensibly under Russian pressure. Before these events, Moscow had pledged $15 billion worth of aid to Ukraine. Now the new leaders believe that Ukraine needs $60-70 billion to avoid an economic collapse, it is doubtful if Moscow will abide by its early pledge. The US and EU have made some vague promises, which may or may not meet the expectations of the new leaders. In Armenia, there is no love lost for the Russians who are increasingly treating the country in a cavalier man- ner. Armenian political groups orga- nized a solidarity unit with Maidan and even travelled to Kiev to support the protestors. Political pundits are comparing the March 1, 2008 Armenian demonstra- tions which claimed 10 lives with Kiev’s Maidan. All opposition parties are wishing and trying to enact the repeat perfor- mance of Maidan in Armenia. Fortunately, or unfortunately, the opposition is so splintered that no two groups can agree on any common Cont’d on page 10 An Armenian political analyst on Monday drew parallels between Na- gorno-Karabakh and the autonomous region of Crimea, considering the status- es of both the result of major historical errors. Sergey Shakaryants said he thinks that in case Crimea becomes an indepen- dent state or is returned to Russia that will positively impact the settlement of the Nagorno-Karabakh conflict, signifi- cantly facilitating the process. “A historical fact was violated in both cases. Crimea’s handover to Ukraine resulted from an overnight decision, like- wise Artsakh [Nagorno-Karabakh] and Nakhicevan were handed over to Azerbaijan. Crimea’s independence or return will be extremely advantageous to Armenia,” he told a news conference. The expert said he doesn’t expect any war in Crimea, noting that the country does not have forces powerful enough to fight back the Russian Black Sea Fleet. “The Black Sea Fleet alone is powerful enough to solve the problem; even if there is an intervention by Turkey. The navy will fight back Turkey’s [forces] in just 48 hours,” he added. Addressing the Ukrainian crisis, Shakaryants said he doesn’t absolutely find it a revolution. He described the tensions as just an attempt to replace one class of oligarchs with another. International Institute for Genocide and Human Rights Studies Publishes Statement Regarding European Court of Human Rights Ruling in Swiss Papers Bern, Switzerland — The Inter- national Institute for Genocide and Human Rights Studies (A Division of the Zoryan Institute) produced a full- page informational advertisement that appeared in Switzerland’s leading German and French language newspa- pers Neue Zürcher Zeitung on March 6 and Le Temps on March 7. The adver- tisements were the product of collaboration between the Switzerland Armenia Association and the IIGHRS. Links to these articles in English, French, and German follow this article. The purpose of these ads was to raise awareness with the Swiss public that the December 17, 2013 ruling of the Perinçek vs. Switzerland case by the European Court of Human Rights, promotes racism and violence against Armenians in Turkey and elsewhere. The statement further argued that the Swiss government has a moral responsibility to appeal this ruling and defend its laws against racism. Seeing that to date the Swiss Government had not filed an appeal against the ruling of the European Court of Human Rights, the IIGHRS felt that it is crucial to educate the public about this critical legal and moral issue. Switzerland was not a bystander to the Armenian Genocide in 1915, and it should not be a bystander and allow its denial today. In this respect, the Institute endeavored to raise awareness of the facts of the Armenian Genocide through the speeches of the President of Switzerland in 1922 to the League of Nations, and in the words of the current President about the action needed against denial of the Holocaust or any other genocide. President Burkhalter noted that it is the duty of the Swiss people to remind people, ‘of the facts and the historical reality’, and stressed that Switzerland does not want to just ‘pay lip service, but to take concrete action’ to fight denial. Through the juxtaposing of these two historical speeches, the Institute explained that while it does not disagree with the right to freedom of speech, it takes issue with the ECHR’s highly debatable statements about the Armenian Genocide that went far beyond the Court’s mandate or competence. Crimea’s return to Russia to speed up Karabakh Settlement Armenia increases import of medical equipment The volumes of the medical devices and equipment imported to the Republic of Armenia in 2013, in comparison with 2012, increased by 16,5% and reached 45 million 742 thousand 700 pieces. The total customs value of the imported medical devices and equipment exceeded $22 million. According to the data provided by the State Revenue Committee of the Government of the Republic of Armenia, the major part of the equipment imported to our Republic in 2013 was from China (27,7 million pieces) and Germany (6,7 million pieces). They are imported also from Italy, Columbia and many other countries. Armenpress reports that at the same time in 2013 only 334,2 thousand pieces of medical equipment were exported from Armenia (in 2012 – 120,1 thousand pieces).
  10. 10. Troubadour and the Nightingale: A Juno Nomination for Isabel Bayrakdarian and Serouj Kradjian Dr. Araxie Altounian Cont’d from next issue... The most recent recording and Juno Awards nominee: Troubadour and the Nightingale (MCO Records, 2013), was made in collaboration with the Manitoba Chamber Orchestra, conductor Anne Manson, featuring soprano Isabel Bayrakdarian, and brings Kradjian’s versatile and creative talent to a cul- mination. In the detailed and infor- mative liner notes, the composer explains that the idea of this record- ing developed through his interest in “the lives, poetry and music of the trobairitz, who were the female trouba- dours of the 12th and 13th centuries, emerging from Occitania, in the South of France, bordering Spain.” Their art flourished during the Crusades, but with the return of men from the war, this “beautiful and unique tradition, which had a life span of about sixty years, simply dis- appeared”. Kradjian explains that he was especially fascinated by the enigma sur- rounding the life and work of one female troubadour, Trobairitz Ysabella, whose real identity remains a mystery. His original composition titled Trobairitz Ysabella is his interpretation of her journey, “while exploring her possible identities.” An instrumental overture is followed by A Woman from Périgord, which is based on two canzos (songs) composed by the most famous trobairitz of the period, Comtessa del Dia, who was a contemporary of Ysabella. This movement is sung in the Occitane language. The next piece explores her journey From Jerusalem to Andalusia. “The first part is a mystical and evocative medieval prayer in Hebrew”, which is followed by a Mouashah, “a sophisticated musical genre that originated in Arab Andalusia. The text is taken from a passionate and daring poem in Arabic by Hafza Bint al Hajj, who was one of the very few female poets in medieval Andalusia.” The final movement, Duel with Elias Cayrel, “is the English translation of the only surviving tenso (poem) originally written by Trobairitz Ysabella.” The theme of the troubadours presents an excellent opportunity to Kradjian and Bayrakdarian to introduce to their Western audience the great- est of 18th century Armenian troubadours, Sayat Nova, with four of his most beloved songs: Nazani, Blbouli Hit, Kani Voor Janim, and Kamancha. This is not a purist’s version, but rather one that aims at a universal audience with a taste for classical music. Kradjian’s orchestration for western orches- tra (with the addition of the oud and frame drum) evokes the traditional instruments and playing style that are habitually used in Sayat Nova’s’ songs. And lastly, the Mediterranean context evoked by Trobairitz Ysabella, invites the French composer Maurice Ravel to be part of the repertoire in this recording with Kaddish, a prayer in Aramaic, as well as the cycle Five Greek Songs. This recording also features a less frequently performed sixth Greek song, Tripatos, dedicated to the Armenian soprano Marguerite Babaian who had requested it from the composer, and who sang the cycle very often. All of these songs have been arranged for chamber orchestra by Kradjian. The “Nightingale” of this recording is of course Isabel Bayrakdarian. Her warm and captivating voice is in top shape. Radiant and supple, it reflects well the Mediterranean temperament. Her expressive range is wide and colourful. And finally, her ease with the various styles and languages perfect- ly matches her composer husband’s versatility. Partners in life and in music, Serouj Kradjian and Isabel Bayrakdarian have well understood the growing curiosity of Western audiences for new repertoire that has its roots in various cultures, new and old. Drawing on their own qualities as Eastern born and Western educated artists, and inces- santly researching original themes and repertoire, they have carved a dis- tinct niche for themselves in the highly competitive field of musical perfor- mance. It would be fair to state that the Canadian multicultural environ- ment that celebrates diversity, as well as the presence of a number of highly talented musicians in Toronto – including Kradjian’s partners in the Amici Ensemble, in addition to an eager audience, combined with their own talent and amazing versatility, have all contributed to the development of two exciting careers. Proud to integrate their Armenianness into their art, Bayrakdarian and Kradjian will be part of a special concert of the Toronto Symphony Orchestra dedicated to Armenian music, on April 22, 2015, just two days That got me thinking What I’ve Learnt about Ignorance and Social Justice Lately, I have been finding myself hearing more and more comments that make my blood boil. People around me say misogynistic, racist, and homo- phobic things without even being called out for them. The reason why I’ve been noticing it so much is because I have been reading about it a lot. The reason why other people don’t say anything, or worse, laugh, is because they do not realise what the comments really mean. Thankfully, we live in a day and age where controversial subjects are discussed at length, and where social justice warriors are ready to defend any community/minority that is in risk of being ill-treated by bigots and ignorant. However, I have realized that the biggest problem is not bigotry, but rather the lack of education. Over the last few months, I have found out about different types of social minorities, about different nuances regarding certain issues, and about problems that I haven’t even thought about; I did not even know that these issues existed. I’m going to use the example of feminism and misogyny. I know you have heard about this issue over and over again and I don’t want it to be overkill, but I need to talk about Blurred Lines. Have you realized that the song is about a guy assuming that a girl wants to have sex with him just because she is acting promiscuously with him? You might think that it is no big deal, but that song is a direct product of rape culture. What is rape culture? According to my best friends Google and Wikipedia, “Rape culture is a con- cept which links rape and sexual violence to the culture of a society, and in which prevalent attitudes and practices normalize, excuse, tolerate, and even condone rape”. A girl is acting a certain way, so she wants to have sex. Not once in the song does the singer mention actual consent. Do you see what I am saying? Most people don’t even realize how problematic this is. Social justice warriors, keep doing what you’re doing. Point out the error in people’s ways, and keep educating. There will always be idiots who will refuse to be anything other than idiots. Just remember that your target audience should also be those who will realize how wrong they are when presented with the correct information. The well-oiled media is entire- ly financed by foreign governments and agencies and they are trying hard to incite anti-Russian sentiments. Armenia’s well-being is the least of their worries. They finance the media for their own selfish purposes. Many starving journalists are serving these foreign agencies for their own sur- vival, oblivious of their cumulative impact on the fate of the country. Any veteran or novice in politics there begins his rhetoric with calls for regime change. But modern history has demonstrated time and again that any change will only rout one set of oligarchs and bring new ones to power. Corruption is endemic in all former Soviet republics. No country in the region can remain sanitized as long as they continue their former economic and business relations with each other. Georgia, the most Western-oriented state in the Caucasus, had trumpeted loudly that it had eradicated corrup- tion under Mikheil Saakashvili, that the rule of law had become para- mount. Former Prime Minister Bidzina Ivanishvili’s Georgian Dream Party rose to power, and last week former Prime Minister Ivane Merabishvili was sentenced to a five-year prison term for corruption. The Orange Revolution had cata- pulted Yulia Timoshenko to power in Ukraine and she landed in jail for cor- ruption. Even Greece, the cradle of democracy and civilization, and a member of the European Union, is plagued with corruption. This means that association with Europe alone is not a panacea. Corruption is a genuine cause for concern in Armenia. It has to be criti- cized. It has to be eradicated, but only for its own sake so that the lives of its people improve and not in order to feed the agenda of foreign powers who have a vested interest in Armenia without a strong central government. Events in Ukraine shook the world and its echoes reverberate more in Armenia, having the same predica- ment. But a repeat performance of Maidan will only bring chaos. before the 100th anniversary of the Armenian Genocide. Other Armenians taking part in this concert will be Maestro Peter Oundjian, artistic director of the TSO, and the award winning violinist Sergei Khachatryan, with a spe- cial contribution by Atom Egoyan. As for the program, it will feature the greatest of Armenian composers, Gomidas and Aram Khachaturian. A con- cert to look forward to.
