Le Département des médias et des relations publiques du ministère de la Défense de la République d’Arménie a indiqué que le chef de l’état-major général des Forces armées d’Arménie, le général Yuri Khatchaturov et le premier adjoint du ministre de la Défense David Tonoyan assistaient à la réunion. Au cours des négociations, les interlocuteurs ont discuté des questions actuelles et futures liées au développement de la composante militaire de l’OTSC. Des entreprises arméniennes à l’Exposition Photonics West 2014 Des sociétés arméniennes participeront à l’Exposition Photonics West 2014 qui se tiendra à San Francisco, en Californie. Parmi les sociétés arméniennes participant à l’évènement il y aura LT-Prikal, Spectraluys et Astra Cristaux. L’Agence de développement arménienne a indiqué qu’avec plus de 1 250 entreprises, cette exposition continue d’être l’évènement phare sur les derniers produits, les outils et les applications pour les besoins de recherche ou d’affaires. Photonics West 2014 est l’évènement le plus important et le plus influent de la communauté sur le laser et la photonique en Amérique du Nord : 20 000 participants, deux expositions, 1 250 sociétés exposantes, une large gamme de papiers sur l’optique biomédicale, la biophotonique, la recherche translationnelle, des lasers industriels, de l’optoélectronique, la microfabrication, et plus encore. Azadian et publié dans The Armenian Mirror-Spectator en date du 13 février 2014 Lorsque Oussama Ben Laden a lancé des avions de combat Mig soviétique au dessus de l’Afghanistan, utilisant des roquettes à tête chercheuse fournies par les États-Unis, il a été salué comme un héros, un combattant de la liberté qui luttait pour vaincre une puissance athée occupant la terre musulmane d’Afghanistan. Et quand l’armée de Brejnev a quitté l’Afghanistan, la queue entre les jambes, Ben Laden a tourné le canon de son arme vers ses alliés américains, exhibant sa violence sur les côtes américaines et détruisant le World Trade Center, les mêmes voix qui l’avaient qualifié de héros l’ont étiqueté de terroriste. Il existe un dicton arménien qui dit que le feu brûle là où il tombe. En effet, plus de 3 000 familles ont été brûlées et elles ne pardonneront jamais ni n’oublieront ces actes qui ont coûté la vie à leurs proches. Mais, en plus de la douleur des victimes et des survivants, l’histoire a une morale. La morale de cette histoire est que la définition d’un héros ou d’un terroriste dépend surtout du point de vue de la personne définissant l’acte de violence. Si l’acte de terrorisme est conforme à l’intérêt des partis, alors l’agresseur est un héros. Réciproquement, si la violence est contre l’intérêt des partis, l’auteur devient un terroriste odieux. L’acquisition et l’utilisation du pouvoir ne peuvent jamais être vus comme neutre depuis le 16e siècle, alors que Niccolo Machiavel publiait son livre phare sur la philosophie politique, « Le Prince ». Depuis, le mot « machiavélique » est devenu synonyme de tromperie, despotisme et manipulation politique, bien que l’auteur – tant poète que dramaturge – a décrit objectivement le pouvoir des gouvernants et l’exercice de gouverner. Les Arméniens se sont trouvés, tout au long de leur histoire, à l’extrémité de ce pouvoir et peuvent mieux comprendre ce qu’est être le rival en vertu d’une règle hostile. Les Arméniens, à leur tour, ont parfois eu recours à la violence pour se défendre. Cette année marque le 41e anniversaire du début de cette violence qui a secoué le puissant État de Turquie et de nouveau promu la question oubliée du génocide sur l’agenda politique mondial après avoir été apparemment oublié dans les déchets de l’histoire. Cela a commencé le 27 janvier 1973, lorsque Gourgen Yanikian a assassiné deux agents consulaires turcs, Mehmet Baydar et Baladir Demir, dans une chambre d’hôtel de Santa Barbara en Californie. A l’occasion de cet anniversaire, l’Assemblée des Associations Turques Américaines (ATAA), qui semble être le bras de la propagande du gouvernement turc, a publié une déclaration rappelant à la population arménienne les « mauvaises actions de la marxiste Armée secrète pour la libération de l’Arménie (ASALA) et des néo-fascistes Commandos pour la justice du génocide arménien (JCAG). Selon le communiqué, ces groupes, qui ont repris les actions de Yanikian dans les années suivantes, ont mené 300 attaques tuant 77 diplomates et civils et blessant plus de 700 personnes, y compris des non-Turcs. L’ATAA a également publié 48 photos de victimes, principalement des diplomates turcs. En regardant ces photos, un tiers pourrait sincèrement sympathiser avec les victimes et leurs familles, aucun n’avait une action directe sur le génocide arménien. Mais les auteurs de ces actes de violence ont été motivés et propulsés par une blessure profonde et un sentiment inépuisable de colère. Yanikian luimême a, tout au long de sa vie, été troublé par l’assassinat des membres de sa famille et l’assassinat de toute une nation. En outre, les jeunes qui l’ont suivi avaient un dévouement à une cause qu’ils jugeaient justifiée jusqu’à mettre leur propre vie en danger pour effectuer leur mission. Les victimes de la violence politique avaient leurs propres rêves, des rêves pour leurs familles et pour leur nation. C’est un des pans de l’équation. De l’autre côté de l’équation, un million et demi d’Arméniens avaient leurs rêves, ils méritaient de vivre et de profiter d’une patrie souveraine, libre et indépendante. Depuis que les Turcs ont réduit toutes ces vies perdues à un seul débat sur des statistiques, nous devons renoncer à l’aspect humain et conclure que la douleur et la perte des Arméniens l’emportent sur les pertes turques. Sans oublier qu’en plus de la perte de vies humaines, Les Arméniens ont perdu leur patrie vieille de 3 000 ans. L’on peut être pour ou contre la violence politique, mais la vérité est que le système politique de la Turquie – a supposé que le génocide ait été oublié – n’a pas réagi à ces actes par l’entremise du ministre des Affaires étrangères de la Turquie à l’époque, Ihsan Sabri Caglayangil, et a invité les dirigeants des trois partis politiques à Genève, en Suisse - FRA, Hunchak et ADL - à explorer les moyens d’arrêter les actes de terreur. Les négociations qui ont débuté à Genève devaient se poursuivre à New York, alors que le ministre des Affaires étrangères devait assister à une session de l’Assemblée générale des Nations Unies. Mais le gouvernement turc avait entretemps fait ses devoirs et découvert que les partis politiques arméniens ne jouissaient plus de leur discipline organisationnelle d’autrefois qui avait permis de juger les auteurs du génocide au début du siècle. Le mouvement avait lâché les partis politiques arméniens et la jeune génération s’était jointe au mouvement d’action politique dans le monde entier. Par conséquent, le ministère turc des Affaires étrangères n’a même pas pris la peine d’annuler les invitations des chefs de parti. Au lieu de cela, il a choisi une voie plus sérieuse, il a contacté les Israéliens et fait cause commune avec Suite à la page 8

Plusieurs dizaines de femmes bénévoles, la joie au cœur, offraient leurs talents culinaires ainsi que leur temps à la préparation de délices qui allaient décorer nos comptoirs de pâtisserie du bazar annuel. Un jeune homme dans la trentaine, l’air perdu et au comportement hésitant s’est approché des bénévoles et s’est adressé à eux dans la langue de Molière. « Suis-je dans un centre culturel arménien? » Et la réponse à cette jeune personne inconnue - « Oui monsieur, que pouvons-nous faire pour vous? » Ce jeune homme, nommons-le Henri pour les fins de cet article, un Arménien de Montréal, porteur d’un nom de famille qui termine par le fameux « ian » et francophone, nous a trouvé grâce à Google. Les mots clefs Culture, Arménien et Centre sur le clavier et voilà, le tour est joué et il se retrouve au centre Tékéyan. Un jeune arménien, débordant de talents artistiques cherchait ses racines. C’est vraiment très rare qu’une telle personne, élevé loin de sa culture familiale, sorte de sa routine et fasse un ultime effort pour un tel retour. Ce pas audacieux était très risqué, car il aurait pu l’entrainer vers des situations risquées ou même un possible rejet. Quelques mois se sont déjà écoulés depuis sa première visite au centre Tékéyan. Nous sommes ravis et heureux d’indiquer que l’effort d’Henri pour un retour au bercail, a trouvé un sol fertile. Henri a été chaleureusement accueilli, il s’est déjà intégré à l’entourage et il a mis ses talents artistiques au service de nos activités. Il a même commencé à apprendre la langue de Mesrob Mashdots. Tékéyan ainsi que nos autres organismes devraient agir comme un aimant pour attirer les personnes de souche arménienne qui gravitent autour d’eux. Mais hélas! l’histoire d’Henri est exceptionnelle, car nombreuses sont les personnes, souvent des arménophones, qui sont passifs et s’éloignent de la communauté. Ça nous prend beaucoup de « Henri » pour sauvegarder notre identité et contrer les effets néfastes de l’assimilation. Il doit servir de modèle pour ceux de notre communauté qui ne soutiennent ni nos centres ni nos activités. Bienvenu Henri… Arto Manoukian L’Artzakh à la Coupe du monde de football Le Haut-Karabagh sera parmi les douze équipes participant à la première Coupe du Monde du tournoi destiné aux équipes appelées «off-FIFA» et qui est organisé par la Confédération des associations indépendantes de football (ConIFA). Le tournoi se tiendra à Ostersund, en Laponie suèdoise, en juin prochain, sous l’égide de la ConIFA. Il y a plus de 5 500 groupes ethniques à travers le monde et des centaines de régions isolées qui ne disposent pas d’une scène internationale pour jouer au football international. Selon le site officiel de l’organisation, les 12 équipes seront l’Abkhazie, le Suryoye, le Kurdistan, l’Eelam tamoul, le Zanzibar, le Darfour Uni, l’Ellan Vannin, le Québec, le Haut-Karabagh, la Padanie, le Sapmi et l’Occitanie. Le tournoi aura lieu du 1er au 8 juin. L’Association des fédérations de football d’Azerbaïdjan (AFFA) a protesté auprès de la CONIFA, de la Fédération suédoise de football, et de la FIFA concernant la participation de l’Artzakh. Nouvel ambassadeur d’Italie en Arménie Le Premier ministre Dikran Sargissian a reçu le nouvel ambassadeur d’Italie en Arménie Giovanni Ricciulli le 30 janvier dernier. M. Sargissian a félicité l’ambassadeur pour sa nomination et lui a souhaité un travail efficace. En outre, le Premier ministre a souligné que les relations amicales arméno-italiennes à long terme sont basées sur les riches liens historiques et culturels. Dikran Sarkissian a déclaré qu’il espérait que les activités de l’ambassadeur donneront un nouvel élan à ces relations. À son tour, Ricciulli a exprimé sa gratitude envers le Premier ministre pour l’accueil chaleureux, assurant que durant son mandat, il ne ménagera aucun effort pour renforcer et élargir la coopération dans divers domaines. Les interlocuteurs ont, entre autres, abordé les perspectives de coopération bilatérales et dans le cadre de l’Union Européenne. Le chef du gouvernement a salué l’assistance technique et financière de l’UE pour la réalisation de réformes dans le pays. Sargissian a souligné que l’Arménie était intéressé par le développement des relations avec l’UE et prévoyait une aide active de l’Italie sur cette question. Héros ou... Suite de la page 7 eux comme des groupes arméniens qui ont fait alliance avec les Palestiniens avec lesquels ils se sont entrainés dans la vallée de la Bekaa au Liban. Quand Ariel Sharon a envahi le Liban en 1982, sa mission était de détruire la structure du pouvoir des Palestiniens. Cette mission avait également pour but de retrouver la jeunesse arménienne dans les camps et tous documents relatifs remis ensuite à Ankara, de sorte que « l’Etat profond » turc pouvait faire son travail et mettre un terme à la violence politique. L’ADL, une organisation conservatrice, n’a pas épousé la violence politique hors de l’Arménie historique. Mais il semble que les faits défient parfois les idéologies. Les années 1970 et 1980 ont offert la question du génocide arménien au monde politique, que ce soit positif ou négatif - c’est un fait indéniable. Quatre décennies plus tard, avec le recul, certaines personnes peuvent applaudir les œuvres de la jeunesse arménienne, d’autres peuvent les blâmer et dire qu’ils ont terni notre réputation. Pour évaluer objectivement ces évènements, il faut dépasser les paramètres de la pensée arménienne et connaître l’impact de ces moments sur les non-Arméniens. Un exemple en est l’éminente écrivaine turc Elif Shafak, auteur et chroniqueur turque établie et franche. L’encyclopédie libre l’a qualifiée de « meilleure écrivaine turque. Elif Shafak est une championne du cosmopolitisme, une féministe sophistiquée et une romancière ambitieuse qui insuffle sa fiction magique et réaliste avec de grandes idées, importantes… Les critiques l’ont nommé l’une des voix déterminante de la littérature turque contemporaine. » Elle est née en 1971, alors que la violence politique arménienne débutait. Fille d’un diplomate turc, tout au long de ses années de formation, le mot « Arméniens » donnait, à elle et sa famille, des frissons dans le dos. En grandissant, elle était curieuse de découvrir la source de la colère des Arméniens. Et lorsqu’elle a lu l’histoire - la vraie et non pas celle enseignée dans son pays natal - elle est devenue l’une des plus ardentes sympathisantes des victimes du génocide et dans l’un de ses romans, « Le Bâtard d’Istanbul », en abordant la question du génocide, elle s’est retrouvée devant un tribunal turc, accusée d’avoir « insulté l’identité turque. » Un autre argument convaincant est l’histoire d’un journaliste espagnol, Jose Antonio Gurriaran. Le 30 décembre 1980, il a quitté l’édifice du journal Pueblo à Madrid et est entré dans une cabine téléphonique pour appeler sa femme. En posant le récepteur, deux bombes ont explosé dans le quartier près de Swissair et TWA. Personne n’est mort, mais parmi les neuf blessés il y avait Jose Antonio. Alors qu’il était encore à l’hôpital, où il luttait pour ses deux jambes, il a commencé à lire des livres et des documents sur l’affaire et l’histoire des Arméniens. Il a également interviewé des membres de l’ASALA. Peu de temps après l’incident, son livre, intitulé « La Bomba », a paru, faisant le compte rendu de première main d’un journaliste espagnol et l’histoire tragique de la survie de toute une nation. A la question de savoir si tant de sacrifices et de sang versé valaient la peine d’être héros ou terroristes, les Arméniens ne peuvent avoir de réponse objective. C’est un sujet brûlant et nous aurons toujours une réponse subjective. Par conséquent, la meilleure façon est de laisser la réponse à un écrivain turc de premier plan et à un journaliste espagnol. AZADIAN Japanese Prime Minister Shinzo Abe, who was elected last year with a strong mandate, has assumed the responsibility of reforming his country’s sagging economy and in the process he has determined to harken back to its imperialist history much to the chagrin of Japan’s World War II victims, namely China and Korea. This aggressive posture, with its militaristic overtones, worries Washington’s policy planners, eager to maintain stability in the region and to contain North Korea’s unpredictable behavior. Abe’s revisionist policy has relevance and also a bearing on other historic relations, especially GermanJewish and Turkish-Armenian relations. Should the world remain silent, other revisionist politicians may emulate Abe by victimizing once more history’s victims. President Eisenhower, before leaving office, had warned the US public against the domination of the militaryindustrial complex. It is well known that military buildup is a lucrative business that generates wealth for a certain segment of society. Therefore, the Japanese prime minister is taking up the recovery of his country’s economy where Eisenhower had left off. In order to achieve this goal, he has to create the right atmosphere and excuses to embark upon his militaristic path. Tensions are already flaring between Tokyo and Beijing over some islands in the East China Sea, claimed by both parties. To exacerbate the situation, Mr. Abe has taken some calculated and provocative steps. First, he has plans to revise Japan’s constitution drafted under US occupation after Japan’s unconditional surrender at the end of World War II. General McArthur saw to it that Japan can never rearm itself to wage a war of aggression. That is why Article 9 of its constitution renounces warfare and the threat or use of force and that unlike other countries, it has a pacifist aim written into the constitution. The prime minister is planning to “reinterpret” that article to pave the way for Japan’s militarization, although the US has 16 military bases in that country and has extended its nuclear umbrella over it. Since militarization needs an excuse, Abe has undertaken the most audacious initiative to provoke China and South Korea, by visiting the Yasukuni Shrine, adjacent to the revisionist war museum. Japan’s barbaric actions during WWII in China and Korea are well documented, especially its enslavement of Korean women as “comfort women” in its military brothels and brutal assaults in China, the most famous case known as the Rape of Nanking, where systematic rape and murder was the order of the day in that Chinese city by the Japanese Imperial Army. Abe’s predecessors have made halfhearted apologies for these crimes, which have satisfied neither China nor South Korea. After the war, the Tokyo Tribunal, similar to the Nuremberg Trials, took place between May 1946 and November 1948 and condemned 28 political and military leaders as Class A war criminals. Of those, 14 were executed and buried at Yasukuni Shrine, where Mr. Abe visited to honor them. He defiantly justified his actions, maintaining that “the 14 Class A war criminals honored at Yasukuni Shrine are not war criminals under Japanese law, but the country had to accept the outcome of the Tokyo Tribunal to become an independent nation.” The Chinese and South Korean governments are outraged and they have expressed their indignation in no uncertain terms. The US government has been trying to warn Mr. Abe against a repeat performance. Western media also pointed to it as a selfinflicted act as the Economist of London wrote, “Morally, it is as if Angela Merkel were to pay her respects at a monument that, among other things, honors the Third Reich. Politically, it is self-defeating….China and South Korea, that suffered under Japanese imperialism, are understandably horrified. Step-by-step, they fear, Japan is shedding the restraints that bound it after the war without having ever faced up to its crimes.” Mr. Abe can defy his country’s old victims and challenge world public opinion safely sheltered under the umbrella of the world’s most powerful nation: the US. Another nation — under the farcical title of trusted ally — is Turkey, which continues its denialist policy, unrepentant. Talaat Pasha, the Grand Vizier of the Ottoman Empire and the architect of the Armenian Genocide, confided to the Turkish feminist Halide Edip: “I have the conviction that as long as a nation does its best for its own interests, and succeeds, the world admires it and thinks it moral. I am ready to die for what I have done and I know I shall die for it.” What he had done was boastfully described in Ambassador Morgenthau’s Story. Erdogan, who was on an official visit to Germany, warned Merkel and her ruling Christian Democratic Union party to be more cautious in addressing the Turkish Prime Minister Erdogan with German Chancellor Merkel in Berlin upcoming centennial of the last week Armenian Genocide. In response, Merkel reportedly told the Turkish leader that Germany is a democratic country and that her government cannot intervene in decisions. “Turkey must come to terms with its history. We cannot compare the Armenians living in Armenia with the Armenians who were forcibly dispersed around the world,” said Merkel adding that those in Armenia are living under difficult circumstances and urged Erdogan to open the border. “You are forcing us to accept something we have not done,” said Erdogan, denying the Armenian Genocide again. Prior to his visit to Germany, Erika Stenbach, a member of the German parliament and a member of Merkel’s party, said: “I urge Turkish Prime Minister Erdogan to stop denying the genocide of Armenians and Assyrians by the Young Turk government of the Ottoman Empire 99 years ago,” and added, “It is Erdogan’s duty to face the truth nearly 100 years after that terrible crime and ensure that the Turkish textbooks do not distort this part of Turkish history,” said Steinbach. The agreement also upgraded the security mission of the Russian military base headquartered in Gyumri, an Armenian city close to the Turkish border. Moscow has since beefed up the base numbering between 4,000 and 5,000 soldiers with heavy weaponry. It is due to deploy about two dozen combat helicopters in Armenia this year. Azerbaijan’s military ties with Turkey also appear to have deepened in the last few years. Ankara is thought to have provided Baku with weapons and technical assistance since the late 1990s. Ohanian suggested that the Turkish military would at least “indirectly” intervene in case of a renewed Armenian-Azerbaijani war for Nagorno-Karabakh. But he expressed confidence that the Russian-Armenian military alliance would neutralize such intervention. “The presence of the Russian base as well as acquisition of modern weaponry, notably long-range precision-guided systems, allows us to put in place a mechanism of strategic deterrence and impose peace on the enemy,” said the minister. The 2010 treaty commits Russia to supplying such weapons to Armenia. Cont’d from page 9 The precursor of Nuremberg Trials, the Istanbul Trials of 1919, under Ottoman Sultan Mahmoud VI, accused 130 suspects of committing war crimes and the “massacre and destruction of Armenians.” On July 5, 1919, the court released its verdict: Talaat, Enver, Jemal and Dr. Nazim were condemned to death in abstentia. The criminals had fled the country and the administration of justice was left to a group of young avengers. Talaat had found refuge in Germany and he was planning to return to Ankara, where, according to his confession to a British intelligence officer, Aubrey Herbert, “the Turkish national movement was forming.” The reference is to Mustafa Kemal’s Milli movement, which eventually built the present-day Turkish Republic out of the ruins of the Ottoman Empire. Talaat’s life was cut short when he was assassinated by Soghomon Tehlirian in Berlin in 1921. He had pinned his hopes on Kemal’s nationalist movement, which turned out to be the extension of the criminal Ittihadist policy. Many rank-and-file members of that government who had Armenian blood on their hands joined the Kemalist government, as it has been fully documented by Turkish historian Taner Akçam. The Republic of Turkey was cooperating with Hitler during World War II by providing raw materials to the German war machine. That is how it was able to repatriate Talaat’s remains from Berlin to Istanbul in 1943. The remains were reburied in the Sisli district of Istanbul. A monument was also erected in his memory on Hurriet Tepe (Freedom Hill) for the Turkish people to honor that war criminal. It is believed that as of 2012, Mehmet Talaat Pasha has had many prominent streets named after him in the modern state of Turkey. Far from apologizing for the crime of genocide, Turkish leaders have continued to threaten Armenia and the Armenians. Still fresh in our memories is the threat by then Turkish President Turgut Ozal, at the outset of Armenia’s independence, who asked rhetorically whether 1915 had not taught a lesson to Armenians and if they are itching for Turkey to drop a few bombs over Yerevan. As we can see, Shinzo Abe is not alone. He has also cohorts in Turkey. Yet many politicians play politics with our own Genocide monument and the measure of their friendship with Armenia is revealed by their treatment of Tsitsernakabert in Yerevan. Pope John Paul II politicized his trip to Armenia by avoiding the use of the “g” word. Hillary Clinton made a mockery of her official trip to Armenia, when she announced that her visit to the Genocide museum was a private one and that she had left her political mantle of secretary of state at the US embassy, where she was staying. In her calculation, she signaled to Turkey that the US government’s representative was not honoring the Armenian martyrs. On the other hand, Armenians felt honored that she was at the monument, whether in a private or official capacity. Even the heads of our friendly countries, fearful of antagonizing Turkey, have shunned the monument. Iran’s President Ahmadinejad cut short his visit to Armenia to skip his planned visit to the monument, under the pretext of tending to an urgent matter in his country. President Bashar Al-Assad, with the same precautions, did not include a visit to the monument when he came to Armenia. The majority of the Armenians in the Middle East sympathize with the Palestinian cause and they are thrilled when the head of the Palestinian Authority Mahmoud Abbas visits the manger in Bethlehem on Armenian Christmas. But when he visited Baku the last time, he shamelessly announced that as Palestinians, whose land is occupied, “we understand Azerbaijan’s predicament” as some of its territory “remains under occupation.” Major and minor powers play politics with symbols. If we expect support from the world to expose our case and to oblige them to respect our martyrs, we need to deplore the abominable sacrilege of politicians like Shinzo Abe who want to rewrite history and to absolve the sins of history’s murderers.
