Azadian et publié dans The Armenian Mirror-Spectator en date du 20 juin 2013 Personne ne pouvait imaginer, il y a quelques mois, que le Premier ministre turc Recep Tayyip Erdogan reviendrait à la maison de ses voy- ages triomphaux à l’étranger pour sauver ses dix ans de règne et enter- rer ses rêves ottomanismes dans les flagrantes manifestations de la place Taksim à Istanbul. Très vite, la vague de protestations s’est étendue dans tout le pays, mais surtout dans les grandes villes d’Ankara, Izmir, Adana et Gaziantep. Solidement installé sur son trône, M. Erdogan intimidait l’Arménie, menaçait la Syrie et faisait pression sur Israël afin d’obtenir des excuses pour le raid de ce dernier sur la flot- tille du Mavi Marmara. Le boom économique de la Turquie et son statut de superpuis- sance régionale - encouragé et aidé par les puissances occidentales et la Russie - ont gonflé l’ego de M. Erdogan à un niveau de suprême arrogance. Plusieurs pays de la région qui suivaient la montée de la Turquie se sont alarmés et étaient préoccupés par les ambitions impériales d’Erdogan. Grâce à la médiation et la béné- diction des États-Unis, la Turquie a conclu un partenariat avec Israël dans le but de dominer le Moyen- Orient à travers une hégémonie con- jointe. Mais Erdogan a pris cette dis- position comme un permis de dicter sa volonté, même en Israël, laissant un goût amer dans la bouche de ses parrains américains. Chez lui, il avait réussi à dompter l’armée, qui a gouverné le pays d’une manière autoritaire durant de nombreuses décennies, depuis Atatürk. Aujourd’hui, de nombreux membres de la hiérarchie militaire attendent en prison d’être jugés comme conspirateurs, décidés à renverser le gouvernement islamiste d’Erdogan. L’État profond était si profond que le jeu ne faisait pas partie des calculs de M. Erdogan. Malgré le fait que le pays ait pivoté vers un régime islamique avec, en perspective, un califat ottoman, M. Erdogan a con- tinué de profiter de la popularité parce qu’il avait apporté la prospérité au pays, jusqu’à ce qu’une étincelle, sur la place Taksim, boule- verse ses calculs politiques. Les protestations ont commencé avec un problème environnemental destiné à sauver quelques arbres de la place Taksim puis a dégénéré et s’est scindé en de nombreuses remises en questions, surtout contre le style autoritaire d’Erdogan. Dans un premier temps, M. Er- dogan a tenté d’utiliser la tactique du président Roosevelt, parler d’une voix douce tout en portant un « gros bâton ». Dans des négociations, à Ankara, avec certains des organisa- teurs des manifestations de la place Taksim, il a proposé un compromis, sous forme de référendum. Le plan initial prévoyait la démolition du Centre culturel Atatürk afin d’y con- struire une caserne de style ottomane, une mosquée et un centre commercial. Mais Erdogan a utilisé la tactique de Roosevelt à l’inverse et a envoyé la police pour faire évac- uer la place. Dans les échauffourées, quatre personnes ont été tuées, 5 000 ont été blessées et de nom- breux manifestants ont été jetés en prison. Une fois de plus, le caractère intolérant du Premier ministre a émergé. Dans la foulée, le mouve- ment s’est développé en une lutte pour la démocratie, s’éloignant de son objectif initial. Erdogan a accusé les manifestants d’être des terroristes, encouragés par les médias occidentaux. Il n’a pas mâché ses mots, et a mentionné cer- tains noms, comme CNN et Reuters. Il sait qui contrôle les médias occi- dentaux mais ne va pas jusqu’à blâmer Israël pour ses déboires. Il était conscient que le Premier min- istre israélien Benjamin Netanyahu, qui s’était excusé, il y a quelques mois, dans le but de sauver le voy- age du président Obama de la cata- strophe, se vengerait. Bien que la Turquie et Israël entretiennent le même objectif de renverser le régime d’Assad en Syrie, ils divergent dans leurs manières de faire; un régime islamiste émergeant à Damas ne dérangerait pas Erdogan, ce qui est un anathème pour Israël. On n’a pas encore identifié une direction claire et une plate-forme de revendications pour les manifes- tations de la place Taksim, mais tous les groupes mécontents sont là pour exprimer leurs revendications et doléances. Les Kémalistes se sont joint aux manifestations pour sauver leurs valeurs laïques piétinées. Il y a des syndicats et d’autres minorités avec des slogans hostiles à Erdogan et son ingérence dans la guerre civile en Syrie. La participation des groupes kur- des est négligeable pour des raisons évidentes. Erdogan et le chef kurde empris- onné, Abdullah Öcalan, sont devenus d’étranges compagnons, façonnant l’avenir à la règle Erdogan. En effet, le chef kurde a renoncé à ses rêves d’indépendance, a dilué la place à l’autonomie cul- turelle pour les Kurdes. En con- trepartie, il s’est engagé à soutenir la candidature d’Erdogan à la prési- dence en mettant en place une nou- velle constitution, avec l’appui des Suite à la page 8 La Turquie s’enflamme L U P O U R V O U S Entrevue à France 24 de Karen Mirzoyan, chef de la diplomatie du Haut-Karabagh Lors de sa visite en France du 10 au 12 juin, Karen Mirzoyan, le ministre des Affaires étrangères du Haut-Karabagh a accordé une entrevue à la chaine France 24. Le chef de la diplomatie a répondu aux questions du journaliste sur le conflit du Karabagh, et notamment son origine ainsi que des négociations de paix. Karen Mirzoyan a également donné des informations sur l’économie et de nom- breuses autres questions. Karen Mirzoyan a affirmé que le mouvement de 1988 au Karabagh n’était pas seulement lié au rattachement du territoire à l’Arménie, mais portrait des questions de droits de la personne, social et économie. Mais selon Karen Mirzoyan au lieu d’apporter des réponses négociées et pacifiques, Bakou a organisé les pogroms anti-arméniens de Soumgaït, Bakou, Kirovabad et d’autres localités d’Azerbaïdjan où résidait une communauté arménienne. Puis Bakou a agressé le Karabagh. « L’Azerbaïdjan doit en premier lieu changer sa position, car ce pays encourage la haine contre les Arméniens » dit le ministre et ajoute que « le conflit ne peut se résoudre par l’usage de la violence, la guerre aura des conséquences dramatiques sur toute la région ». Karen Mirzoyan a également évoqué le sort des réfugiés Arméniens chassés d’Azerbaïdjan, qui ne bénéficient pas à la différence de ceux d’Azerbaïdjan, du statut de réfugiés par les organisations internationales. Karen Mirzoyan s’est dit convaincu que tôt ou tard, le conflit trouvera une résolution qui garantira la sécurité et le développement des deux pays indépendants, la République du Karabagh et l’Azerbaïdjan. Il a affirmé que la seule résolution au conflit était les pourparlers de paix avec la participation du Karabagh à ces négociations. La Russie aurait livré du matériel militaire pour une valeur d’1 milliard de dollars à l’Azerbaïdjan. Le quotidien moscovite Vedomosti a rapporté que l’armée azerbaïdjanaise vient de recevoir plus de 90 chars T- 90C, environ 100 véhicules blindés et des canons d’artillerie, conformément aux contrats de défense signé en 2011 et 2012. L’agence Reuters, citant une source du ministère de la Défense russe, a confirmé l’information. Les livraisons d’armes russes ont fait débat dans les médias arméniens et dans les cercles de l’opposition. Certains critiques ont accusé la Russie d’avoir trahi son principal allié dans la région. La Russie a déjà fait face à des critiques similaires lorsqu’elle a vendu des systèmes S-300 de défense aérienne sophistiqués à l’Azerbaïdjan en 2010. Ironie du sort, les Arméniens ou les partisans d’Arméniens étaient sur place avec des slogans jamais vus en Turquie dans les récentes manifesta- tions.? Il a été rapporté que la police a util- isé des pierres tombales du cimetière arménien à proximité pour disperser les manifestants. En effet, la place Taksim a été construite sur un cimetière arménien désigné comme tel par le sultan Soliman en 1560. Les manifestants kémalistes sont contre la suppression du Centre Culturel Atatürk, qui a été construit dans les années 1930 au-dessus du cimetière arménien Saint-Hagop rasé et l’Église de Khor Virap adjacent. Le cimetière du 16e siècle occupait un espace de 56 000 mètres carrés et l’église et d’autres bâtiments supplé- mentaires 500 mètres carrés. En 1915, le cimetière a été déclaré par le gou- vernement comme un bien abandonné. En 1934, le tribunal d’Istanbul a trans- féré la propriété à la ville. En 1938 et 1939, le cimetière et l’église ont été détruits pour faire place à la construction du parc Gezi. Le chef kurde, Cengiz Alkan, a ajouté quelques faits historiques supplémen- taires à l’information ci-dessus. Dans un communiqué cette semaine, il a annoncé qu’un monument à la mémoire des victimes du génocide arménien avait été érigé à cet endroit. Sa conclusion a dû enflammer les Turcs fanatiques lorsqu’il dit, « Ceux qui visitent le parc Gezi doivent être conscient qu’il y avait un monument commémoratif au génocide en 1919. Nous espérons qu’à l’avenir, un autre monument du génocide y sera érigé. » Quant à savoir comment un monu- ment au génocide pouvait exister à cet endroit, nous devons nous rappeler que, dans le sillage immédiat de la Première Guerre mondiale, Istanbul était sous occupation alliée. Il y avait également d’autres mani- festants dans le parc Gezi qui met- taient en garde qu’un jour les Arméniens réclameront leur cimetière. Un jeune manifestant a déclaré qu’il était honteux qu’Istanbul avait un boulevard au nom de l’assassin Talaat Pacha et rien portant le nom de Hrant Dink. L’aspect arménien du parc Gezi semble être le moindre des soucis pour M. Erdogan, qui a d’autres chats à fouetter. Sa structure de pouvoir semble avoir été secoué jusque dans ses fondations, et il semble y avoir aucune fin aux manifestations, embar- rassant l’administration de M. Erdogan sur la scène mondiale, l’affaiblissant de l’économie par une forte baisse de la bourse turque ainsi que de la livre turque face au dollar US. C’est précisément ces réalisations économiques d’Erdogan et de l’AKP qui ont renforcé le prestige de la Turquie dans le monde. Malgré toutes ces évolutions défa- vorables, le Premier ministre Erdogan demeure rebelle. Il a transporté en autobus 300 000 de ses partisans à Ankara pour une contre-manifestation, une mesure destinée précisément à exaspérer la situation et accroitre la polarisation dans le pays. Grisé par les succès de son parti et ses réalisations, M. Erdogan estime que rien ne peut détruire son gou- vernement. Et en effet, les manifesta- tions - aussi violentes qu’elles soient - n’ont pas la direction et la structure pour déloger le premier ministre. Tout ce qui peut se produire ne peut être que local, il doit modérer sa rhétorique et le style autoritaire et international, et s’abstenir de fomenter des troubles avec ses voisins. Par conséquent, les charnières de survie d’Erdogan sont le compromis, même à contrecœur. Sinon, il précipit- era sa disparition plus vite que ce que ses adversaires imaginent. Lors d’une conférence de presse, Vardan Voskanian, ne prédit aucune dégradation dans les relations entre Erévan et Téhéran pendant la durée du mandat de Rohani, qui a été élu pour succéder à Mahmoud Ahmadinejad à la présidence le 14 juin dernier. Dans un discours publié sur son site officiel au nom du Haut-Karabagh, Sahakian a félicité Rohani pour sa victoire aux élections présidentielles. « Je suis convaincu que votre expérience et vos connaissances sauront cer- tainement contribuer à la résolution efficace des problèmes de la République islamique d’Iran et de son peuple ainsi qu’au développement global du pays », a-t-il dit. « La position équilibrée de l’Iran dans le règlement pacifique du conflit Azer- baïdjan-Karabagh est très apprécié en Artzakh et nous sommes convaincus que sous votre présidence les liens traditionnels entre les deux nations amies vont devenir plus fort, ce qui contribue grandement au maintien de la paix et la stabi- lité dans la région », a-t-il ajouté. L’Arménie et le Karabagh félicitent le nouveau président de l’Iran Les Etats-Unis saluent les progrès de l’Arménie en matière de corruption Les Etats-Unis ont fait l’éloge des progrès significatifs des autorités arméniennes dans la lutte contre le trafic d’êtres humains, améliorant ainsi le statut du pays du statut dans le rapport annuel mondial présenté par le secrétaire d’État John Kerry. « Le gouvernement a mené plus d’enquêtes et de poursuites contre les trafiquants présumés en 2012 que l’année précédente et notamment dans le domaine des enfants forcé à la men- dicité, » a estimé le rapport du Département d’Etat. « Le gouverne- ment a également poursuivi et con- damné des criminels qui soumettaient des personnes à la prostitution forcée dans le pays. » Selon John Heffern, l’ambassadeur américain à Erévan, ce statut place l’Arménie « parmi les pays les plus engagés au monde contre ce fléau international. » « Je félicite la très forte volonté de l’Arménie à traquer le trafic et ses délinquants et j’encourage ses efforts à continuer dans cette voie » a déclaré Heffern dans son blog vidéo. Sous la forte pression des Etats- Unis, les organismes gouvernemen- taux et les forces de l’ordre arméni- ennes ont sévi contre les pratiques illégales des dernières années. Un large éventail de mesures a été pris, dont notamment un durcissement substantiel des peines pour trafic d’êtres humains. L’Arménie : entre la Russie et l’UE Lors d’un entretien avec son homologue polonais Bronislaw Komorowski, Sarkissian a mentionné l’adhésion de son pays à l’Organisation du Traité de sécurité collective dirigée par la Russie et l’existence d’une importante com- munauté arménienne en Russie. « Nous sommes des alliés de la Russie », a-t-il déclaré aux journalistes. « L’Arménie souhaite intégrer l’Union euro- péenne mais cela n’entravera pas ses liens politiques, militaires et écono- miques avec la Russie », a-t-il poursuivi lors d’une visite officielle en Pologne mardi soir. « L’Arménie est l’un des pays qui a fait le plus de progrès dans le pro- gramme de Partenariat oriental de l’UE. Je ne vois aucune contradiction dans nos plans. » Lors d’une réunion à Varsovie, Serge Sarkissian a indiqué qu’Erevan sou- haite signer un accord avec l’UE. Selon lui, cet accord de libre-échange don- nera une formidable impulsion aux relations commerciales entre l’Arménie et les États membres de l’UE, y compris la Pologne. Sarkissian a déclaré que le succès des réformes en Arménie pour adhérer à cet accord exige une plus grande aide économique de l’Occident. « Oui, nous espérons une aide et nous n’avons pas honte de cela », a-t-il dit. Le commissaire à l’Elargissement de l’UE, Stefan Füle, a déclaré que le gouvernement armé- nien a fait de nombreux progrès ces dernières années et pourrait peut-être signer cet accord avec l’UE. AZADIAN When Samantha Power published her award-winning book, A Problem from Hell: America and the Age of Genocide, Armenians — along with human rights activists globally — believed that she had been sent from heaven to defend the underdogs — victims of genocides and human rights abuses. She was so factual, legalistic and passionate as not to leave any shade of doubt that she was the apos- tle of human rights and justice. During President Obama’s first elec- tion campaign, she approached the Armenian community with written statements as well as You Tube videos that once elected, Mr. Obama would recognize the Armenian Genocide. Rallying support from the Arme- nians and from different groups with human rights agendas, she helped Mr. Obama’s election and she was reward- ed with a job at the White House, as special assistant to the president and senior director of multi-lateral affairs and human rights. She could have landed at a higher profile position had it not been for her earlier fallout with Hillary Clinton, whom she had called a “monster” in an interview with The Scotsman. Today, as she is nominated as US representative to the United Nations, replacing the beleaguered Susan E. Rice, Ms. Power is a completely differ- ent political animal. She did not deliv- er on her pledge on the Armenian Genocide nor did she remind her boss of his solemn commitment on the issue. Instead, she resorted to the ruse of putting in Mr. Obama’s mouth the term used by the late Pope John Paul II, of blessed memory, “Medz Yeghern,” to avoid the use of the word genocide which has finite legal deter- minants. In his turn, Mr. Obama con- tinued harping that he has not changed his stance on the issue, with- out, once again, defining that issue. The Armenian Assembly issued a press release on June 7 outlining Ms. Power’s earlier activities and state- ments, which could portray her as an honest academic and human rights advocate, without any reference to her later dishonest political gymnastics, to be able to continue climbing on the ladder of political power. The above- mentioned press release concludes with the following statement: “The Assembly expects a robust US Senate confirmation process in the coming weeks.” This kind of lopsided presentation is a disservice to the Armenian com- munity. The fact that a hawk and warmon- ger like Sen. John McCain (RAriz) has endorsed her nomination says a lot about Ms. Power’s turn-around. More objective characterization about her and about Rice was made by Edward C. Luck, dean of the School of Peace Studies at the University of San Diego and former senior United Nations advisor on peace-keeping issues. He said, “Five years ago you might not have been able to predict where they are now. They were both idealists, but they have both become practical idealists. Time in government does that to you.” The same could be said about Obama. As a senior member of Mr. Obama’s team we do not have a full account of what Ms. Power has said to Turkish leaders and what commitments she has made to them on behalf of the US government, but her betrayal of trust says much more about her selling her soul for career advancement. Her reversal of position on the Genocide issue and her steering of the president away from his pledge are all one needs to know about her character. The rest can be extrapolated from her activities which are in public records. It is believed that Samantha Power and Susan Rice are the architects of the White House’s “humanitarian inter- vention” policy, which has convinced Mr. Obama to overthrow Muammar Gaddafi in Libya on “humanitarian grounds.” How much humanity Ms. Power has lost to advocate the inva- sion of a sovereign country, which to this day is gripped by carnage and political instability, even if we dis- count the assassination of the US Ambassador Chris Stevens, which was the direct outcome of that “humanitar- ian intervention.” Eccentricities of Gaddafi aside, he had created the most egalitarian soci- ety in the Middle East, distributing oil income to his people, unlike the Aliyev dynasty which spends oil income on its opulent lifestyle, while millions of refugees are confined to the misery of shanty towns. Mercenaries were sent to begin an uprising and NATO bombing complet- ed the task by Genghis Khan-style assassination of Gaddafi on the TV news and the country was consigned to blood baths, which continue to this day. Thus, Ms. Power’s “humanitarian Cont’d on page 10 Elibekians: Three Generations of Artists at Providence’s Gallery Z All power and no integrity By NEWLIN TILLOTSON Providence, RI – For the Elibekian family, artistic talent is a trait that is passed from one generation to the next. Vagharshag Elibekian, his son Robert and grandson Areg share an aptitude for painting and theater, fortes that have allowed them to capture cultural traditions, fantasy and beauty in their work. “Elibekians: Three Generations of Artists,” an exhibit that opened June 6 at Gallery Z in Providence, showcases paintings by each of the artists. Though the paintings are the work of three family members, the artists have their own dis- tinct style, letting the work of each Elibekian stand on its own. Born in 1910 in Tbilisi, Georgia, Vagharshag worked as a director for Tbilisi’s Armenian Theatre and practiced painting. His work represents the traditions of Armenian culture and captures family values through portraits. “Armenian Family,” does just this with its portrayal of a husband and wife with their two sons. The sons hold books, underlining the value of education. Each figure in the painting is well dressed and the objects including the gramophone, rug and painting on the wall is illustrated with careful detail. Robert, born in 1941, also in Tbilisi, focuses less on detail in his work and more on emotion. His paintings of theatre performances and costumed women are dramatic and alive. “Performing Actresses” incorporates dynamic movement with costumes that flow around the actresses; it is a piece that reflects fantasy. As Gallery Z’s senior gallery assistant, Melissa Thyden, put it, his brushstrokes are fluid and full of movement. “Robert and Areg have similar brushstroke techniques, they are loose, rhyth- mic and almost dance across the canvas,” she added. Areg, the youngest Elibekian, was born in 1970 in Yerevan, Armenia and was educated at Yerevan’s Institute of Drama and Fine Arts. He now lives in Montreal and frequents Paris in the summer to paint the urban landscape. Areg’s work reflects solidity and is well defined. The brushstrokes are tex- tured, mirroring an impressionist style. His work mainly involves the bour- geoisie with images of riverside cafes and Paris markets. “Marche De La Buci II,” an oil on canvas painting, depicts a corner café, bustling with socializing and well-dressed Parisians. The painting is less about detail and more about the energy. The colors are bold; Areg includes every shade imaginable in his work. Thyden said what is most noticeable in the collection is the aspect of family. “It is really inspiring to see three generations including a grandfather, father and son carrying on the art of painting,” she said. “That’s rare nowadays; you hear of family restaurants passed through the generations, but I feel like trades practiced by every family member is uncommon. The feeling of family in this gallery is very powerful.” Artscope magazine Baku threatens $300 billion lawsuit against Armenia Azerbaijan said it plans to sue Armenia in international court for compensa- tion due to “damage caused by the occupation,” said Azerbaijan’s Deputy Prime Minister Ali Hasanov, reported the APA news agency. Hasanov said the government had engaged international experts to assess and appraise the so-called damages, which he estimated would be $300 billion. “The President of Azerbaijan instructed that the appraisals should be carried out at the international level. The document is being developed with the partici- pation of International Society of Appraisers and Azerbaijani scientists, econo- mists and NGOs representatives. The Azerbaijani government doesn’t interfere in the document and will not interfere. The Azerbaijani side will make a demand for compensation after the document is developed. For years, Armenia has not been extracting only minerals, they live at the expense of our other resources,” explained Hasanov.

The true test of humanitarian inter- vention was presented in 1994, when the UN peacekeeping commander warned that a genocide was imminent in Rwanda. The warning was ignored as 800,000 Tutsis were killed by their Hutu neighbors in a matter of 100 days. President Bill Clinton’s subse- quent trip to Kigali — on whose watch the genocide was committed — to apologize for his non-intervention was disingenuous, too little and too late. The most revealing opportunism of her political flip-flop was her reversal on the Israeli-Palestine issue. Before entering the government, she had stat- ed that the US would need to make “mammoth” commitment to secure a Palestinian state,” “a move that could mean alienating American Jews,” according to the New York Times, a group she described as having “tremendous political and financial import.” Ms. Power later on apologized for her comments about the human rights of the Palestinians to absolve herself in the eyes of Israeli lobbyists. It is a sad commentary that any politician would stoop so low as to curry favors with lobbyists for career advancement. And indeed, she has won the nod of Israeli ambassador in Washington, Michael B. Oren, and Abraham H. Foxman, national director of the Anti-Defamation League. The latter has stated, “She has matured and moved on, and I look forward to working with her in the UN.” The New York Times article sug- gests that by abandoning her views on Palestinian rights, she has paved her way for comfortable votes in the US Senate. “Ms. Power has also cultivated American Jewish groups, meeting in 2011 with 40 leaders of these groups, where she expressed her regret for some of her remarks and defended herself in emotional terms against charges that she had an anti-Israel bias,” the article reads.
