  • LUNDI 3 MARS 2014 / MONDAY MARCH 3, 2014 • ABAKA • 7 ABAKA S E C T I O N F R A N Ç A I S E LUNDI 3 MARS 2014 Le président arménien Serge Sargissian au ministère du Développement urbain Lors d’une réunion avec le personnel du ministère du Développement urbain, le président Serge Sargissian a déclaré que l’adhésion de l’Arménie à l’Union douanière pourrait provoquer une hausse des prix de certains produits et une baisse des prix pour d’autres. Il a toutefois parlé d’une hausse des prix affutée. Le ministre du Développement urbain Samvel Tadévossian a informé le président des résultats des activités du ministère en 2012-2013, ses problèmes et ses plans actuels. Le ministre Tadévossian a fait l’éloge du programme de logement social, qui est censé résoudre le problème du logement des couches socialement vulnérables de la société arménienne. Le président Serge Sargissian a répondu aux questions du personnel du ministère sur les problèmes socio-économiques du pays et sa politique étrangère. Le président a souligné que l’adhésion à l’Union douanière du pays répondait à ses intérêts nationaux. Serge Sargissian estime inacceptables les rapports sur une forte hausse prévue des prix. Les instances compétentes doivent répondre adéquatement à ces rapports et informer le public de la situation réelle, a-t-il dit. Serge Sargissian a souligné la nécessité de la mise en œuvre plus efficace des décisions dans l’intérêt de la population, le soutien au public et la rétroaction. Le président du Karabagh rencontre un responsable de l’OSCE Le Président du Haut-Karabagh, Bako Sahakian, a reçu le représentant personnel du Président en exercice de l’OSCE, l’ambassadeur Andrzej Kasprzyk. Les questions liées à l’état actuel des négociations du règlement du conflit et ses perspectives ainsi que la situation le long de la ligne de contact entre les forces armées du Karabagh et de l’Azerbaïdjan ont été discutés lors de la réunion. Pendant ce temps, les co-présidents du Groupe de Minsk de l’OSCE ont publié une déclaration conjointe sur leur dernière tournée dans la région, en disant que l’Arménie et l’Azerbaïdjan se sont engagés à réduire les violations du cessez-sur le long de leur frontière et autour du HautKarabagh au cours des Jeux Olympiques d’hiver. « Les deux parties ont déclaré leur intention de renforcer le respect du cessez le feu et éviter une nouvelle escalade, notamment à la lumière des prochains Jeux olympiques de Sotchi » précise la déclaration. Le co-président américain James Warlick a écrit séparément sur son compte Twitter que « les présidents d’Arménie et d’Azerbaïdjan se sont réengagés à respecter le cessez-le-feu au Haut-Karabagh en particulier au cours des Jeux olympiques ». Réagissant à ce Tweet, le porteparole du président arménien, Arman Saghatelian, a écrit sur son compte Twitter que tout en réaffirmant la déclaration de Warlick, il devrait ajouter que « le président arménien est toujours en faveur du respect du cessez le feu à moins d’une nécessité de mesures de rétorsion ». Avons-nous un rêve? Editorial écrit en anglais par Edmond Y. Azadian Lorsque les nations sont confrontées à des situations écrasantes, brulantes, leurs citoyens ont recours à des mesures extraordinaires, s’ils possèdent encore l’instinct de survie. Un exemple a été la marche du Dr Martin Luther King Jr vers Washington et son discours historique au Mémorial Lincoln, le 28 août 1963. L’évènement a marqué un tournant dans le mouvement des droits civiques aux États-Unis et le message messianique du roi résonne encore dans les couloirs du pouvoir, longtemps après son assassinat. Bien qu’il ait prôné le changement par la non-violence, il n’a pas hésité à déclarer dans son historique discours « I Have a Dream » (J’ai un rêve), « les tourbillons de la révolte secoueront les fondations des Etats-Unis jusqu’au jour où en émerge la lumière de la justice. » Son exemple a été suivi par d’autres dirigeants afro-américains, dont Louis Farrakhan, qui a organisé la Million Man March (la marche d’un million d’hommes) en 1995 à Washington. Maintenant, la question se pose : avons-nous un rêve ? Peut-on mobiliser un million de personnes en marche vers Washington ? Dans le cas des Arméniens, ce « million » ne peut être, bien sûr, qu’un chiffre symbolique. Le message convaincant de la marche doit être la reconnaissance du génocide dans un contexte non-équivoque en insistant sur le fait que la destruction de toute une nation ne peut être réglée simplement par un jeu de mots sur l’échiquier politique. Le centenaire du génocide est au tournant et seul un évènement en rapport avec l’énormité de l’acte pourrait servir à marquer l’occasion. Les Arméniens ne peuvent s’attendre à organiser des mouvements similaires dans les pays du Moyen-Orient; seules l’Europe et l’Amérique du Nord peuvent tolérer et comprendre une telle action politique massive sans répercussions, en particulier à la lumière de la situation actuelle délicate et effrayante dans cette partie du monde. Les Arméniens en Europe, et notamment en France, font leur part et leurs actions rendent des dividendes politiques. Le défi est pour nous, les Arméniens vivant aux Etats-Unis (ndlr. et au Canada). Bien sûr, nous ne pouvons être naïf au point de croire que les médias n’en fassent une couverture complète et que l’impact de la marche ne secoue le monde politique. Beaucoup de choses ont changé depuis 1963, alors que le message de Martin Luther King résonnait dans l’ensemble des médias. Au cours des dernières années, de nombreuses manifestations importantes dans la capitale ont bénéficié d’une couverture tronquée dans les médias parce que, depuis le mouvement des droits civiques, les Rupert Murdoch de ce monde ont forgé une alliance avec les complexes militaro-industriels afin de réduire la taille du mouvement qui ne va pas de pair avec les politiques favorisées actuellement. Par conséquent, l’accès aux médias doit être acquis afin de s’assurer de l’impact politique. Tout mouvement exige de la motivation, de la volonté politique et surtout, des finances. On peut se demander qui va financer le cout d’une telle entreprise, quand en tant que communauté, nous avons tant de besoins pour reconstruire des églises à moitié vides dans tout le pays ? La réponse est évidente : le magazine Forbes vient de publier les noms des 10 plus riches Arméniens, qui n’engageront sûrement pas un sou s’ils ne voient pas une communauté unie, mobilisée, et prête à marcher vers Washington. Dans le passé, les Arméniens des Etats-Unis étaient polarisés. Les divisions étaient monnaie courante. Mais quand les occasions sont apparues, comme en 1946, de faire appel à l’Organisation des Nations Unies, il y a eu consensus à l’échelle communautaire. Aujourd’hui, les Arméniens sont moins polarisés, encore plus fragmentés. La direction charismatique dirigeait chaque segment de la communauté à l’époque, mais aujourd’hui, il est presque impossible de distinguer un guide qui déplacerait les masses vers l’action. C’est l’ennemi de l’intérieur, celui que nous devrions interpeler, avant de commencer à critiquer les politiciens. Il est tragiquement symbolique que le projet de musée sur le génocide manque certainement le centenaire et qu’il n’y ait aucune discussion à ce sujet dans la communauté. Son dévoilement à l’horizon 2015 aurait pu servir de tremplin à une marche d’un million de personnes. Une marche politique d’un million de personnes pourrait être couplé à une déclaration quant à la survie des Arméniens par l’organisation d’un gala à New York, avec la participation d’artistes de renommée mondiale et des célébrités qui pourraient attirer l’attention des non-Arméniens. Il y a des efforts locaux concernant la commémoration du centenaire aux ÉtatsUnis, mais les plans ne sont ni annoncés ni finalisés. Il semble, cependant, qu’il n’y ait pas une seule entité cherchant à unir les Arméniens à travers les Etats-Unis, encore moins à l’échelle mondiale. Une mesure louable mérite d’être mentionnée, qui peut servir d’étincelle d’inspiration : le pianiste de renommée mondiale Vartan Mamikonian s’est engagé, avec le zèle d’un croisé, à organiser 100 évènements musicaux dans le monde entier, culminant avec un concert le 24 avril 2015 à Erévan. Quant aux études écrites, nous avons fait des progrès et tous les tribunaux et les instances politiques seront inondées d’une documentation complète sur le génocide afin de défier ceux qui veulent nier les faits. Ce fut d’abord le phénomène Gezi en mai-juin 2013. Une contestation citoyenne contre la radicalisation de « l’islam modéré », (un libellé inventé par les médias occidentaux et qui ne veut rien dire), vers un « fascisme vert », comme l’affirme le journaliste Erol Özkoray [1]. Un parti, l’AKP, qui après avoir gagné trois élections en promettant la prospérité et la justice, conformément à son nom, est devenu au fil des ans, de plus en plus répressif sous la houlette d’un Erdogan de plus en plus autoritaire. Vint ensuite le scandale de la corruption généralisée impliquant le gouvernement au plus haut niveau sur fond d’une lutte impitoyable entre Erdogan et Gülen, anciens alliés devenus adversaires. La répression sans précédent qui s’en suivit avec le limogeage de milliers de fonctionnaires dans la justice et la police, une épuration digne d’un régime totalitaire, s’est ajoutée aux arrestations arbitraires de contestataires et même de journalistes et avocats. Tout ceci dans un pays qui frappe à la porte de l’UE. Pourtant des signes précurseurs avaient attiré l’attention des observateurs de la Turquie. Quelques exemples : - Dans son article « Le bras de fer se poursuit en Turquie », Laure Marchand écrivait [2] : « Indice que la crise est sérieuse, le Prix Nobel de littérature Orhan Pamuk est sorti du silence qu’il a coutume d’observer au sujet de la vie politique turque. ‘’Je suis inquiet pour mon pays (…), il n’y a pas de signe à venir d’une solution pacifique’’, a-t-il déclaré ». - Murat Somer, professeur à l’Université Koç, soulignait quant à lui « …en dépit du développement socio-économique, la société turque ne devient pas plus ouverte à la diversité, au pluralisme et à l’égalité » [3]. - Selon l’extrait d’une dépêche de l’AFP, repris dans Le Figaro du 20/04/2010 : « Le Groupe d’États contre la Corruption (GRECO) du Conseil de l’Europe a demandé mardi une révision approfondie de la législation turque qui ne désigne pas assez clairement les actes constitutifs de corruption. Elle critique aussi, dans un rapport publié à Strasbourg, un contrôle très insuffisant du financement des partis politiques. » - Ariane Bonzon, sur Slate.fr, dans son article « R. T. Erdogan a-t-il un jour cru à une Turquie européenne ? » écrivait : « Que s’est-il passé ? Le contraste entre l’homme de 2002 et celui de 2013 est flagrant. Faut-il en être surpris ? Ou au contraire y voir la preuve, comme ses plus irréductibles opposants, du « double agenda » d’Erdogan et de l’AKP ? Lesquels, une fois libérés de la tutelle militaire grâce au soutien de l’UE, auraient ainsi eu les coudées franches pour mettre en branle le projet caché d’une politique néo-ottomane, éloignée des valeurs laïques, démocratiques et occidentales. » [4] Tout récemment « l’initiative “orwellienne” d’Erdogan pour brider l’Internet est un verrou supplémentaire pour faire taire les intellectuels et les journalistes », écrit Özkoray qui doit passer devant un tribunal pour avoir publié un livre sur les événements du parc Gezi. C’est en réalité un appel au secours de la part de cet intellectuel francophone. Trouvera-t-il un écho ? En France, nous n’avons pas beaucoup entendu, les chantres de « la Turquie en Europe » qui ne perdent pas une occasion pour faire la promotion d’une Turquie moderne, laïque et démocratique, sur les ondes ou dans les colonnes des magazines, en culpabilisant au passage l’UE qui repousserait ce « grand pays ». Ils se taisent bizarrement quand il s’agit de mettre en lumière les carences de la Turquie dans les domaines des droits de l’homme, du respect des minorités et de la liberté d’expression. Pourtant certains de ces journalistes font partie de l’Institut de Bosphore, une officine de lobbying installée à Paris et qui affiche sur son site une commission scientifique comptant parmi ses membres des personnalités comme A. Juppé, M. Rocard, J.F. Copé, P. Moscovici, C. Tasca, T. Mariani, H. Haenel, E. Guigou. Ont-ils abordé pendant les colloques sur les rives de Bosphore ces sujets qui fâchent ? A moins que cette commission de « scientifiques » n’en a que le nom et se contente d’agir comme un groupe de pression auprès des décideurs… Quand on voit les noms des sponsors de cet Institut et les membres appartenant aux sphères économiques ; Axa, Total, TUSIAD, ADP, L’Oréal, Havas, GDF-Suez… le doute est permis. Ceux qui s’intéressent vraiment à l’avenir de ce pays doivent s’inquiéter de la situation dans laquelle se trouve aujourd’hui la Turquie, qui est sur une pente glissante, avec une économie déstabilisée et un Premier ministre dont, semble-til, la date de péremption arrive bientôt à échéance. Ses amis, bien sûr, qui souhaitent une Turquie vraiment démocratique, respectueuse de ses minorités et en accord avec les valeurs européennes, mais, aussi ses voisins et adversaires. Oui, aussi paradoxale qui cela puisse paraître, les voisins immédiats, l’Arménie, la Syrie et le Chypre, avec qui la Turquie a des contentieux, ont intérêt, eux aussi, à avoir une Turquie stable à leurs frontières. AZADIAN When Osama bin Laden was shooting Soviet Mig fighter planes in Afghanistan using shoulder-launched heat-seeking rockets supplied by the US, he was hailed as a hero, a freedom fighter struggling to defeat an atheist power occupying the Moslem land of Afghanistan. And when Brezhnev’s army left Afghanistan, tails between their legs, bin Laden turned the muzzle of his gun against his US allies, eventually bringing his violence to the American shores and destroying the World Trade Center, the same voice which had credited him with heroism branded him overnight as a terrorist. There is an Armenian saying, fire burns where it falls. Indeed, more than 3,000 families were burnt and they will never forgive nor forget the acts which took the lives of their loved one. But, in addition to the pain of the victims and the survivors, the story has a moral. The moral of this story is that the definition of a hero or a terrorist depends mostly on the perspective of the person defining the act of violence and the actor. If an act of terror is in line with the party’s interest, then the perpetrator is a hero. Conversely, if the violence is against that party’s interest, the perpetrator becomes a vile terrorist. Acquisition and use of power can never be viewed neutrally since the 16th century when Niccolo Machiavelli published his seminal book on political philosophy, The Prince. Ever since, the word “Machiavellian” has become synonymous with deceit, despotism and political manipulation, although the author — a poet and a playwright at the same time — was objectively describing the power of the rulers and the exercise of governing people. Armenians being at the receiving end of that power throughout their history can better understand being the underdog under a hostile rule. Armenians, in their turn, have sometimes resorted to violence only to defend themselves. This year marks the 41st anniversary of the beginning of such violence, which shook the powerful state of Turkey and once again promoted the forgotten issue of the Genocide on the world political agenda after it lay seemingly forgotten in history’s waste basket. It began on January 27, 1973, when Gourgen Yanikian assassinated two Turkish consular officers, Mehmet Baydar and Baladir Demir, in a Santa Barbara hotel room in California. On the occasion of this anniversary, the Assembly of the Turkish American Associations (ATAA), which seems to be the propaganda arm of the Turkish government, issued a statement reminding the Armenian public the “evil deeds of Marxist Secret Army for the Liberation of Armenia (ASALA) and neo-Fascist Justice Commandos of the Armenian Genocide [JCAG].” According to the statement, these groups, who took over for Yanikian in the ensuing years, carried out 300 attacks killing 77 diplomats and civilians and wounding more than 700 people, including non-Turks. The ATAA has also published 48 pictures of the victims, mostly Turkish diplomats. Looking at these pictures, a bystander may sincerely empathize with these victims and their families, none of whom directly had a hand in the Armenian Genocide. But the perpetrators of those acts of violence were motivated and propelled by a deep wound and a neverending sense of anger. Yanikian himself was troubled throughout his life by the murder of his family members and the murder of an entire nation. Also, the youth who followed suit had a selfless dedication to a cause that they deemed justified putting their own lives in harms’ way to carry the mission. The victims of the political violence had their own personal dreams, dreams for their families and for their nation. That is one side of the equation. On the other side of the equation, a million and a half Armenians had their dreams, they deserved to live their personal lives and enjoy a free and independent sovereign homeland. Since the Turks have reduced all the perished lives to a debate about statistics, then we may forgo the human aspect of the body count and conclude that the pain and loss of the Armenians outweigh the Turkish losses. Don’t forget that in addition to the loss of human lives, Armenian lost their homeland of 3,000 years. One may be for or against political violence but the truth of the matter is that Turkey’s political establishment — long assuming the Genocide to be forgotten — only reacted to those acts and Turkey’s foreign minister at the time, Ihsan Sabri Caglayangil, invited the leaders of the three political parties to Geneva, Switzerland — the ARF, Hunchak and ADL — to explore the means of stopping the acts of terror. The negotiations which began in Geneva were supposed to continue in New York, when the foreign minister planned to attend the UN General Assembly session. Official speaks of customs duties after Armenia’s accession to Customs Union Armenia is regulating its trade relations with Iran on most favored nation terms, which status it has in the Customs Union as well, Armenia’s Deputy Minister of Economy Garegin Melkonyan told reporters on Tuesday. “This customs treatment means the country will enjoy as favorable treatment as any other third country. Since this treatment is in effect in the case of the other Customs Union membernations, no worsening can be expected after Armenia joins the Customs Union,” Melkonyan said. Armenia has a free trade agreement with Georgia, which abolishes double customs clearance. “What will happen after Armenia joins the Customs Union, we have discussed the issue with our partners from Georgia and from the Customs Union. The other Customs Union member-nations have free trade agreements with Georgia as well. After joining the Customs Union we must continue like this. So customs duties will not be levied,” the official said. Although Turkey has certain trade agreements with the Customs Union member-nations, not Turkish-Armenian trade agreements have been signed. “It means that, after joining the Customs Union, Armenia is supposed to have similar trade relations with Turkey. According to the Customs Union rules, Turkey will enjoy the GSP, which means reduced customs duties. It is not to our benefit, especially in the case of consumer goods. Armenia will have to apply full rates,” Melkonyan said. “We plan to reach an agreement with the Customs Union, which would rule out reduced rates for Turkey in Armenia’s case,” the official said.

Cont’d from page 9 found out that the Armenian political parties no longer enjoyed their erstwhile organizational discipline which had brought to justice the perpetrators of the Genocide earlier in the century. The movement had gotten out from the hands of the Armenian political parties and the young generation had joined the worldwide political action movement. Therefore, the Turkish Foreign Ministry even did not bother to disinvite the party leaders. Instead, they chose a more serious course; they approached the Israelis and made a common cause with them as Armenian groups had made an alliance with the Palestinians with whom they were training in Lebanon’s Bekaa Valley. When Ariel Sharon invaded Lebanon in 1982, his mission was to destroy the power structure of the Palestinians. That mission also included turning over the Armenian youth caught in the camps and all related documents to Ankara, so that the Turkish “Deep State” could do its job and bring a halt to political violence. The ADL, as a conservative organization, has not espoused political violence outside historic Armenia. But it looks like the facts of life sometimes defy ideologies. The 1970s and 1980s brought the issue of the Armenian Genocide to the world political focus, whether positive or negative — that is an undeniable fact. After four decades, in hindsight, some people may applaud the deeds of the Armenian youth, others may blame them and say they tarnished our reputation. To objectively assess those events, one has to go outside the parameter of the Armenian thinking and find out the impact of those times on non-Armenians. One case in point is the prominent Turkish writer Elif Shafak, who is an established and outspoken Turkish author and columnist. The Free Encyclopedia qualifies her “as Turkey’s bestselling female writer. Shafak is a brave champion of cosmopolitanism, a sophisticated feminist and an ambitious novelist who infuses her magical realist fiction with big, important ideas …. Critics have named her as one of the most distinctive voices in contemporary Turkish and world literature.” She was born in 1971, the period when Armenian political violence began. She was the daughter of a Turkish diplomat and throughout her formative years, the word “Armenians” sent shivers down the backs of her and her family. As she grew up, she was curious to find out the source of the Armenians’ anger. And when she read history — the real one and not the one taught in her homeland — she became one of the most ardent sympathizers of the Genocide victims and in one of her novels, The Bastard of Istanbul, she dealt with the issue of Genocide only to find herself in front of a Turkish court, being accused of “insulting Turkishness.” Another compelling case is the story of a Spanish journalist, Jose Antonio Gurriaran. On December 30, 1980, he left the building of the newspaper Pueblo in Madrid and entered a telephone booth to talk to his wife. When he put down the receiver, two bombs exploded in the nearby headquarters of Swissair and TWA. Nobody died but among the nine injured was Jose Antonio. While still in the hospital, when he struggled to save both legs, he started to read books and materials about the case and the history of the Armenians. He also interviewed ASALA members. Soon after the incident, his book, titled La Bomba, was released, giving the first-hand account of a Spanish journalist and the tragic story of the survival of a whole nation. When asked whether it was worthwhile so much sacrifice and bloodshed, and were the fighter heroes or terrorists, Armenians may never come up with an objective answer. It is a burning issue and we will always have a subjective answer. Therefore the best way is to leave the answer to a prominent Turkish writer and a Spanish journalist. THE YOUTH CORNER That got me thinking Another case of personal business On Valentine’s Day at Dawson College, a young woman was offering to make henna tattoos for free for those who wanted one. For those who don’t know what that is, henna tattoos are made with extracts of a plant called henna, found in North Africa, Arabian Peninsula, the Near East, and South Asia. Those tattoos are temporary and erase themselves after a few days. I couldn’t resist the temptation. In five minutes, she completed a beautiful work of art and left me speechless. As I write this article, I look at my henna tattoo. I am glad that it will be gone in a few days but for now, I am greatly enjoying it. All this made me think about actual tattoos and why people choose to get some. But more importantly, I wondered why some people are firmly against tattoos, and why it is still considered a taboo to get one. It always takes me by surprise when I find out that someone has a tattoo. I always wonder: What motivated this person to have a tattoo? What if they regret it later? Why did they choose this design in particular? I’ve come up with the following answers: The tattoo is meaningful to them; they think that body art is beautiful; that tattoo is horrible, but they were drunk when they got it. But why do we react so awkwardly when we see that someone has a tattoo? It is their choice, after all. I think that society reacts awkwardly to these types of things because it is unimaginable for them to get tattoos. They feel like it is a mutilation of their own body. Tattoos can also be associated with violence. All the bad guys have tattooed arms, don’t they! I think that no matter what you think of tattoos and what they represent, getting one is a personal choice. Why the person did it and whether or not they will regret their decision is up to them. And don’t forget that tattoos have existed for as long as humans can remember and that they have a traditional meaning in certain cultures. Or, also, you can accept that what someone decides to do with their body has nothing to do with you and there is no reason at all why you should be affected by the decision to get a tattoo at all. The award comes with a cash prize of 75,000 Swiss francs – one of the highest awards in the field– and also involves appearing in concert with the Vienna Philharmonic as part of Lucerne Festival in the summer. Sergey Khachatryan was born in Yerevan, Armenia. In 2000 he won the prestigious Jean Sibelius Violin Competition in Helsinki and, in 2005, first prize at the Queen Elisabeth Music Competition in Brussels.
